WASHINGTON, Jan 21 (Reuters) – Dredgers have been spotted off Cambodia’s Ream naval base, where China is funding construction work and deeper port facilities would be necessary for the docking of larger military ships, a U.S. think tank said on Friday.
The United States, which has sought to push back against Beijing’s extensive territorial claims and military expansion in the South China Sea, reiterated its “serious concerns” about China’s construction and military presence at Ream.
“These developments threaten U.S. and partner interests, regional security, and Cambodia’s sovereignty,” a spokesperson for the State Department said.

The report from the Center for Strategic and International Studies (CSIS) think tank said the dredgers could be seen in photos released this month by the Cambodian government and in commercial satellite imagery.
“Dredging of deeper port facilities would be necessary for the docking of larger military ships at Ream, and was part of a secret agreement between China and Cambodia that U.S. officials reported seeing in 2019,” the Asia Maritime Transparency Initiative at CSIS reported.
It cited a 2019 Wall Street Journal report that said the deal granted China military access to the base in return for funding facilities improvements.
Last June, Cambodian media quoted Defense Minister Tea Bahn as saying China would help to modernize and expand Ream, but would not be the only country given access to the facility.
AMTI said a Jan. 16 commercial satellite image showed two dredgers and barges for collecting dredged sand. It said other images showed both dredgers arriving between Jan. 13 and Jan. 15.
They were also visible in a photo posted on Tea Banh’s Facebook page following his Jan. 18 visit to Ream, it said, adding that the work “could mark a significant upgrade in the base’s capabilities.”
“The shallow waters around Ream mean it is currently only able to host small patrol vessels. A deep-water port would make it far more useful to both the Cambodian and Chinese navies.”
AMTI said construction work had continued onshore, with land clearing in several locations in the southwest of the base since fall 2021 and said this and the dredging “indicates that the base is being prepared for significant infrastructure upgrades.”
The State Department spokesperson said the United States urged Cambodia “to be fully transparent about the intent, nature, and scope of the project at Ream and the role the PRC military is playing in its construction, raising concerns about the intended use of this naval facility.”
PRC stands for the People’s Republic of China.
Last year, Washington sanctioned two Cambodian officials over alleged corruption at Ream and imposed an arms embargo and export restrictions on Cambodia over what it said was the growing influence of China’s military in the country, as well as over human rights and corruption.

China Looks to Resell LNG as World Grapples With Gas Shortage

China, the world’s biggest buyer of liquefied natural gas, kicked off an unprecedented effort to resell its supply, alleviating global fuel shortage fears that have sparked record prices this winter.
Two of China’s biggest state-owned LNG importers released tenders this week offering to sell dozens of cargoes for delivery through November. With the end of the peak winter demand season within sight, Chinese traders are betting that the nation will avoid a crippling supply crunch and can offload excess cargoes.
The move has surprised traders and triggered a sell-off in spot natural gas from Asia to Europe. More LNG could be sent to energy-starved Europe, helping to ease pressure from its abnormally low inventories and curtailed supplies from top exporter Russia.
Cnooc is offering to sell one cargo per month between May and November, while China Petroleum and Chemical Corp., known as Sinopec, is seeking to sell as many as 45 cargoes for delivery through October, according to traders with knowledge of the matter. The tenders represent roughly 4% of China’s total LNG imports last year in one of the biggest offerings from the nation.
Company officials didn’t immediately respond to emailed requests for comment.
China spent much of last year buying spot LNG supplies and restocking inventories in preparation for this winter. But milder weather has left its energy giants with a glut of scheduled shipments. Reselling the cargoes into the pricey spot market could provide a profitable windfall for traders.
Traders also fear that the sales offers belie concerns from the Chinese firms that domestic fuel demand could be hit this year as the government tries to prevent the spread of more transmissible forms of Covid-19.
Omicron recently breached China’s tough Covid defenses, prompting Goldman Sachs Group Inc. to reduce its 2022 growth forecast for the nation. The strain recently spread to China’s major port city of Dalian following the lockdown of Anyang, a city of 5 million people. The nation is also battling an outbreak of the delta variant in Xi’an.
LNG traders are having flashbacks to the pandemic’s start in early 2020, when China declared force majeures to overseas gas suppliers because the virus destroyed demand, sending spot prices to a record low.

China sends 39 aircraft into Taiwan ADIZ, countering big U.S. drill
Largest incursion since October includes 34 jet fighters and a bomber.
China sent 39 military aircraft into Taiwan's air defense identification zone (ADIZ), the island's Defense Ministry said Sunday, in an escalation of tensions in the Taiwan Strait. The sorties consisted of 24 Shenyang J-16 tandem-seat, twinjet fighters and 10 Chengdu J-10 single-engine fighters, along with one bomber and four electronic intelligence aircraft.
The Taiwanese side scrambled fighters and issued radio warnings Sunday, while air defense missile systems were deployed to monitor the activities, the ministry said. The largest incursion since October comes as the U.S. Navy has three aircraft carrier strike groups in Taiwan's vicinity -- the USS Carl Vinson strike group and the USS Abraham Lincoln strike group in the Philippine Sea and the USS Ronald Reagan strike group forward-deployed to Yokosuka, Japan.
There is also a large-scale Marine presence, with the USS Essex Amphibious Ready Group and the USS America Expeditionary Strike Group joining the Carl Vinson and Abraham Lincoln for a joint exercise Saturday. The Japan Maritime Self-Defense Force's Hyuga-class helicopter destroyer JS Hyuga also took part in the drill.
The massive show of American force is seen by some as a warning to China not to take action while the U.S. is preoccupied with the Russian military buildup against Ukraine. "I believe much of this activity is derived of active signaling, to the Russians, to the Chinese, to our friends and allies. We are sending various messages to differentiated constituencies that boil down to to various forms of 'don't even think about it' or 'we're here, we're not going away, we've got your back,'" said Bryan McGrath, a retired surface warship officer and founding managing director of consultancy The FerryBridge Group. "Not terribly subtle, but the time for subtlety is past," he said.
The U.S. Naval Institute has reported that 26 F-35 joint strike fighters are currently operating aboard Navy ships in the Indo-Pacific, the largest assembly of the fifth-generation fighters on Navy ships to date. They consist of 10 Navy F-35Cs on the Carl Vinson, 10 Marine Corps F-35Cs aboard the Abraham Lincoln and six Marine F-35B short takeoff and vertical landing variant aircraft on the America.
China's large-scale incursion could be a response to this military presence. A map provided by Taiwan's Defense Ministry showed the Chinese aircraft flew in an area to the northeast of the Taiwan-controlled Pratas Islands in the South China Sea.
There was no immediate comment from Beijing.
Over four days beginning Oct. 1, China's National Day, Taiwan reported 148 Chinese air force planes in the southern and southwestern part of its ADIZ.
Though the incursions have not come close to Taiwan's main island, Taipei considers them "gray zone" tactics, designed to strain Taiwan's forces by making them repeatedly scramble.

China Evergrande appoints EV unit chairman as executive director
China Evergrande Group (3333.HK) said on Sunday it had appointed its Energy Vehicle unit's chairman as an executive director.
Evergrande said in a Hong Kong Stock Exchange filing that Siu Shawn, 50, who was chairman of the board of China Evergrande New Energy Vehicle Group Limited (0708.HK), had entered into a service contact for three years.
The stock exchange filing said that Lai Lixin and Huang Xiangui had both resigned as executive directors of Evergrande.
Lai had resigned as executive director to devote more time to his other duties with the group, while Huang stepped down for health reason, the filing said. Both will remain with the group.
Evergrande is the world's most indebted property company, with more than $300 billion in total liabilities, which include nearly $20 billion of international bonds all deemed to be in default after a run of missed payments late last year.

U.S. Orders Families of Diplomats to Leave Ukraine
The U.S. ordered family members at its embassy in Kyiv to leave Ukraine “due to the continued threat of Russian military action,” the State Department said Sunday.
The advisory also urged U.S. citizens in Ukraine to consider leaving the country now using commercial or other private travel options. The comes amid a standoff between Russia and the U.S. over President Vladimir Putin’s military buildup along the border with Ukraine.

For sure not a good experience
wiped the bay area from muh mind after I left eben though born in SoCal but left soon after-don't member a lot about it but spent summers there.
Found that we had moar roots in SF (going back to late 1700s) than SoCal right before I left-funny dat-went to the big cemetary south of SF and found all the markers and headstones-no one had done it
Muh Family not great about where we all came from so we did a big search and found all dat out.
Put it in a book and was one of the last things I gave to muh gma before she went.
