Sounds like it's a code given by an aircraft carrier after a pilot has confirmed he's got good visual to safely land back onto the ship. Green lights on the runway.

Roger = Message received. Ball = a term used by pilots use when landing on aircraft carriers.. Green = good to land hope that helps. I think something big is about to go down. At least I hope so. My patience is running a little thin.
