Yes, but the only people in the Soviet Union who could afford to do that were literal gangsters.
It’s not like you could build a small business into something larger and more profitable, then have a large nest egg or property to leverage for a loan to buy previously held government assets. It wasn’t a capitalist system, like, at all.
So the Russian oligarchs were all organized criminals generally involved with drugs or racketeering, or former government cronies who’d used their positions of institutional power to amass personal wealth.
