(a)Weather modification activities are defined as “Any activity performed with the intention of producing artificial changes in the composition, behavior, or dynamics of the atmosphere” (see 15 CFR § 908.1). The following, when conducted as weather modification activities, shall be reported (see 15 CFR § 908.3):
Seeding or dispersing of any substance into clouds or fog, to alter drop size distribution, produce ice crystals or coagulation of droplets, alter the development of hail or lightning, or influence in any way the natural development cycle of clouds or their environment;
Using fires or heat sources to influence convective circulation or to evaporate fog;
Modifying the solar radiation exchange of the earth or clouds, through the release of gases, dusts, liquids, or aerosols into the atmosphere;
Modifying the characteristics of land or water surfaces by dusting or treating with powders, liquid sprays, dyes, or other materials;
Releasing electrically charged or radioactive particles, or ions, into the atmosphere;
Applying shock waves, sonic energy sources, or other explosive or acoustic sources to the atmosphere;
Using aircraft propeller downwash, jet wash, or other sources of artificial wind generation;
Using lasers or other sources of electromagnetic radiation; or
Other activities undertaken with the intent to modify the weather or climate, including solar radiation management activities and experiments
(b) The requirement to report does not apply to activities of a purely local nature that can reasonably be expected not to modify the weather outside of the area of operation. This exception is presently limited to the use of lightning deflection or static discharge devices in aircraft, boats, or buildings, and to the use of small heat sources, fans, fogging devices, aircraft downwash, or sprays to prevent the occurrence of frost in tracts or fields planted with crops susceptible to frost or freeze damage. Also, the requirement to report does not apply to religious activities or other ceremonies, rites and rituals intended to modify the weather.
(c) All activities noted in paragraph (a) must be reported at least 10 days before the commencement of such project or activity. However, after the Administrator has received initial notification of a planned activity, he may waive some of the subsequent reporting requirements. This decision to waive certain reporting requirements will be based on the general acceptability, from a technical or scientific viewpoint, of the apparatus and techniques to be used.
(d) Other reporting exceptions may be made in the future by rule of the Administrator.

Recent research has linked clozapine, a powerful medication for schizophrenia, to an increased risk of mortality associated with pneumonia and severe gastrointestinal complications.
Clozapine is the only drug in the United States approved to treat “treatment-resistant schizophrenia,” which affects one in five schizophrenic patients. It was removed from global markets in the 1970s due to its association with dangerously low white blood cell counts in 2 percent of users.
A comprehensive analysis of 25 years of patient data revealed that within 20 years of initiating treatment, 30 percent of schizophrenic patients on clozapine developed pneumonia, while 5 percent experienced intestinal blockages.
These complications are reportedly more severe than previously documented and are linked to an increased risk of death, the researchers wrote.
“Clozapine-induced pneumonia and intestinal blockage should be taken as seriously as the white blood cell drop once was,” Dr. Jukka Koskela, leader of the study conducted at the Institute for Molecular Medicine Finland (FIMM) at the University of Helsinki, said in a press release.
The study was recently published in the American Journal of Psychiatry. It was based on data from 2,659 participants with a schizophrenia diagnosis in FinnGen, which tracks electronic health records in Finland.
Participants had an average duration of clozapine use of more than eight years.
Clozapine’s Role in Treating Schizophrenia
The authors of the study tracked the electronic health records of over 30,000 patients over 25 years, with a particular focus on schizophrenic patients and clozapine users.
They identified several serious adverse effects associated with clozapine use, including ileus—a condition in which the gastrointestinal tract malfunctions—seizures, pneumonia, and other respiratory infections.
Clozapine was also linked to low white blood cell counts, Type 2 diabetes, and rapid heart rates. The reasons for these adverse events remain unclear.
The loss of white blood cells may be linked to immune suppression, Dr. Peter Breggin, a psychiatrist, told The Epoch Times. He argues that while clozapine may outperform other medications in suppressing symptoms, it does not address the underlying issues faced by schizophrenic patients, ultimately making them more manageable rather than fundamentally treated.
The medication works by affecting the release of dopamine and serotonin in the brain. Psychiatrists prescribe clozapine because it may improve suicidality, cognition, and mood in patients.
“The use of clozapine is, however, hampered by adverse drug events (ADEs), some of which are life-threatening and have relegated clozapine to a third-line treatment option,” the Finnish researchers wrote.
Clozapine is metabolized in the liver, and some people with genetic variations affecting its breakdown may experience adverse effects.

Hurricane anon here.. Florida is still here. Honestly it's not as terrible as the media is saying. We're at about 120mph landfall which is honestly the worst anon would personally want to endure. Don't get me wrong it's frightening. Deadly storm surge in certain areas and there will be power outages and structural damage to some buildings etc.. but it's not the 180mph storm of the century currently that they said would erase Florida. Thank God for that wind shear that smacked it down to a Cat 3.

Reddit bans forum dedicated to sharing information about would-be Trump assassin Thomas Crooks
An archive of the subreddit shows that it was a popular forum that generated a high level of engagement.
A forum dedicated to sharing information about would-be assassin Thomas M. Crooks has been banned from Reddit. Crooks was killed by snipers after launching an assassination attempt on former President Donald J. Trump on July 13 in Butler, Pennsylvania.
Reddit, a social forum and news aggregation website, said that it banned the "Thomas Crooks" subreddit because it violated its "rules against posting violent content." An archive of the subreddit shows that it was a popular forum that generated a high level of engagement. It's unclear the exact date it had been taken down.
The posts issued on the forum varied, but all pertained to seeking answers and sharing information about the historical assassination attempt on the 2024 GOP nominee's life. Questions about Crooks, security failures that day, and whether the attempt was an inside job were discussed in the section before the ban. Reddit did not provide an example of the violent content shared that went against its company policies.

Voter GA Garland Favorito Summarizes Expert Testimony on Dominion Security Vulnerabilities for Georgia State Election Board
Recent court testimony in Georgia has revealed that Encryption Keys used with Dominion Voting machines can be used to decrypt and change election result files.
VoterGA Co-Founder Garland Favorito summarized the court testimony given last week in Fulton County Superior Court at a hearing of the Georgia State Election Board on Tuesday, October 8th.
The testimony was given by Clay Parikh and Ben Cotton the week prior to the court in the matter of DeKalb Republican Party vs. Raffensperger, in Fulton Superior Court.
“Clay Parikh demonstrated in court that you could change the votes without even doing the decryption,” Garland told National File in an exclusive interview.
In the summary video, Favorito covers points revealed by experts Clay Parikh and Ben Cotton in the DeKalb GOP v. Raffensperger case concerning the security vulnerabilities that are inherent in Dominion Voting Systems both in Georgia and nationally.
The experts analyzed four authenticated county election databases received via Open Records Requests through VoterGA. In other words, the data was received legally, and the chain of custody of the data is beyond reproach.
The election experts testified that different Georgia county servers were accessed remotely by Dominion in the 2020 General Election and 2021 U.S. Senate runoff.
Key points include how:
All Dominion systems worldwide are set up to communicate with each other through a common X.509 certificate value,
A key Admin account password is hard coded and publicly known,
Other passwords used are generic, not user specific, thus defeating auditability of updates,
Passwords are encrypted instead of being securely hashed,
The encryption keys are stored in clear, plain text in a database table,
The keys can be easily retrieved and used to read passwords and decrypt election results for tampering, and how
Malware can flip votes even without decryption.

Quinnipiac Poll: Donald Trump Takes the Lead in Wisconsin
Former President Donald Trump took a three-point lead in a head-to-head matchup and a two point lead in a full field in Wisconsin, according to a Wednesday survey by Quinnipiac, a pollster that is historically biased towards Democrats.
The poll is significant because Wisconsin is a swing state that likely is a must-win for the Harris campaign. If Trump wins Wisconsin, Harris’s path to 270 becomes nearly impossible.
Trump leads in Wisconsin by two points:
Trump: 48%
Harris: 46%
Stein: 1%
Oliver: 1%
The poll sampled 1,073 likely voters from October 3-7 with a margin of error of three percentage points.
