Oddly enough, Bergram was commenting on Faux News yesterday that the heat dome over most of Northern US really tapped the electrical grid- that multiple power stations were forced to stay online because so much power was being drawn to cool down the people. Keeping those extra plants online saved the grid from going down. (Wind and solar didn't help in the evening hours as they are defunct then).

Senate rejects Susan Collins amendment to boost rural hospitals, raise taxes on wealthy

The proposal fell on a 78-22 vote; few members of either party sided with Collins.

The Senate rejected a bid by Sen. Susan Collins (R-Maine)to raise taxes on the ultra-wealthy and boost money for rural medical providers in the GOP’s megabill.

The chamber voted 78-22 against a procedural motion related to her amendment, which would have increased a rural hospital fund from $25 billion over five years to $50 billion and allowed a wider range of health providers to tap it. The amendment also would have raised the top tax rates for individuals who earn more than $25 million a year and couples earning more than $50 million starting next year.

It remains unclear whether the failure of the amendment could cost GOP leaders Collins’ vote. She had been concerned about the impact on rural hospitals from the bill and even questioned if any amount in a rural hospital fund would help offset the losses.

“Rural providers, especially our rural hospitals and nursing homes, are under great financial strain right now, with many having recently closed and others being at risk of closing,” Collins said before the vote. “This amendment would help keep them open and caring for those who live in rural communities.”

Most Democrats joined the majority of Republicans in opposing consideration of the amendment. Sen. Ron Wyden (D-Ore.) called it a “Band-Aid on an amputation” that would barely offset the other health care cuts in the bill: “It would be much more logical to simply not cut $1 trillion from Medicaid in the first place,” he said. Georgia Sens. Jon Ossoff and Raphael Warnock and Virginia Sen. Mark Warner were the only Democrats to vote with Collins, along with independent Sen. Angus King of Maine.

Collins criticized Democrats after the vote for opposing her. “They’ve complained repeatedly about the distribution in this bill, of Medicaid cuts hurting individuals, rural hospitals, and tax cuts being extended for people who are wealthy, and yet when I tried to fix both those problems, they took a very hypocritical approach.”

She said she remained undecided on the overall bill and that the snub would not affect her decision.

Several GOP senators have aired concerns that the bill’s cuts to Medicaid in the bill would force rural hospitals to close. The bill lowers the amount a state can tax a hospital and then use the funding to qualify for more federal Medicaid dollars without having to dip into their own general funds. Hospitals don’t mind the tax because they can get higher payments from their state.

Conservatives have claimed these provider taxes amount to a “money laundering” scheme that enables states to use the extra federal dollars for other things. But the hospital industry has fought this claim, arguing that the provider taxes are needed to help rural hospitals that operate on thin margins.

Indiana University braces for cuts of $100 million for fiscal year that begins July 1, 2025 1/2

As Indiana University reels from cuts to state and federal government funding, it faces another budget challenge for the fiscal year that begins Tuesday —pressure from Gov. Mike Braun resulting in an in-state tuition freeze.

Tuition revenue is one of IU’s largest sources of income, making up about a third of its budget. For some schools, it’s more.

“Where is the money going to come from?” said Leah Shopkow, chair of IU’s Department of History.

Another question is where cuts will be made as campus awaits details of the full budget, which the university won’t release until August.IU will lose $60 million from the state and $40 million from the federal government.

At the Board of Trustees meeting earlier this month, IU Chief Financial Officer Jason Dudich discussed the cuts.The university will remove unfilled positions. Travel will be reduced, and retirement contributions will decrease by 1 percent.

IU said it’s making “deliberate and targeted reductions.” The university will release the full budget details in August.

“We do have a balanced budget, $4.5 billion coming in through revenue or utilization of cash, and $4.5 billion of expenses,” Dudich said.

The university is planning another phase of cuts, adding up to $200 million.

David Polly, chair of IU’s Earth and Atmospheric Sciences Department, said faculty didn’t expect cuts six months ago.

“It's serious in the sense that IU has always been, sort of, cutting it close to what we can afford,” Polly said.

Shopkow said potential losses will ripple throughout the university. She fears staff won’t be replaced if they leave.Plus, she said IU may not attract or keep young researchers because of changes coming from the state government and upper administrators.

“It cannot be business as usual,” Shopkow said. “When people ask me what I think is going to happen, my answer is nothing good.”

One thing made the cuts particularly hard for Shopkow.

After hearing the budget cuts on June 12, theBoard of Trustees awarded Whitten with a $225,000 bonus – the maximum allowed by her salary bump to $900,000. One person, student trustee Kyle Seibert, voted against the bonus.

“The people who teach courses are producing revenue,” Shopkpow said. “The staff and the departments are supporting that revenue-producing operation, you know, and these are the people who are being asked to, you know, bite the bullet here.”

Legislators cut at least 5 percent of higher education funding in a tight budget year.Then, Braun and the Commission for Higher Education requested tuition freezes for undergraduate students to make college more affordable for Indiana families.

“A month ago, we challenged our state’s public higher education institutions to find efficiencies, eliminate redundancies and identify ways to streamline services without compromising quality,” Braun said in a statement. “=The commitment made by all of Indiana’s public colleges and universities puts students and parents firstand demonstrates to the rest of the country that Indiana is a leader in providing a high quality education at an affordable price.”

IU spokespeople referred to statements made at the board meeting and news releases.

“Even amid reduced appropriations, we remain steadfast in our mission to deliver affordable, high-quality education to students from Indiana,”IU President Pamela Whittensaid at the meeting.

Shopkow said IU is supposed to serve Hoosiers. But now, out-of-state students could bring more money amid budget cuts.

“Setting us up in this particular way really forces us not to serve the state as well as we might,” Shopkow said.

Russell Scott Valentino, former chair of the Department of Slavic and East European Languages and Cultures, said funding cuts by themselves aren’t necessarily concerning.

Valentino is more worried about another point slipped into the state budget:public colleges and universities must remove programs with low numbers of degrees awarded.

“They seem to be trying to micromanage not just the fact that we are cutting, but how we are cutting,” Valentino said. “By doing that, they're really overstepping their expertise, because they're reaching down into the mechanics of the way degrees are offered without really understanding the consequences of that.” (His class is obviously not filled with students)

Cutting those degree programs — and potentially the staff and faculty that support them — could also jeopardize federal funding, Valentino said.

“Because we won't have the kind of expertise and the kind of programs that that funding requires in order to receive it,” Valentino said.

A lack of expertise isn’t the only problem with securing federal grants.

After President Donald Trump took office, his administration planned significant funding cuts for university research across the country. Arts and humanities programs also feel the reductions. Some grants have been outright cancelled.

Federal agencies have cited the ability to save billions of dollars and repurpose the funds for efficient research.

One major issue is a change in indirect funding. Federal grants directly fund research projects by paying for equipment or materials. The grants also cover a variety of indirect costs such as accounting, maintenance or just keeping the lights on.Now those indirect funds could be significantly reduced.

“That cut will have tremendous impact, because it basically means the university won't be able to afford to have the labs that are necessary to do that research,” Polly said. (Bullshit)

Caps on indirect funds are being challenged in federal courts.

Other renowned federal programs are at risk, such as the Fulbright Program.

Fulbright, an international scholarship and cultural exchange program, has been sponsored by the U.S. government.The highly selective program was created by Congress in 1946 to promote partnerships and peace with 160 countries.

On June 11, the entire Fulbright board resigned after the Trump administration denied scholarships for a “substantial number of individuals” and forced others to undergo additional review.A spokesperson for the administration said it is “ridiculous to believe” that the Fulbright board should have the final say in its scholarship recipients, according to CBS.

“Fulbright is one of those prestige programs that's been around for a long timethat people recognize,but to the Trump administration, that hasn't meant very much,” Valentino said.

Republicans are on the cusp of a breakthrough in their long effort to strip federal funding from Planned Parenthood after a Senate ruling Monday.

Senate Parliamentarian Elizabeth MacDonough advised lawmakersthat a provision that would cut off Medicaid funding for one yearto the women’s health organization and abortion provider can remain in the GOP’s domestic policy megabillwithout threatening its ability to be passed along party lines, according to Senate Democrats. (WTF one year?)

The megabill is expected to clear the Senate Monday or Tuesday using a budgetary tool to bypass a 60-vote filibuster. Bills advanced with that tool must adhere to strict budget rules, and the parliamentarian is the de facto arbiter of those rules. Senate Democrats had challenged whether the provision was allowed.

“Republicans will stop at nothing in their crusade to take control of women’s bodies,” said Democratic Sens. Ron Wyden and Jeff Merkley of Oregon in a statement.

Conservative lawmakers have sought to strip Planned Parenthood’s eligibility for federal funds for decades. It has long been subject to the Hyde amendment, which bans federal funding directly on abortions, but the organization bills Medicaid for nonabortion services and receives other federal funding through other programs and grants.

Republicans sought to target the group in their party-line 2017 push to repeal the Affordable Care Act, but the overall effort collapsed.

Planned Parenthood’s U.S. divisionreceived $792 million in funding from government reimbursements and grants, which includes Medicaid, as of June 2023, according to the group’s 2023 and 2024 annual report. A Congressional Budget Office score of the provision targeting Planned Parenthood included in the House-passed version of the megabill estimated it would cost taxpayers an additional $52 million over 10 years.

One of the twelve zodiacal constellations, Scorpius contains many notable objects, making it an observer's delight during the warmer months. Here are some items to spy in July:

- Antares: referred to as “the heart of the scorpion,” this supergiant has a distinct reddish hue and is visible to the naked eye. If you have good skies, try to split this binary star with a medium-sized telescope.

Antares is a double star with a white main-sequence companion that comes in at a 5.4 magnitude.

- Messier 4: one of the easiest globular clusters to find, M4 is the closest of these star clusters to Earth at 5,500 light years.

With a magnitude of about 5.6, you can spot this with a small or medium-sized telescope in average skies. Darker skies will reveal the bright core. Use Antares as a guide star for this short trip across the sky.

- Caldwell 76: If you prefer open star clusters, locate C76, also known as the Baby Scorpion Cluster, right where the ‘stinger’ of Scorpius starts to curve.

At a magnitude of 2.6, it is slightly brighter than M4, albeit smaller, and can be spotted with binoculars and the naked eye under good sky conditions.

Lastly, if you have an astrophotography set up, capture the Cat’s Paw Nebula near the stinger of Scorpius.

You can also capture the Rho Ophiuchi cloud complex in the nearby constellation Ophiuchus. Brilliant Antares can be found at the center of this wondrous structure.

Manaiakalani

While many cultures tell tales of a ‘scorpion’ in the sky, several Polynesian cultures see the same stars as the demigod Māui's fishhook, Manaiakalani.

It is said that Māui didn’t just use his hook for giant fish in the sea, but to pull new islands from the bottom of the ocean. There are many references to the Milky Way representing a fish.

As Manaiakalani rises from the southeast, it appears to pull the great celestial fish across a glittering sea of stars.

US President Donald Trump has said that he might entertain the idea of deporting Elon Musk and could consider getting theDepartment of Government Efficiency (DOGE) to look into the billionaire’s government contracts.

The president’s comments come amid a very public falling out between him and Musk, who was until recently one of Trump’s staunchest supporters. Last month, Musk stepped down as the head of DOGE after heavily criticizing Trump’s “big, beautiful” budget bill, which includes a $5 trillion debt ceiling increase.

Speaking to reporters on Tuesday, Trump was asked if he would look at deporting Elon Musk – a naturalized US citizen – to his native South Africa, to which thepresident replied: “I don’t know, we’ll have to take a look.”

Trump suggested in his post that without subsidies, Musk could end up having to “close up shop and head back home to South Africa.”This, according to Trump, could save the US “a fortune,” as Musk would no longer be engaged in any rocket launches, satellites, or electric car production.

”Perhaps we should have DOGE take a good, hard, look at this? BIG MONEY TO BE SAVED!!!” Trump wrote.

Meanwhile, Musk has continued to attack Trump’s budget bill,claiming that it undermines his work with DOGE to cut federal spending.

“Every member of Congress who campaigned on reducing government spending and then immediately voted for the biggest debt increase in history should hang their head in shame,”Musk wrote on X on Tuesday. “They will lose their primary next year if it is the last thing I do on this Earth,” he warned.

Musk also reiterated calls to establish a new “America Party” to serve as an alternative to the “Democrat-Republican uniparty so that the people actually have a voice.”

“He definitely goes where there is government money,” said Dan Dolev, an analyst at Jefferies Equity Research. “That’s a great strategy, but the government will cut you off one day.”

The figure compiled by The Times comprises a variety of government incentives, including grants, tax breaks, factory construction, discounted loans and environmental credits that Tesla can sell. It also includes tax credits and rebates to buyers of solar panels and electric cars.

A looming question is whether the companies are moving toward self-sufficiency — as Dolev believes — and whether they can slash development costs before the public largesse ends.

Tesla and SolarCity continue to report net losses after a decade in business, but the stocks of both companies have soared on their potential; Musk’s stake in the firms alone is worth about $10 billion. (SpaceX, a private company, does not publicly report financial performance.)

Musk and his companies’ investors enjoy most of the financial upside of the government support, while taxpayers shoulder the cost.

The payoff for the public would come in the form of major pollution reductions, but only if solar panels and electric cars break through as viable mass-market products. For now, both remain niche products for mostly well-heeled customers.

Musk declined repeated requests for an interview through Tesla spokespeople, and officials at all three companies declined to comment.

The subsidies have generally been disclosed in public records and company filings. But the full scope of the public assistance hasn’t been tallied because it has been granted over time from different levels of government.

New York state is spending $750 million to build a solar panel factory in Buffalo for SolarCity. The San Mateo, Calif.-based company will lease the plant for $1 a year. It will not pay property taxes for a decade, which would otherwise total an estimated $260 million.

The federal government also provides grants or tax credits to cover 30% of the cost of solar installations. SolarCity reported receiving $497.5 million in direct grants from the Treasury Department.

That figure, however, doesn’t capture the full value of the government’s support.

Since 2006, SolarCity has installed systems for 217,595 customers, according to a corporate filing. If each paid the current average price for a residential system — about $23,000, according to the Union of Concerned Scientists — the cost to the government would total about $1.5 billion, which would include the Treasury grants paid to SolarCity.

Nevada has agreed to provide Tesla with $1.3 billion in incentives to help build a massive battery factory near Reno.

The Palo Alto company has also collected more than $517 million from competing automakers by selling environmental credits. In a regulatory system pioneered by California and adopted by nine other states, automakers must buy the credits if they fail to sell enough zero-emissions cars to meet mandates. The tally also includes some federal environmental credits.

On a smaller scale, SpaceX, Musk’s rocket company, cut a deal for about $20 million in economic development subsidies from Texas to construct a launch facility there. (Separate from incentives, SpaceX has won more than $5.5 billion in government contracts from NASA and the U.S. Air Force.)

Subsidies are handed out in all kinds of industries, with U.S. corporations collecting tens of billions of dollars each year, according to Good Jobs First, a nonprofit that tracks government subsidies. And the incentives for solar panels and electric cars are available to all companies that sell them.

Musk and his investors have also put large sums of private capital into the companies.

But public subsidies for Musk’s companies stand out both for the amount, relative to the size of the companies, and for their dependence on them.

“Government support is a theme of all three of these companies, and without it none of them would be around,” said Mark Spiegel, a hedge fund manager for Stanphyl Capital Partners who is shorting Tesla’s stock, a bet that pays off if Tesla shares fall.

Tesla stock has risen 157%, to $250.80 as of Friday’s close, over the last two years.

Musk has proved so adept at landing incentives that states now compete to give him money, said Ashlee Vance, author of “Elon Musk: Tesla, SpaceX, and the Quest for a Fantastic Future,” a recently published biography.

“As his star has risen, every state wants a piece of Elon Musk,” Vance said.

Before his current ventures, he made a substantial sum from EBay Inc.’s $1.5-billion purchase of PayPal, the electronic payment system in which Musk held an 11% stake.

Soon after, he founded SpaceX in 2002 with money from that sale, and he made major investments and took leadership posts at Tesla and Solar City.

Musk is now the chief executive of both Tesla and SpaceX and the chairman of SolarCity, and holds big stakes in all three, including 27% of Tesla and 23% of SolarCity, according to recent regulatory filings. The ventures employ about 23,000 people nationwide, and they operate or are building factories and facilities in California, Michigan, New York, Nevada and Texas.

Tense talks

The $1.3 billion in benefits for Tesla’s Nevada battery factory resulted from a year of hardball negotiations.

Late in 2013, Tesla summoned economic development officials from seven states to its auto factory in Fremont, Calif. After a tour, they gathered in a conference room, where Tesla executives explained their plan to build the biggest lithium-ion battery factory in the world — then asked the states to bid for the project.

Nevada at first offered its standard package of incentives, in this case worth $600 million to $700 million, said Steve Hill, Nevada’s executive director of the Governor’s Office of Economic Development.

Tesla negotiators wanted far more. The automaker at first sought a $500-million upfront payment, among other enticements, Hill said. Nevada pushed back, in sometimes tense talks punctuated by raised voices.

“It would have amounted to Nevada writing a series of checks during the first couple of years,” said Hill, calling it an unacceptable risk.

With the deal imperiled, Hill flew to Palo Alto in August to meet with Tesla’s business development chief, Diarmuid O’Connell, a former State Department official who is the automaker’s lead negotiator.

They shored up the deal with an agreement to give Tesla $195 million in transferable tax credits, which the automaker could sell for upfront cash. To make room in its budget, Nevada reduced incentives for filming in the state and killed a tax break for insurance companies.

Nevada Gov. Brian Sandoval and Musk sealed the agreement in a Labor Day phone conversation. Hill said it was worth it, pointing to the 6,000 jobs he expects the factory to eventually create.

The state commissioned an analysis estimating the economic impact from the project at $100 billion over two decades, but some economists called that figure deeply flawed. It counted every Tesla employee as if they would otherwise have been unemployed, for instance, and it made no allowance for increased government spending to serve the influx of thousands of local residents.

A $750-million factory

Musk has similar success with getting subsidies for a SolarCity plant in Buffalo, N.Y. The company currently buys many of its solar panels from China, but it will soon become its own supplier with a new and heavily subsidized factory.

An affiliate of New York’s College of Nanoscale Science and Engineering in Albany will spend $750 million to build a solar panel factory on state land. SolarCity estimated in a corporate filing that it will spend an additional $150 million to get the factory operating.

When finished in 2017, the 1.2-million-square-foot facility will be the largest solar panel factory in the Western Hemisphere. New York officials see the subsidy as a worthy investment because they expect that it will create 3,000 jobs. The plant will replace a long-closed steel factory.

“The SolarCity facility will bring extensive benefits and value to this formerly dormant brownfield that provided zero benefit to the city and region,” said Peter Cutler, spokesman for Empire State Development, New York’s economic development agency.

SpaceX, though it depends far more on government contracts than subsidies, received an incentive package in Texas for a commercial rocket launch facility. The state put up more than $15 million in subsidies and infrastructure spending to help SpaceX build a launch pad in rural Cameron County at the southern tip of Texas. Local governments contributed an additional $5 million.

Included in the local subsidies is a 15-year property tax break from the local school district worth $3.1 million to SpaceX. Officials say the development still will bring in about $5 million more over that period than the local school district otherwise would have collected.

“That’s $5 million more than we have ever seen from that property,” said Dr. Lisa Garcia, superintendent of the Point Isabel Independent School District. “It is remote.... It is just sand dunes.”

Crucial aid

The public money for Tesla and SolarCity factories is crucial to both companies’ efforts to lower development and manufacturing costs.

The task is made more urgent by the impending expiration of some of their biggest subsidies. The federal government’s 30% tax credit for solar installations gets slashed to 10% in 2017 for commercial customers and ends completely for homeowners.

Tesla buyers also get a $7,500 federal income tax credit and a $2,500 rebate from the state of California. The federal government has capped the $7,500 credit at a total of 200,000 vehicles per manufacturer; Tesla is about a quarter of the way to that limit. In all, Tesla buyers have qualified for an estimated $284 million in federal tax incentives and collected more than $38 million in California rebates.

California legislators recently passed a law, which has not yet taken effect, calling for income limits on electric car buyers seeking the state’s $2,500 subsidy. Tesla owners have an average household income of about $320,000, according to Strategic Visions, an auto industry research firm.

Competition could also eat into Tesla’s public support. If major automakers build more zero-emission cars, they won’t have to buy as many government-awarded environmental credits from Tesla.

In the big picture, the government supports electric cars and solar panels in the hope of promoting widespread adoption and, ultimately, slashing carbon emissions. In the early days at Tesla — when the company first produced an expensive electric sports car, which it no longer sells — Musk promised more rapid development of electric cars for the masses.

In a 2008 blog post, Musk laid out a plan: After the sports car, Tesla would produce a sedan costing “half the $89k price point of the Tesla Roadster and the third model will be even more affordable.”

In fact, the second model now typically sells for $100,000, and the much-delayed third model, the Model X sport utility, is expected to sell for a similar price. Timing on a less expensive model — maybe $35,000 or $40,000, after subsidies — remains uncertain.

“Some may question whether this actually does any good for the world,” Musk wrote in 2008. “Are we really in need of another high-performance sports car? Will it actually make a difference to global carbon emissions? Well, the answers are no and not much.... When someone buys the Tesla Roadster sports car, they are actually helping to pay for the development of the low-cost family car.”

Now Musk is moving into a new industry: energy storage. Last month, he starred in a typically dramatic announcement of Tesla Energy-branded batteries for homes and businesses. On a concert-like stage, backed by pulsating music, Musk declared that the batteries would someday render the world’s energy grid obsolete.

“We are talking about trying to change the fundamental energy infrastructure of the world,” he said.

Musk laid out a vision of affordable clean energy in the remote villages of underdeveloped countries and homeowners in industrial nations severing themselves from utility grids. The Nevada factory will churn out the batteries alongside those for Tesla cars.

What he didn’t say: Tesla has already secured a commitment of $126 million in California subsidies to companies developing energy storage technology.

SAN ANTONIO, Texas — Protests against U.S. Immigration and Customs Enforcement and President Trump are scheduled to take place on Tuesday in most major cities across the country. The well-organized campaign at “SICKOFICE.ORG” urges people to call out sick in solidarity with illegal aliens facing deportation.

Much like the “No Kings” protests held in June to denounce the Trump administration’s efforts to conduct mass deportations of illegal aliens, Tuesday’s protests are being supported by the same activist organizations. The Party for Socialism and Liberation is actively promoting the “Sick of ICE” events nationwide on social media.

The website associated with the July 1 protests, however, does not include a page identifying sponsors that may be funding the events. As reported by Breitbart Texas, supporting organizations, including federal labor unions, were prominently featured on the “No Kings” website. In the latest nationwide protest effort, that is not the case.

The omission of sponsors may be a deliberate attempt to conceal the funders of the “Sick of ICE” events, following Senator Josh Hawley’s (R-MO) announcement in June that he would launch an investigation into the financing of anti-ICE protests.

Russian forces discover cache of Ukrainian chemical drone munitions – FSB

Moscow has accused Kiev of systematically violating the Chemical Weapons Convention

Russian troops have discovered a makeshift chemical lab and vials containing banned toxins at a former Ukrainian hideout in the Donetsk People’s Republic, the Federal Security Service (FSB) announced on Tuesday. The cache, found near the village of Ilyinka during an advance by Russian forces,marks the second such discovery this year, the agency said.

In footage released by the FSB, personnel in chemical protection gear are seen handling the vials,which reportedly contain chloropicrin – a choking agent prohibited under the Chemical Weapons Convention. According to the agency,the substances were packaged with plastic explosives and rigged into improvised munitions designed to be dropped from drones.

“This year we have discovered two caches with munitions intended for drone strikes on Russian positions. These munitions were a mix of chloropicrin and plastic explosives, to maximize the area of effect,” an FSB officer stated.

The official further claimed that the use of prohibited warfaremethods by Ukrainian forces has become “commonplace,”recalling prior discoveries of alab for producing hydrogen cyanide in May 2024 and a chloropicrin stockpileuncovered last October.

“Each case of preparation and use of chemical weapons by Ukraine is documentedby the relevant authorities to ensure that none of the perpetrators escape responsibility,” the official added. The FSB has opened a criminal investigation into the development and trafficking of weapons of mass destruction.

Moscow’s deputy minister of industry and trade, Kirill Lysogorsky, also condemned the findings, accusing Kiev of deliberately targeting both military personnel and civilians in violation of international law. “The Ukrainian regime systematically prepares and deploys chemical agents – not only against Russian forces and officials but also against peaceful residents in affected territories,” Lysogorsky said, accusing Kiev of resorting to “terrorism disguised as warfare.”

Lysogorsky stated that evidence gathered from the site would be submitted to the Organization for the Prohibition of Chemical Weapons (OPCW) and presented during the upcoming 109th session of its Executive Council on July 8. “To date, Russia has filed around 40 diplomatic notes regarding Ukraine’s use of toxic chemicals,” he said, noting the lack of significant international response.

Moscow has repeatedly accused Kiev’s forces of using illegal munitions on the battlefield. Before his death last year, the former head of Russia’s Nuclear, Chemical, and Biological Protection Forces, LieutenantGeneral Igor Kirillov, provided regular press briefings on the issue and repeatedly spoke about the Pentagon’s alleged funding of biological laboratories in Ukraine. The UK sanctioned Kirillov after heaccused Kiev of preparing a false-flag chemical weapons attack aimed at framing Russia and undermining its position at the OPCW.

In December, Kirillov was murdered outside his apartment in Moscow in a bomb blast that Russian authorities linked to Kiev’s special services.

Change is afoot in Boeing's executive leadership team. The US planemaker announced the appointment of its new Chief Financial Officer yesterday, with this news being followed today by the unveiling of the new President and Chief Executive Officer of its Defense, Space & Security division.

The company has opted to appoint Steve Parker to this position, a veteran executive of almost four decades at Boeing.

This is a position that Parker will already be intimately familiar with, having already been serving as the interim leader of the division for nearly a full year.

During this time, Parker has been credited with bringing much-needed stability to this area of Boeing's diverse operations, building on decades of experience at the US planemaker that have seen him take on an increasingly wide variety of roles.

Steve Parker Is Boeing's New Head Of Defense, Space & Security

As announced earlier today in a statement released by the US planemaker, Boeing has appointed Steve Parker to the position of President and Chief Executive Officer of its Defense, Space & Security (BDS) division with immediate effect.

This follows the departure of Ted Colbert from the role in September 2024, which, as Reuters reported at the time, was Boeing CEO Kelly Ortberg's first big management change.

Since then, Parker has been serving as the interim President and Chief Executive Officer of the BDS unit, but, now, he has been given the role on a permanent, immediate basis.

He will be responsible for "overseeing all aspects of the company's business unit that provides technology, products, and solutions for defense, government, space, and intelligence customers worldwide," with Ortberg stating:

Parker Has Worked For Boeing Since The 1980s

In Parker, Boeing has chosen someone for the role of President and Chief Executive Officer of the BDS division who knows the US firm like the back of his hand.

According to the American planemaker's statement, he joined Boeing 37 years ago, back in 1988, and has since served a variety of different roles in the company. Initially, per his LinkedIn, he served as a Program Manager in the US and Australia.

This role saw him work with the Royal Australian Air Force on projects with aircraft such as the Boeing C-17 Globemaster III military transport plane and the F/A-18 Hornet fighter/attack jet.

Two decades into his Boeing career, Parker became the company's Vice President & General Manager of Network & Space Systems, before transitioning to become the Chief Operating Officer of Boeing Defence Australia.

Since then, Parker has served as the Vice President and Program Manager for multiple different fixed-wing and rotary military aircraft from the Boeing stable, such as the H-47 Chinook, the F-15 Eagle, and the T-7A Red Hawk.

After also serving as the VP and GM of Boeing's Vertical Lift (Philadelphia) and Bombers & Fighters (St Louis) divisions, his move into the BDS unit (initially as the COO) came in 2022.

This Is Boeing's Second Executive Appointment In As Many Days

As it happens, Parker is not the only Boeing executive who has been the subject of a high-profile appointment this week. Indeed, just yesterday, as reported by Simple Flying at the time, the company also unveiled its new Chief Financial Officer.

Boeing's choice for this role, which opened up following the promotion of former CFO Brian West to Senior Advisor for Kelly Ortberg, was Jesus 'Jay' Malave. Unlike Parker, this appointment is not immediate, with Malave stepping in in mid-August.

While Malave also has a considerable aviation pedigree, he is not a Boeing 'lifer,' having instead come from fellow US aerospace giant Lockheed Martin. There, he also served as the Chief Financial Officer, making him a good fit for the role.

I don’t think anyone realizes how impressive Alligator Alcatraz is. The State of Florida built this 3,000 bed federal prison in eight days. The director tells me it could have been done in 72 hours were it not for some regulatory hold-ups.
