Telegram Boss Pavel Durov Detained in France – French Media

Telegram founder and CEO Pavel Durov was detained at a Paris airport for allegedly enabling criminal activity with his encrypted messaging app, French media reported Saturday.[1]
France issued an arrest warrant for Durov on charges of complicity in drug trafficking, crimes against children and fraud due to the lack of moderation on Telegram and his failure to cooperate with law enforcement, the TF1, LCI and BFMTV media outlets reported.
The 39-year-old billionaire was detained on the tarmac of Paris-Le Bourget Airport after his private jet landed from Azerbaijan, TF1 reported.
TF1 quoted an anonymous investigator as saying that Durov would most likely be placed in pre-trial detention.
"On his platform, he allowed an incalculable number of offenses and crimes to be committed, for which he did nothing to moderate or cooperate [with law enforcement]," TF1 quoted a source close to the case as saying.
The arrest warrant was reportedly only valid in France.
Durov allegedly knew that he was persona non grata in France, traveled little in Europe and avoided countries where Telegram was under surveillance by security forces, a source close to the investigation told TF1.
"He made a mistake tonight. We don't know why… Was this flight just a stopover? In any case, he's in custody," TF1 quoted the source as saying.
Telegram is widely used by Russian speakers.
It has become a key platform for sharing information about the war in Ukraine and is reportedly used by the Russian military to communicate.
"Telegram is the main social media network through which open-source information is spread about the war. That includes footage but also opinions and analysis from Russian and Ukrainian military sources. A significant change to Telegram's policies could have a significant effect on the information domain for this war," military expert Rob Lee said on X (formerly Twitter).
Deputy Russian State Duma Speaker Vladislav Davankov said he had sent an appeal to Foreign Minister Sergei Lavrov to seek Durov's release.
"His arrest may be politically motivated and a tool to gain access to the personal information of Telegram users. This must not be allowed," the state-run RIA Novosti news agency quoted Davankov as saying.
The Russian-born boss of Telegram, which he says boasts over 900 million users, is currently based in Dubai. He became a naturalized French citizen in August 2021.
Durov, also the founder of the VKontakte social network, left Russia in 2014 after he refused to share VKontakte users' data with Russian security services. Russia later unsuccessfully attempted to block Telegram over its refusal to provide users’ online communications to security services.
"His non-cooperation with the FSB in favor of free speech is unfortunately completely neutralized by his non-cooperation with anyone to stop Telegram from being used for all these terrible things. It was his choice. Was it possible to do one and not do the other?" wrote investigative journalist Christo Grozev.

Navy Could Sideline 17 Support Ships Due to Manpower Issues

Military Sealift Command has drafted a plan to remove the crews from 17 Navy support ships due to a lack of qualified mariners to operate the vessels across the Navy, USNI News learned.
The MSC “force generation reset” identified two Lewis and Clark replenishment ships, one fleet oiler, a dozen Spearhead-class Expeditionary Fast Transports (EPF) and two forward-deployed Navy expeditionary sea bases that would enter an “extended maintenance” period and have their crews retasked to other ships in the fleet, three people familiar with the plan told USNI News Thursday.
Based on the crew requirements on the platforms, sideling all the ships could reduce the civilian mariner demand for MSC by as many as 700 billets.
A defense official confirmed the basic outline of the plan to USNI News on Thursday. Two sources identified the forward-deployed sea bases as USS Lewis Puller (ESB-3), based in Bahrain in U.S. Central Command, and USS Herschel “Woody” Williams (ESB-4), based in Naval Support Activity Souda Bay, Greece, and operated in U.S. European and Africa Command.
A Navy official, when contacted by USNI News, acknowledged the service was working on a plan to retask civilian mariners but did not provide details.
The new effort, known informally as “the great reset” has yet to be adopted by the Navy and is awaiting approval from Chief of Naval Operations Adm. Lisa Franchetti, USNI News understands.
The Military Sealift Command operates a fleet of logistics ships that refuel and resupply the Navy’s ships around the world and are crewed by 5,500 civilians who are employed by the Navy.
Across the MSC there are about 4,500 billets for mariners on a wide variety of U.S. support ships ranging from resupply vessels, fleet oilers that refuel ships and aircraft, salvage ships, the Navy’s two command ships, submarine tenders and hospital ships.
For every billet on an MSC ship there are about 1.27 mariners to fill the positions, a ratio that two former MSC master mariners told USNI News on Thursday was unstainable.
“If you’re required to have 100 people on a vessel. There are only 27 more people on shore at any given time to rotate those crew members,” a former MSC mariner told USNI News.
At that ratio, a mariner would be at sea for four months and off for about a month and then return.
“That math just doesn’t work,” the former mariner told USNI News.
“No one is able to have a healthy work-life balance and be able to get off the ship and get adequate time to go home, have time at home with their family, take leave, take care of medical requirements [in that timeframe]. There is so much training required of every billet at MSC to stay proficient with Navy requirements and training and merchant marine credentialing.”
That’s much more time at sea than commercial mariners. For example, the Marine Engineers’ Beneficial Association union contracts requires their members to work with two mariners for every billet, which translates to a paid month off for every month at sea.
In addition to the more demanding schedule, the extra wrinkle for the MSC mariners is that they earn leave at the same rate as other DoD employees and junior mariners aren’t paid for their time off on shore if they haven’t accrued leave.
If the Navy and MSC elect to reassign the crews of all 17 ships, the so-called great reset could free up 600 to 700 sailors to the larger MSC pool, USNI News understands. That would bring the ratio closer to 1.5 mariners per billet and allow MSC mariners more time on shore and allow the Navy to crew newer support vessels like the John Lewis-class fleet oiler. Three have delivered to the Navy, but none have deployed in part due to crew availability, USNI News understands.

Stopping people from dumping toxic waste into our food supplies or big Ag from spraying DDT on crops is reasonable.
What is totally fucking unreasonable, and catastrophic to any society that hopes to flourish, is to completely forget about regulating carbon and nitrogen. What's next, regulating oxygen?!?! Telegram founder Durov arrested by French police
Pavel Durov has been detained at Paris-Le Bourget Airport, according to local broadcaster LCI
The Russian founder of the messaging app Telegram, Pavel Durov, has been detained after he arrived in Paris on a private jet, local broadcaster LCI has reported.
Durov, who obtained a French passport in 2021, was arrested at Paris-Le Bourget Airport at around 8pm local time, the outlet said on Saturday. He is also a citizen of the UAE, Saint Kitts and Nevis and his native Russia
His jet arrived in the French capital from Azerbaijan. The 39-year-old had been accompanied by a woman and his bodyguard, it added.
According to LCI, the French authorities issued an arrest warrant for the tech entrepreneur as part of a preliminary investigation. Paris believes that Telegram’s insufficient moderation, its encryption tools and alleged lack of cooperation with police could make Durov complicit of in drug trafficking, pedophilia offenses and fraud, it said.
Broadcaster TF1 claimed that Durov is going to appear before a judge tonight. He could be facing up to 20 years in prison, it added.
Due to being a French citizen, the Telegram founder may also face accusations of violating sanctions imposed on Moscow by the EU due to his contacts in Russia.
Durov’s arrest warrant was only legitimate on the territory of France. “He made a mistake tonight. We don’t know why,” a source close to the investigation told TF1-LCI. “In any case, he’s locked up.”

A major police operation is underway after four people, including a police officer, were injured after a crash and suspected stabbing in Sydney’s south.
A two-vehicle crash unfolded at the intersection of the Princes Highway and Old Bush Road at Engadine just after 9am on Sunday.
Police arrived to find a man, who appeared to be suffering stab wounds, allegedly running from the crash scene.
Paramedics are understood to be treating up to five people, with one person reportedly going into cardiac arrest.
Reports to Ambulance NSW note there was one patient “with multiple stab wounds”, while another has a stab wound to their abdomen, and another has a broken arm.
The police officer is understood to have been slashed on their arm, suffering 30mm lacerations to their lower wrist.
A critical patient, a 40-year-old woman, was taken from the scene to St George Hospital for multiple stab wounds.
In total, four people have been taken to hospital.
