It's very common that computer systems have multiple environments.
So there might be:
a development environment
an integration env
a customer env
and the final production env that you see and interact with.
And when they're developing the site it'll go through dev -> int -> cus environment testing before it ever gets to prod.
They will have to have authentication on any publicly published site to prevent unwanted people making use of it while they are testing.
4chan…. I never saw any sign of that level of competence before the takedown though, and probably why they were still running decades old code.
Doesn't surprise me if a beta site looks different. They're going to be using the latest board code they can find, and it's probably not going to be compatible with their old configs after a decade.
Look and feel will be taking a back seat to the functions they need to begin with, and security I reckon.
And by "functions", you can assume that means logging all posts to the FBI.
