Regardless, his one trick wasn't breaking the elements, but just showing his victims illusions to scare them, while hoping like hell they don't remember where they were and what they were doing 30 seconds ago, as that would make them realise its all illusion, and that they don't overcome their fear, then the illusion is also broken, or that anyone else shouts at them loudly breaking the spell, and of course, once they've overcome that trick once, it won't do much to stop them a second time. Compared to the rest of the villains of the show, that's kind of pathetic.

Lets assume that El Sombrero masterplan somehow worked, he beat Twilight after she stopped fucking around and is now the unopposed master of Equestria. While he has the cunning and grace of an enraged bull in a china shop when he was at full power, Tirek did show a big talent for manipulating others and more intelligence than most give him credit for. Every argument he made to Discord was essentially true, he hoodwinked Scorpan in the past and he was the one that put Cozy Glow up to her scheme.
If anything, working with others to his own benefit, only to screw them over when the time is right, is his modus operandi.
While Tirek certainly isn't the most cunning bad guy around, but he's clearly not a mindless brute either. If anything, I'd expect him to try to pull a Starscream and try to eat Grogars magic when gets a good opportunity.
