Help me out here with a question of political nature.

By comparing present American, French and Russian legislation, explain which of these state systems most effectively protects the state itself and the constitutional, legal and political order! At the same time, of the three observed systems, which in your opinion is the most appropriate, i.e. enables or has enabled the best protection of state interests, while also taking into account the rights of the individual as a citizen of that same state?

What would you say? (need help answering this for my nephew)

None of them. "legislation", by which I assume you mean "laws", are fluid. The deciding factor is how (and by whom) those laws are interpreted. Article VI and the 10th ammendment of US constitution/bill of rights are good examples of this.
