President Biden’s first formal address drew nearly 27 million viewers.
Nearly 27 million people watched President Biden’s first formal address to a joint session of Congress on Wednesday night, a large audience for television these days but a much smaller audience than similar speeches by other presidents, according to data from Nielsen.
Shown on all major networks and cable news channels starting at 9 p.m. Eastern time, the speech attracted a much larger television audience than Sunday’s Oscars telecast on ABC, which was watched by about 10 million people. But the audience was significantly smaller than the one for President Donald J. Trump’s first formal address to Congress in 2017, which drew 48 million viewers.
The television audience for Mr. Biden’s address also fell shy of those for equivalent speeches by other recent presidents. Barack Obama had an audience of 52 million in 2009; George W. Bush drew 40 million in 2001; and Bill Clinton’s first address was watched by 67 million in 1993. Several factors contributed to the smaller ratings. Because of public health and security concerns at the Capitol, Mr. Biden’s speech came later in his presidency than those delivered by his recent predecessors, which all took place in February. There was also less pomp on Wednesday. Instead of an in-person audience of 1,600 senators, Supreme Court justices and other dignitaries seated cheek by jowl with House members, only 200 people were present because of social-distancing restrictions.
TV ratings, in general, have sunk in recent years, as more people have dropped cable subscriptions in favor of streaming, a shift that was accelerated by pandemic viewing habits. And the number of people watching television in the spring, compared with the winter, tends to be smaller.

SC health, school leaders: ‘Stay the course’ despite governor’s calls to lift mask orders
COLUMBIA, S.C. (WIS) - South Carolina’s top public health official says there are positive signs for South Carolina’s fight against COVID-19, but it’s not time to take masks off just yet.
Speaking to reporters Wednesday, Gov. Henry McMaster called on local cities and municipalities with mask ordinances to lift them.
“It’s time to wrap this up or I will do it for them!” the governor tweeted.
He also called on schools to stop requiring students to wear masks in class.
“It is ridiculous for school districts to tell parents whether or not their child should wear a mask in the classroom, that is up to the parent,” McMaster posted.
Department of Health and Environmental Control Director Dr. Edward Simmer said he respects that the governor needs to consider many issues when making policy decisions, such as public opinion -- but his agency recommends the state continues to follow CDC guidance on mask wearing.
Simmer said the state’s percent positive is still hovering between five and six percent, which he calls “very concerning.”

“Strictly from a public health standpoint we continue at DHEC to recommend that those communities that have mass ordinances keep them and wear masks in school, through the end of the school year. I think come fall, when the school year starts, we can revisit that,” Simmer told WIS in a one-on-one interview. “I’m very hopeful that by that point, we will have more people vaccinated, we will be closer to herd immunity, and maybe at that point we won’t need the masks in schools anymore, but certainly we believe that for the remainder of this school year, keeping the masks on students in school is very important.”
Simmer said masks are crucial for vaccinated people to protect their peers to prevent breakthrough cases.
“We have had over 200 people who’ve been vaccinated and still got COVID,” he explained. “You know the vaccine is very effective but it’s not perfect. It’s not 100%, so you still are in some risk. If you wear a mask, it decreases that risk.”
Simmer added while school-aged children rarely get a severe case of COVID-19, some kids have died from the virus and studies have shown they can spread it to others.
The South Carolina Department of Education (SCDE) also urged schools to continue to follow the guidelines that are currently in place.

100 Days Into Biden’s Presidency, Hunter Still Owns Stake In Chinese Private Equity Firm, Business Records Show
Hunter Biden continues to hold a minority stake in a Chinese private equity firm 100 days into President Joe Biden’s term, business records show.
Hunter Biden holds a 10% equity stake in BHR Partners through his company, Skaneateles LLC, according to Qixinbao and Baidu, two independent services that provide business records on Chinese corporations based on China’s National Credit Information Publicity System.
Joe Biden promised in October 2019 that if elected president, nobody in his family would have any business relationship with any foreign corporation or country.
“No one in my family will have an office in the White House, will sit in on meetings as if they are a cabinet member, will, in fact, have any business relationship with anyone that relates to a foreign corporation or a foreign country,” Joe Biden told reporters in Iowa. “Period. Period. End of story.”
BHR is co-owned by the Chinese state-controlled Bank of China, the business records show, and manages the equivalent of $2.1 billion in assets, according to its website. Hunter Biden acquired his 10% stake in the firm with a $420,000 investment in October 2017, according to a statement released by his lawyer in October 2019.
BHR’s business file was last updated on July 28, 2020, the records show.
White House Press Secretary Jen Psaki said in early February that Hunter Biden was in the process of divesting his ownership stake in the equity firm.
“He has been working to unwind his investment but I would certainly point you — he’s a private citizen — I would point you to him or his lawyers on the outside,” Psaki said.
It’s unclear if Hunter Biden expects to receive a return on his investment in the company after his divestment is complete.
Hunter Biden’s lawyer, George Mesires, and BHR have not returned requests for comment.

Paris Mayor Backs Military Chiefs Who Threatened To Seize Control From Macron Over Inaction On Radical Islam
A Paris Mayor who was raised in a devout Muslim household by Algerian immigrant parents threw her support behind a controversial letter by current and former military chiefs who said that if nothing is done about the "laxist" policies on radical Islam, it would require "the intervention of our comrades on active duty in a perilous mission of protection of our civilizational values."
"What is written in this letter is a reality," Mayor Rachida Dati of Paris' 7th arrondissement told France Info radio. "When you have a country plagued by urban guerrilla warfare, when you have a constant and high terrorist threat, when you have increasingly glaring and flagrant inequalities … we cannot say that the country is doing well."
"The hour is grave, France is in peril," reads the letter, adding that failure to act against the "suburban hordes" would lead to "civil war" and deaths "in the thousands."
The letter was signed by hundreds of retired soldiers, including 20 retired generals, as well as several active duty members of the military - 18 of whom are to be fired, the country's armed forces chief confirmed on Thursday, according to the Daily Mail.
"The police have become a target for terrorists" said Dati, 55, who served as justice minister under Nicolas Sarkozy from 2007 to 2009. Her comments follow the fatal stabbing last week of a policewoman in the southwest Paris neighborhood of Rambouillet. The suspect, a Tunisian national, had been watching jihadist propaganda videos prior to the attack.
"I am afraid that the police will break down one day," Dati continued, adding "And if they crack, we go well beyond the disintegration of society."
Dati's comments come as France's Chief of Defense, François Lecointre, called the letter "absolutely revolting," adding of the active-duty signatories: "I hope that their automatic retirement will be decided."
"This is an exceptional procedure, which we are launching immediately at the request of the Minister of the Armed Forces," he added. "These general officers will each pass before a higher military council. At the end of this procedure, it is the President of the Republic who signs a decree expelling them."
President Macron's government strongly condemned the letter, which was published on the 60th anniversary of a failed coup d'etat by generals opposed to France granting independence to Algeria, its former North African colony.
Prime Minister Jean Castex said the letter by military figures was 'against all of our republican principles, of honour and the duty of the army'.
And Florence Parly, the Defence Minister, said: 'This is unacceptable. There will be consequences, naturally.
The soldiers behind the letter were all said to be anti-immigration activists with racist views and strong ties to the far-Right Rassemblement National (National Rally).
The lead signatory was Christian Piquemal, 80, who commanded the French Foreign Legion before losing his privileges as a retired officer after being arrested while taking part in an anti-Islam demonstration in 2016. -Daily Mail

Illinois judge rules FOID card 'unconstitutional'
SPRINGFIELD, Ill. (WICS/WRSP) — An Illinois judge has ruled that Illinois' Firearm Owners Identification (FOID) card law is unconstitutional.
The 2017 case, The People of Illinois vs. Vivian Claudine Brown, comes after Vivian Brown was accused of possessing a firearm without a FOID card.
Brown argued that she "was a law-abiding person charged with possessing an otherwise lawful firearm without a FOID card solely within the confines of her home and that requiring her to go through the FOID card process unconstitutionally infringed upon her fundamental right of self-defense in this 'most private of areas.'"
White County Judge T. Scott Webb agreed.
The circuit court of White County dismissed the charge, finding that, as applied to the facts of the case, requiring a FOID card was unconstitutional under the second amendment to the United States Constitution (U.S. Const., amend. II) and article I, section 22, of the Illinois Constitution of 1970
In his ruling, Judge Webb stated, “A citizen in the State of Illinois is not born with a Second Amendment right. Nor does that right insure when a citizen turns 18 or 21 years of age. It is a façade. They only gain that right if they pay a $10 fee, complete the proper application, and submit a photograph. If the right to bear arms and self-defense are truly core rights, there should be no burden on the citizenry to enjoy those rights, especially within the confines and privacy of their own homes. Accordingly, if a person does something themselves from being able to exercise being able to exercise that right, like being convicted of a felony or demonstrating mental illness, then and only then may the right be stripped from them.”
The Illinois State Rifle Association is applauding the ruling saying it paves the way for the Illinois Supreme Court to take up the issue.

Picacc marks 2nd anniversary by celebrating 373 rescues, 84 arrests
WITHIN two years after its inauguration, the Philippine Internet Crimes Against Children Center (Picacc) made possible the rescue of 373 victims from online sexual exploitation and the arrest of 84 offenders.
The Philippine National Police (PNP), National Bureau of Investigation (NBI), Australian Federal Police, UK National Crime Agency (NCA), and non-government organization International Justice Mission (IJM) launched Picacc on February 27, 2019 to strengthen global law enforcement collaboration in combating the online sexual exploitation of children.
On April 28, 2021, member agencies marked the center’s second anniversary with a virtual celebration where they looked back on the center’s accomplishments the past two years and welcomed a new member, the National Police of the Netherlands.
Through collaboration within Picacc, the NBI Anti-Human Trafficking Division (Ahtrad) and PNP Women and Children Protection Center (WCPC) have conducted 118 operations, 79 of which took place during the Covid-19 pandemic. Of the 373 victims rescued from online sexual exploitation, more than half were rescued during the pandemic.
During the ceremony, lawyer Janet Francisco, chief of NBI Ahtrad, said: “2020 was hard and dangerous for our frontline law enforcement teams. Yet, looking back, I not only saw the difficulties, but also how our shared vision to see a world where children are free from online exploitation, continue to inspire and compel us to remain disciplined, vigilant, and unrelenting in our work.”
Police Brigadier General Alessandro Abella, chief of PNP WCPC, said: “It takes strong global law enforcement collaboration to end the borderless crime of online sexual exploitation of children – and Picacc has paved the way for this critical step. The impact of our increased collaboration with international counterparts is not only evident in the growing number of operations we have conducted since we formed Picacc. It also lies in every child who is protected with every restrained trafficker and deterred would-be perpetrator. We at PNP, through the Women and Children Protection Center, look forward to stronger and wider collaboration in the coming years, and ultimately, the end of online sexual exploitation of children.”

Mints are running out of gold; not enough physical silver to cover paper - former U.S. Mint Director

Aglobal shortage of physical gold and silver productshas created a premium on coins and bars, and this premium is causing a disconnect between the spot price and the "true" price that retail investors need to pay, said Ed Moy,former director of the U.S. Mint.
Moy, who was the director of the U.S. Mint between 2006 and 2011, cites theinability of the mints around the worldto keep up with physical coin and bar demand as a reason for this shortage.
"Not only the U.S. Mint, but other Mints around the world, Australia's Perth Mint, the Mexican Mint, haveall run out of gold,they can't keep it in spot and there's so many shortages retailers are having problems accessing that gold," Moy told Michelle Makori, Kitco's editor-in-chief.
Premiums on these physical gold and silver products can run as high as 20% in some places, Moy said.
"If you go to any of the top retailers for gold bullion and take a look at what they're charging for an ounce American Eagle gold bullion coin, even though the spot price right now is $1,775 give or take, you're hard pressed to find a ounce gold coin for anything less than $2,000, and I've seen it as high as $2,100," he said.
One of the main reasons for why the spot prices have not caught up to gold and silver's premium-adjusted price is that the overall markets are flooded with bullion derivatives, Moy said, but it's only a matter of time before the short contracts keeping the price down expire.
"What's artificially depressing the price of gold now is that there's a lot of institutional investors that don't hold gold. What they hold is they buy gold derivatives, like futures…and a lot of them are betting that the economy's going to recover and that everything's going to be fine and gold's going to go down," he said. "As those short contracts come up, what you're seeing is a popping in price."

It’s now been the better part of a month since it broke in the New York Times that Matt Gaetz was being investigated for sex trafficking a minor, and he still has yet to face an on-the-record accusation.
Since then, the minor has morphed into a “former minor”—it turns out she was 18.
Gaetz was also accused of sharing revenge porn of a former girlfriend, including by Katie Hill, whom Gaetz had previously defended in her own revenge porn scandal. Two of that girlfriend’s friends told Politico it wasn’t revenge porn, and that she told them “this is the best I will ever look in my life.”
So the two most dramatic claims of the Gaetz scandal seem to be false, and we are still without an on-the-record accuser. Given Gaetz’s reputation as a playboy, and the leakiness of this investigation, you’d think something substantial might have come out by now.
The girlfriend Gaetz was accused of sharing revenge porn of, according to Politico, also fears the “former minor” was recording calls attempting to incriminate the congressman. It also now appears that Joel Greenberg, the Seminole County tax collector who has been indicted on a slew of charges, was paying for the “former minor’s” legal fees.
Another friend of Greenberg told Politico he thought messages to him involving the “former minor” “felt like a setup.”
So we have two, albeit unnamed, sources who believe Greenberg or the “former minor” he was paying were trying to incriminate them. And that “former minor” he was paying is the one who accounts for the apparently untrue child prostitution allegation.
What does this look like to you?
Greenberg’s lawyer has also pointed the finger at Gaetz, strongly implying the tax collector had flipped on him, saying outside the courthouse recently, “I am sure Matt Gaetz is not feeling very comfortable today.”
It’s a mystery to me, given what this all seems to look like, why Gaetz hasn’t pointed the finger right back at Greenberg.

Up until now, the Joel Greenberg situation and the bizarre scheme to bilk Don Gaetz for $25 million in an Iranian hostage rescue have been considered separate things in the media. I’m not sure why. The note to Matt Gaetz’s father specifically links the two, as do the messages published by TAC that indicate Bob Kent’s friend who works at the Israeli consulate had inside knowledge of the Greenberg investigation before it broke in the New York Times.
There are other aspects of the Bob Levinson rescue business that have so far escaped mention by the media, but are worth considering. Bob Kent, the man at the center of the alleged extortion effort, probably had reason to believe he was operating with at least the implicit sanction of the U.S. government. You don’t go on Chris Cuomo’s show and make reference to an operation to spring a prisoner out of Iran, which would be illegal without USG approval, without it.
The U.S. government’s approval may have been more than just implicit: According to a senior Trump administration official, Kent was approved to receive $75,000 from the State Department for services related to the Bob Levinson case. A State Department spokesperson declined to comment on this.
While we can’t assume the State Department knew about the subsequent $25 million ask, that a federal government contractor is accused of extorting a U.S. congressman is deeply troubling.

A few more points about the background of the Levinson rescue effort are also worth reviewing here. First, as a matter of public record, it isn’t clear that Levinson was or is actually in Iran. Statements from the State Department, including by Hillary Clinton, as well as resolutions from Sen. Marco Rubio, consistently say he’s being held “somewhere in Southwest Asia.” When President Barack Obama discussed the Levinson case with Iranian President Hassan Rouhani, an unnamed official close to the investigation told CNN, “We have every reason to believe that he’s alive and that the Iranians control his fate,” which is an odd turn of phrase to use for someone being held in Iran. The partisans of the Levinson rescue effort in the United States will say his lack of inclusion in the 2016 prisoner exchange is just evidence that the Obama administration didn’t really care about him, but it’s hard to square that with the president bringing it up at the highest level.
Second, we should note that the ask to Don Gaetz, in amount ($25 million) and purpose (to get him out of legal trouble in the United States), is identical to the one the FBI approached Russian oligarch Oleg Deripaska about in mid-2008. That doesn’t prove it came from the same people, but it’s perhaps a bit suggestive. Deripaska told John Solomon in 2019 that he believed Levinson was dead.

Inside the Foreign-Funded ‘Hub Project’ to Transform America
The most important megadonor you have never heard of. It’s a story that goes to the very heart of the left’s mountains of shadowy funding and professional activism: a foreign billionaire infamous for illegally funding Democrats, backing ghoulish medical treatments resulting in multiple deaths, and bankrolling a multi-million-dollar “dark money” campaign to transform America. Meet Swiss-born Hansjörg Wyss (pronounced “Veese”), perhaps the most important megadonor you’ve never heard of. His Wyss Foundation, founded in 1998, quietly commands a stunning $2.2 billion in assets (as of 2018) and annually pours out tens of millions of dollars to activist groups—more than half a billion dollars between 2000 and 2018—so it’s little wonder that he’s been called the “new George Soros.” Wyss is one of the best-connected megadonors on the left. He’s a member of the Democracy Alliance, a cabal of the rich and powerful that meets regularly to strategize funding to leftist activists. He’s also a substantial contributor to and sits on the board of the Center for American Progress, a leading liberal think tank founded by Clinton crony John Podesta, who chaired Hillary Clinton’s failed 2016 presidential campaign. Podesta has reportedly advised Wyss on his funding of public policy efforts. To the degree Wyss is known, it’s for his contributions to green groups, such as the Wilderness Society, where he sits on the board (along with a top lieutenant, Molly McUsic). In the past two decades Wyss has made substantial contributions to environmental groups on the center left and far left, including the Sierra Club, Defenders of Wildlife, Trout Unlimited, National Religious Partnership for the Environment, and Natural Resources Defense Council.
But his money extends beyond environmental advocacy. For years Wyss has backed groups involved in getting out the vote for Democratic politicians, such as the League of Conservation Voters, Environment America, and even the infamous ACORN successor group Project Vote (defunct since 2017). This brand of “philanthropy” has made this billionaire a hero to the same Acela Corridor liberals who loathe the very idea of billionaires and who howled over foreign meddling in U.S. politics for years after the 2016 election. The left’s hypocrisy aside, Wyss is the wrong horse to back. He’s declined to tell even the New York Times whether he holds U.S. citizenship and as recently as 2014 stated that he does not hold a green card granting permanent residency. In 2016 he got into trouble when it was revealed that Wyss had contributed $41,000 to Democratic political action committees (PACs) in violation of the federal government’s strict ban on foreign nationals giving to U.S. political campaigns. This foreign national has also donated at least $1 million through his foundation to States Newsroom since 2018, a bundle of partisan attack sites posing as impartial news outlets spawned by Washington, D.C., consultants Arabella Advisors. So it was refreshing in April when New York Times reporter Ken Vogel revealed Wyss’s efforts to purchase the parent company of the Chicago Tribune and other failing newspapers around the country for $100 million—a display of genuine investigative journalism that came at a time when so many were busy framing Wyss as a liberal white knight bent on saving a venerable American industry.
It’s worth recalling that same crowd’s horror when the libertarian Koch Brothers announced they were considering buying the same parent company in 2013: It could “serve as a broader platform for the Kochs’ laissez-faire ideas” quoth the Gray Lady, could help the brothers “take on media reports they dispute,” opined the Washington Post, or could even “spark [a] ‘culture clash’” according to NPR. Mute liberals probably played no role in Wyss’s rapid change of heart when—just four days after Vogel’s exposé—he quietly withdrew his bid for the newspapers, reportedly after reevaluating the Chicago Tribune’s financial troubles. The 85-year-old Wyss will probably never achieve his goal of becoming a media mogul. His true legacy will be constructing a key “dark money” group created to help Democrats win elections and enact policy, situated within a $731 million nonprofit network run by Arabella Advisors.

Schenck v. United States: Defining the limits of free speech
In a unanimous decision written by Justice Oliver Wendell Holmes, the Supreme Court upheld Schenck’s conviction and found that the Espionage Act did not violate Schenck’s First Amendment right to free speech. The Court determined that Schenck had, in fact, intended to undermine the draft, as the leaflets instructed recruits to resist the draft. Additionally, even though the Act only applied to successful efforts to obstruct the draft, the Court found that attempts made by speech or writing could be punished just like other attempted crimes.
When it came to the Act’s alleged violation of the First Amendment, the Court found that context was the most important factor. The Court said that, while “in many places and in ordinary times” the leaflet would have been protected, the circumstances of a nation at war allowed for greater restrictions on free speech. Justice Holmes wrote, “When a nation is at war, many things that might be said in a time of peace are such a hindrance to its effort that their utterance will not be endured so long as men fight, and that no Court could regard them as protected by any constitutional right.”
