KAIPING, China (Reuters) - A giant sphere 700 m (2,300 ft) underground with thousands of light-detecting tubes will be sealed in a 12-storey cylindrical pool of water in coming months for an experiment that will shine new light on elusive subatomic particles known as neutrinos.

After years of construction, the $300 million Jiangmen Underground Neutrino Observatory (JUNO) in China's southern Guangdong province will soon start gathering data on neutrinos, a product of nuclear reactions, to help solve one of the biggest mysteries in particle physics.

Every second, trillions of extremely small neutrinos pass through matter, including the human body. In mid-flight, a neutrino, of which there are three known varieties, could transform into other types. Determining which types are the lightest and the heaviest would offer clues to subatomic processes during the early days of the universe and to explaining why matter is the way it is.

To that end, Chinese physicists and collaborating scientists from all over the world will analyse the data on neutrinos emitted by two nearby Guangdong nuclear power plants for up to six years.

WASHINGTON — The X-37B spaceplane landed Nov. 12 at NASA’s Kennedy Space Center, Florida, at 5:22 a.m. Eastern, setting a new endurance record after spending 908 days on orbit. Its previous record was 780 days.

This was the sixth mission of the crewless reusable spaceplane, built by Boeing and jointly operated by the U.S. Space Force and the Air Force Rapid Capabilities Office. Known as Orbital Test Vehicle 6, it launched to orbit May 17, 2020, on a United Launch Alliance Atlas 5 rocket.

On this mission, the X-37B carried several U.S. military and NASA science experiments, including a Naval Research Laboratory project to capture sunlight and convert it into direct current electrical energy, and the U.S. Air Force Academy’s FalconSat-8, which remains in orbit.

One of NASA’s experiments was the Materials Exposure and Technology Innovation in Space (METIS-2). Scientists will use the data to understand the effects of the space environment on different types of materials. Another experiment was to investigate the effects of long-duration space exposure on seeds.

The spaceplane is a derivative of the X-37A designed by NASA in the late 1990s to deploy from the Space Shuttle. The program later was transferred to the Defense Department. There are two X-37B spacecraft, which were originally designed for missions of 270 days, but have greatly exceeded that goal since the spaceplane’s first mission in 2010.

The Air Force for a decade kept the X-37B in a cloak of secrecy, but the Space Force is now openly showing it off.

“This mission highlights the Space Force’s focus on collaboration in space exploration and expanding low-cost access to space for our partners, within and outside of the Department of the Air Force,” Gen. Chance Saltzman, chief of space operations, said in a statement.

“The X-37B continues to push the boundaries of experimentation, enabled by an elite government and industry team behind the scenes,” said Lt. Col. Joseph Fritschen, X-37B program director at the Air Force Rapid Capabilities Office.

The OTV-6 mission for the first time carried a service module to host additional experiments.

The service module separated from the OTV before landing. The Space Force said the module will be disposed of in accordance with best practices intended to reduce the amount of space debris in orbit.

“With the service module added, this was the most we’ve ever carried to orbit on the X-37B,” said Jim Chilton, senior vice president of Boeing Space and Launch.

No Personal Use of Campaign Funds or Resources, and the Related Verification Requirement

House Rules. The key provision of the House rules barring use of campaign funds for personal purposes is House Rule XXIII, clause 6(b) which provides that a Member may not convert campaign funds to personal use in excess of an amount representing reimbursement for legitimate and verifiable campaign expenditures. [Emphasis added.]

Two other provisions are pertinent here as well. First, House Rule XXIII, clause 6(a) provides that each Member “shall keep his campaign funds separate from his personal funds.” Second, House Rule XXIII, clause 7 provides that a Member “shall treat as campaign contributions all proceeds from testimonial dinners or other fund-raising events.”

In addition, the provision of the rule prohibiting the use of campaign funds for personal purposes is, of course, directly related to another provision of the rule, discussed above, requiring the use of those funds for bona fide campaign or political purposes. The Ethics Committee has taken the position that Members, in making expenditures of their campaign funds, must observe these provisions strictly:

[A] bona fide campaign purpose is not established merely because the use of campaign money might result in a campaign benefit as an incident to benefits personally realized by the recipient of such funds . . . .68

The Committee has explained its reasons for taking this position in the following manner:

[T]he Committee believes that any other interpretation . . . would open the door to a potentially wide range of abuse and could result in situations where campaign moneys were expended for personal enjoyment, entertainment, or economic well-being of an individual without any clear nexus that the funds so expended achieved any political benefit . . . .69

The Ethics Committee has reiterated this position a number of times,70 and it was incorporated as well into the 1989 Report of the House Bipartisan Task Force on Ethics.71

The rule by its terms requires that each campaign outlay made by a Member be not only “legitimate,” but also capable of being verified as such. This requirement that the proper purpose of each outlay be “verifiable” is a common-sense requirement. With the huge number of outlays that Members’ campaigns typically make, often on a nearly continuous basis, the propriety of particular outlays may not be subject to review for months or years after the fact, when recollections as to the circumstances or specific purposes of an outlay may well have faded. Absent a requirement for verification, the prohibition against converting campaign funds to personal use would be nullified in substantial part. Furthermore, the verification requirement should serve to cause Members and their campaign staffs to exercise caution in spending campaign funds, and to ensure that no outlay is for an impermissible personal purpose.

Members and their campaign staffs should bear in mind that the verification requirement imposed by the House rules is separate from, and in addition to, whatever recordkeeping requirements are imposed by the Federal Election Commission on federal candidates generally (or, with regard to Members who are candidates for a state or local office, the requirements imposed by applicable state or local law).

Application of the House Rules. The Ethics Committee has found that Members violated the House rules on proper use of campaign funds in several disciplinary cases. One case involved, among other things, transfers from the Member’s campaign account that were made to repay personal loans of the Member and to cover outstanding obligations against his personal checking account.72 That case resulted in a censure of the Member by the House.73

The rule’s verification requirement was implicated in an Ethics Committee disciplinary case that was completed in the 106th Congress.74 In that case the Committee determined that a Member had, through his campaign committee, engaged in significant misconduct by failing to keep records adequate to verify the legitimacy of the expenditures that had been made by his campaign for meals, including numerous meals in the Washington, D.C. area, and for private airplane travel, particularly between Washington and the Member’s district.75 According to the reports that his committee had filed with the FEC, the expenditures for those purposes were extraordinarily high in number as well as dollar amount,76 but the Investigative Subcommittee found that the campaign committee had not made “even the most minimal effort to document or verify that the expenditures were related to legitimate campaign activity.”77

Impermissible personal use of campaign funds can arise in a variety of circumstances.

Notwithstanding the variety of circumstances in which impermissible personal use of campaign funds can arise, questions in this area have arisen most frequently regarding certain kinds of campaign outlays, specifically –

Borrowing of campaign funds;

Expenditures for travel;

Expenditures for meals; and

Expenditures for the purchase of goods or services, or the rental of property, from the Member or a member of his or her family.

It is now well established that borrowing of money from one’s campaign is a serious violation of the House Rules. As to outlays for travel or meals – as well as outlays for the acquisition of goods or services from themselves or their family members – Members must exercise great care, because such outlays by their nature raise a concern of personal use. Records should be maintained with regard to these kinds of outlays.

Nathan Wade grilled by House investigators probing Georgia Trump prosecution

Former Fulton County Special Prosecutor Nathan Wade left Capitol Hill on Tuesday after a marathon four-and-a-half hour grilling by House Judiciary Committee investigators.

Wade, whose legal team included former Georgia Gov. Roy Barnes, said little to reporters before, after and during his closed-door deposition. No lawmakers were seen entering or leaving the room.

"This is all I’m going to say – we gave our testimony, we cooperated and we are through," Barnes told reporters after the session.

Barnes said "yes" when asked if it was an effective meeting and "no" when asked by Fox News Digital if he expected to follow up with the committee.

Earlier, he had testy words for a reporter who asked whether Wade would plead the Fifth Amendment, responding tersely, "What crime has been committed here?"

The House Judiciary Committee has been seeking information on Wade’s relationship with Fulton County District Attorney Fani Willis, who is investigating former President Trump’s alleged efforts to overturn his 2020 election loss in Georgia. Trump and 18 allies were indicted by a grand jury in August 2023 on charges including racketeering and conspiracy.

Wade was brought into that investigation by Willis as a special prosecutor, but stepped away after it was revealed he and Willis began a romantic relationship, which has since ended.

In a pair of letters published by the Republican majority on the committee on Monday night, Willis said Wade was instructed "not to answer any questions about his role in the election interference case or about any evidence in that case."

"The disclosure of such evidence may also interfere with ongoing proceedings, this is considered legally privileged and not subject to disclosure," Willis wrote.

The committee responded on X, saying, "What is she trying to hide?"

It’s one of several probes by House Republicans into Trump’s legal battles since he left office.

Both Willis and Wade have maintained that their relationship had nothing to do with the case and have accused Republicans of trying to unjustly interfere in the Fulton County probe.

Jordan, meanwhile, is probing whether U.S. tax dollars were used to help bankroll their relationship during the course of the Trump probe.

One of Trump’s co-defendants had sued to have Willis and Wade disqualified from the case, arguing their relationship presented a conflict of interest and that they financially benefited from the probe – which they have denied.

A Fulton County judge ruled in March that Willis could stay on the case if Wade was removed.

Fox News Digital reached out to the House Judiciary Committee for comment on Wade's deposition.

DA Willis tells House committee Nathan Wade has been instructed not to answer questions on 2020 election case in deposition

ATLANTA — In a letter released by House Judiciary Committee Republicans on Monday night, Fulton County DA Fani Willis says former special prosecutor Nathan Wade has been instructed not to answer questions about the 2020 election case ahead of Wade's expected deposition with the committee on Tuesday.

DA Willis argues in the letter that Wade retains privileged information about the case.

"I am concerned that your demand for Mr. Wade's testimony would force him to improperly divulge confidential information that is protected by privileges," held by the DA's Office, the letter states.

The letter further states that Wade "has been instructed not to answer any questions that seek to solicit information about his role or underlying evidence in the Office's investigation of unlawful efforts to interfere with the 2020 presidential election in Georgia."

Wade asserts Wade's knowledge of "key evidence, confidential attorney communications, legal theories and analyses, prosecutorial recommendations, and deliberations as well as knowledge of the sources, procedures and techniques employed in this investigation" are "legally privileged and not subject to disclosure."

The Judiciary Committee, led by Ohio Republican Rep. Jim Jordan, has sought to speak with Wade since the beginning of the year. Wade was the special prosecutor on the 2020 election interference case, involving former President Donald Trump and other defendants, until his resignation in March following a Fulton County judge's order. That concluded an extraordinary sidetrack in the case, which began with the revelation of a relationship between Wade and Willis that defense attorneys had tried to argue created an improper conflict necessitating Willis' disqualification.

Ultimately, Judge Scott McAfee ruled Willis could stay on the case if Wade resigned. Defense attorneys in the election case have appealed that part of the ruling; the Georgia Court of Appeals is due to hear arguments in December.

The House Judiciary Committee stepped up its efforts to speak with Wade last month, issuing a subpoena for his testimony after he failed to appear for an earlier scheduled hearing. Last week his lawyer, Andrew Evans, told the Washington Examiner that Wade received a subpoena and would "fully cooperate" with the Judiciary Committee for the deposition being held Tuesday.

Under Rep. Jordan, the House Judiciary chairman, the committee has investigated the origins of the Fulton County election case, asserting "serious concerns about the degree of improper coordination among politicized actors — including the Biden White House — to investigate and prosecute President Biden's chief political opponent."

Willis herself was subpoenaed earlier this year, and at one point Rep. Jordan threatened to hold her in contempt if she did not produce documents about a whistleblower allegation that Willis fired an employee who said she tried to stop a campaign aide from misusing federal funding meant for youth gang prevention.

“These false allegations are included in baseless litigation filed by a holdover employee from the previous administration who was terminated for cause," Willis said at the time. "The courts that have ruled found no merit in these claims… Any examination of the records of our grant programs will find that they are highly effective and conducted in cooperation with the Department of Justice and in compliance with all Department of Justice requirements."

In her new letter to the Judiciary Committee, dated Oct. 11, Willis states that, "As long as I am District Attorney, I will continue to do everything in my power to protect the integrity of this criminal investigation and all others in which my office leads."

"My legal duty to protect the secrecy and integrity of all criminal investigations has been bestowed upon me by Federal, State and Local law - and I have no interest in waiving this responsibility for your politically motivated tactics," she adds.

In a statement on X, Steve Sadow, Trump's attorney in the Fulton County case, said Willis and Wade "have waived any privilege they may have about their sexual relationship and the circumstances surrounding his employment as a special prosecutor by testifying at the disqualification hearing."

In a letter to Wade, Rep. Jordan said the Fulton County District Attorney's Office obtained $14.6 million in grant funds from the Department of Justice between 2020 and 2023, and alleged that "given the enormous legal fees you have billed to the (DA's Office), there are open questions about whether federal funds were used… to finance your prosecution."

11Alive reported in January that records indicated Wade was paid for many more billable hours than the other special prosecutors on the case, amounting to hundreds of thousands of dollars. Willis contended the special prosecutors were all paid the same rate, and an Emory University law professor who spoke to 11Alive, John Acevedo, said that while the figures sounded "radically off," if Wade "did the vast majority of work and they were just consulting, those figures may be accurate."

Wade's deposition Tuesday will not be public. His lawyer, Evans, told the Washington Examiner last week the deposition would have a "narrowly defined" scope and that Wade would abide by the confidentiality obligations outlined in Willis' letter.

Vice President Kamala Harris slammed Republican rival Donald Trump in Pennsylvania on Monday night over the former president’s comment that the US military should handle “the enemy from within” on Election Day.

It was the latest example of Harris’ campaign drawing sharper distinctions with Trump in the presidential race’s closing weeks, using the former president’s own words and those of his former aides to cast him as dangerous and unstable.

In Erie on Monday, Harris highlighted Trump’s comments Sunday on Fox News, when he said he isn’t worried about his supporters’ actions on Election Day.

“I think the bigger problem is the enemy from within,” he said.

“We have some very bad people. We have some sick people. Radical left lunatics,” Trump told Fox News’ Maria Bartiromo.

Harris on Monday warned that Trump’s actions could put people’s freedom at risk.

“You heard his words, coming from him. He’s talking about the enemy within … he’s talking about that he considers anyone that doesn’t support him, or who will not bend to his will, an enemy of our country,” Harris said.

She said later, “He’s saying he would use the military to go after them … and we know who he would target, because he has attacked them before: Journalists whose stories who he doesn’t like, election officials who refuse to cheat by finding extra votes for him, judges who insist on following the law instead of bending to his will. This is among the reasons I believe so strongly that a second Trump term would be a huge risk for America, and dangerous.”

Harris’ campaign will also release a new ad, dubbed “Enemy Within,” which features Trump repeatedly invoking the phrase “the enemy from within” on the campaign trail.

Tired of being undermined and attacked by the executive branch, Border Patrol agents are threatening to quit the federal agency en masse if Vice President Kamala Harris wins the presidential election on Nov. 5.

"I'm not doing this s*** again … four years of hell," one agent, who is not close to retirement, told the New York Post.

Another told the outlet that if Harris is elected, a lot of "guys who can retire will go." If former President Donald Trump wins, however, "they'll stay."

The National Border Patrol Council, the agency's union, endorsed the former president and current GOP presidential nominee in a post on X on Monday.

Insiders say the Border Patrol has experienced plunging morale and subsequent huge turnover in the nearly four years of the Biden-Harris administration.

More than 4,000 employees have left the agency since October 2020, according to the Washington Examiner, leaving approximately 19,000 employees to secure the nation's borders.

Bumping up recruiting bonuses from $10,000 to up to $30,000 and appealing to retired agents to return have reportedly had little impact on the staffing shortage.

Harris and Trump have both promised to address the personnel problem at Border Patrol, if elected, with the former president announcing plans on Sunday to swell the agency's ranks by 10,000 new agents.

Several agents who spoke with the Post on condition of anonymity, however, said that Harris would likely face an enormous staffing crisis at Border Patrol if she is elected to the Oval Office.

"We will have another exodus just because we will have a bunch of 20-year agents saying, 'peace out,'" one agent said.

He also said he expects experienced agents with five to 10 years on the job to seek other employment with their skill sets.

The agent who is not nearing retirement told the outlet he was "absolutely sure" he would exit the agency if Harris is in charge.

"Under this administration, they've done everything they could to make our job as inefficient as possible," one of agents said. "They can't outwardly tell us not to do our job, but when you're watching criminals come in and get released, it sucks."

Sinking morale prompted Customs and Border Protection (CBP), which includes Border Patrol, to hire a licensed clinical psychologist and board-certified behavior analyst to help bring down the spike in suicides. CBP suffered its worst year in 2022, when 15 agents died from suicide.

Billionaire Dr. Miriam Adelson has become the largest individual donor to a presidential super PAC this election cycle, according to independent journalist Yashar Ali.

Citing new Federal Election Commission filings, Ali reported in a post on X that Adelson has now contributed $100 million to her pro-Trump super PAC Preserve America.

In late June, The New York Times reported that Adelson, 79, was planning on shelling out $100 million to support former President Donald Trump's bid to retake the White House.

Adelson and her late husband, casino magnate Sheldon Adelson, gave $90 million in 2020 to support Trump's presidential campaign. Sheldon Adelson died at 87 in January 2021, making Dr. Adelson one of the wealthiest women in the world.

"I'm pretty sure that her North Star going forward is going to be what she thinks Sheldon would have done if he were still alive," former ambassador to Israel under Trump David Friedman told the Times in June.

The Times described the Republican mega-donor and duel Israeli-American citizen as "pro-Israel and rabidly partisan."

Born in Tel Aviv, the former officer in the Israel Defense Forces spends most of her time these days not at the home in Las Vegas that she shared with her husband, but in Israel.

The Adelsons reportedly lobbied Trump during his first administration tomove the U.S. Embassy in Israel from Tel Aviv to Jerusalem, which he ultimately did.According to the Times report, Adelson does not have any particular goals in mind for Trump this cycle.

Adelson selected Republican strategist Dave Carney to lead the Preserve America PAC, and had donated $10 million as of the end of June, but was planning to spend $100 million in three or four states.

"Up until recently, there's been 100% spending from the Biden side and 0% from the Trump side," Carney told the Times. "We will definitely be heard. They will probably spend more money, because they already have a huge head start. But we're starting the game tied."

The Associated Press reported on Monday that Adelson also gave $1 million to Georgia Gov. Brian Kemp's super PAC, which will help drive the governor's get-out-the-vote operation on behalf of Trump and other Republican candidates.

Trump is locked in an extremely tight race with Vice President Kamala Harris, the Democrat presidential nominee, and he lost the Peach State in 2020 by 11,779 votes, or roughly three-tenths of a percentage point.

Former President Donald Trump plans to work behind the counter and "work the fry cooker" at a McDonald's in Pennsylvania this weekend.

Trump's trolling of Vice President Kamala Harris is due to her having repeatedly claimed to have worked at McDonald's in the past but has not shown any evidence of having done so.

"Kamala never had a job at McDonald's. Her resume talks about McDonald's, McDonald's, McDonald's," Trump said at a New York press conference last month.

"Why won't they just provide real documentation and proof?" Trump campaign spokesman Steven Cheung asked the Daily Beast. "The onus is on them. What does she have to hide?"

Trump had been talking about doing this for a few weeks, such as at a rally in Pennsylvania where he said he may "work the French fry job for about a half an hour," and then at another rally in Nevada where he said he would for sure do it.

Anonymous United States officials are claiming that the FBI has foiled a plot by ISIS-K to carry out an act of terrorism on Election Day.

According to NBC News, Nasir Ahmad Tawhedi, 27, who had worked for the CIA in Afghanistan, was arrested by the FBI last week in Oklahoma over an alleged terror plot. According to court documents, Tawhedi had allegedly spoken to a man named "Malik" over his intent to purchase AK-47s.

On Sept. 14, per the court document, Tawhedi and a "co-conspirator" met with an undercover FBI agent and two confidential human sources to purchase guns. On Oct. 7, Tawhedi and the co-conspirator were arrested as part of an FBI sting operation.

The court document goes on to add that as part of his post-arrest interview, Tawhedi said he planned to purchase firearms "for the purpose of conducting firearms training and committing an attack (using the firearms) on Election Day targeting large gatherings of people, during which he and [co-conspirator] expected to be martyred."

The day after Tawhedi's arrest, MI5 Director General Ken McCallum claimed there's been a resurgence of the Islamic State group known as well as an increase in right-wing extremism.

"Today's Islamic State is not the force it was a decade ago, but after a few years of being pinned well back, they've resumed their efforts to export terrorism," he stated. The deadly March concert hall attack in Moscow, he then stated, carried out by offshoot ISIS-K, "was a "brutal demonstration of its capability."

McCallum concluded his press conference with a warning to would-be terrorists, stating that if one takes money from Iran or Russia to carry out terrorist acts in the U.K., "It's a choice you'll regret."

NBC had asked the FBI about the extent of ISIS-K's involvement regarding the alleged Election Day plot, but the FBI refused to answer.

Tawhedi worked as a security guard for the CIA in Afghanistan and arrived in the U.S. in September 2021 on a special immigrant visa after the U.S. withdrew from Afghanistan. He passed two rounds of vetting, and no derogatory information was detected during the process. White House press secretary Karine Jean-Pierre, when asked on Oct. 10 about the Election Day plot, refused to answer, saying it's an "active investigation."

Advancing NASA’s Exploration Extravehicular Mobility Unit (xEMU) spacesuit design, the AxEMU provides increased flexibility, performance, and safety, as well as specialized tools to aid in exploring the lunar south pole.

The suit accommodates a wide range of crewmembers, including males and females from the first to 99th percentile (anthropomorphic sizing).

It will withstand extreme temperatures at the lunar south pole and endure the coldest temperatures in the permanently shadowed regions for at least two hours. Astronauts will be able to perform spacewalks for at least eight hours.

The AxEMU incorporates multiple redundant systems and an onboard diagnostic system to ensure safety for crewmembers.

The suit also uses a regenerable carbon dioxide scrubbing system and a robust cooling technology to remove heat from the system.

It includes advanced coatings on the helmet and visor to enhance the astronauts’ view of their surroundings, as well as custom gloves made in-house featuring several advancements over the gloves used today.

The spacesuit architecture includes life support systems, pressure garments, avionics and other innovative systems to meet exploration needs and expand scientific opportunities.

Axiom Space developed the AxEMU using a single, foundational architecture. The architecture is evolvable, scalable and adaptable for missions on the lunar surface and in low-Earth orbit (LEO).

Axiom Space has iteratively improved this next-gen spacesuit over the past two years to support the Artemis III mission.

The AxEMU has undergone extensive testing and simulations with a wide range of astronauts and engineers at state-of-the-art Axiom Space, SpaceX and NASA facilities.

Testing was conducted underwater to simulate the lunar environment with an unoccupied spacesuit at NASA’s Neutral Buoyancy Laboratory (NBL) and reduced gravity simulations at NASA’s Johnson Space Center.

The AxEMU suit is nearing the final development stage. It completed a successful pressurized simulation with Artemis III partners – NASA, SpaceX, and Axiom Space – marking the first test of its kind since the Apollo era.

It will continue to undergo testing including crewed underwater tests at the NBL facility, integrated tests with the Artemis Lunar Terrain Vehicle prototypes, and will enter the critical design review phase in 2025.

The state’s Republicans think many of the tens of thousands of transplants who have flooded in since 2020 are conservativeswho were fleeing covid-19 restrictions in the blue states of California and Colorado. However, the state does not register voters by party, making it difficult to precisely assess the newcomers’ leanings.

Almost half the state is now made up of people who were not born there, according to U.S. Census Bureau data, including Sen. Steven Daines (R) and Gov. Greg Gianforte.

“There is a theory that Jon Tester has a 10-year overdue invoice on the changing demographics of Montana, and I don’t know if that’s true,” said Matt McKenna, a Montana Democratic strategist who has worked on past Tester campaigns. “You should be very skeptical of anyone who tells you they know who these new people are.”

Several voters who recently moved to the state and plan to vote against Tester said they saw Montana as a red haven.

“We left California to get away from the politics,” said Rhonda Brennecke, 58, who moved to Montana 5 ½ years ago and stopped for a brief interview on her way into a GOP fundraiser for Sheehy and others in Gallatin County. “==So happy to be here. We’re just really happy for people like Sheehy and [GOP Rep. Ryan] Zinke.”

Tester has painted many of these newcomers, including Sheehy, as lacking “Montana values” of fairness and trustworthiness.

“There’s a lot of folks that move here that have hundreds of millions of dollars who want to buy their friends and buy places, buy houses and buy, buy, buy, buy, buy,” Tester told a crowd of a few dozen voters in Butte this month. “But the truth is, this state’s always been about the working man. It’ll always be about the working man.”

Sheehy, who has largely shunned the news media, has protested that he couldn’t control where his mother’s womb was when he “crawled out of it,” and he said he moved to the state as soon as he could.

“What Jon Tester is saying is that unless you were born here, you don’t matter to him and your voice shouldn’t be heard,” Sheehy’s spokeswoman, Katie Martin, said in a statement. “It doesn’t matter if you moved 30 years ago, 40 years ago or 10 years ago like Tim and his wife did after their military service. In Jon Tester’s mind you don’t matter, your vote shouldn’t count, and he doesn’t represent you in Washington.”

Tester said in a brief interview that his message against Sheehy is not targeted at all newcomers. “A lot of working folks have moved here,” he said. “Just a few people are trying to buy the state and make it into their own personal playground.”

Tester’s argument has broken through to some voters, some of whom blame newcomers for the housing crisis in Montana, which was recently ranked the least affordable state by a national Realtors group.

“The fact that Tester has been homesteading his family’s property for so long and [is a] third-generation Montanan and dirt farmer, represents Montana values or represents what Montanans are like — a lot of people just vote strictly on that,” said Katie Campbell, a grassroots engagement coordinator for the Americans for Prosperity Action conservative group, which is canvassing for Sheehy.

Campbell said she tries to convince skeptical voters in the bluer southwestern part of the state that Sheehy is also a true Montanan. “I just try to say, ‘What makes you Montanan?’” Campbell said. “I think that if an individual has chosen to put down their roots here in the state of Montana and build up their family and build up their life and their business and create their future here, I mean, that qualifies you as a Montanan to me.”

As Tester faces a cascade of daunting polls, Democrats hope his sophisticated ground operation, built up over several cycles,and an abortion rights initiative on the ballot will boost their candidate, who has campaigned on abortion rights.

“If Tester goes over the top, I think that will be what will do it,” Don Seifert, the former GOPcounty commissioner of Gallatin who supports Tester, said of the abortion rights initiative. Still, he conceded he is very concerned about his candidate’s chances.

Tester appears frustrated that the race is tight, telling the crowd in Butte that it “shouldn’t be.”

“He’s made a ton of mistakes. Just a ton of mistakes,” Tester said of Sheehy.

Sheehy has been dogged by reporting that raised questions about the origin of a gunshot wound in his arm that he once told a park ranger was the result of an accidental discharge in Glacier National Park and later said he sustained in combat. He has also been troubled by leaked recordings that revealed him disparaging Native Americans as drunks and young women as “indoctrinated” single-issue voters on abortion, as well as by questions about the financial health of his firefighting business that he touts as a success story.

Sheehy has hit Tester for taking campaign contributions from lobbyists, and he has also attacked Tester in personal terms, taking a page from Trump’s playbook. In leaked recordings of Sheehy’s campaign stops released by the Daily Montanan, Sheehy made fun of Tester’s “stupid” haircut, described him as “waddl[ing]” around the state and called him “Jabba the Hutt.” Trump and his allies have also gone after Tester’s weight.

“I think Montana is going to decide that Jon Tester is 350 pounds of B.S.,” said Zinke, one of the state’s two GOP congressmen, when asked to comment on the race while riding a horse at the Montana State University Homecoming Parade in Bozeman. “His record finally caught up with him.”
