Finally, a qualified source of repair shall be provided that is capable of remanufacturing the B‐2 Load Heat Exchangers per the aforementioned deliverables.

I didn't see much about (((diversity promotion))), but if they want to do something right they might want to fix some of their failed policies first and foremost. One bad policy would be relying so heavily on international corps who outsource everything to make maximum profits, who will price gouge and sponge off taxpayer dollars and when no longer contracted to build a design they'll scrap the old tools and manufacturing equipment to make more money via asset liquidation. If you want something done right, you have it built at home, with your own resources, built by your own people. And when companies like Boeing can't produce something of quality, stop subsidizing them and go to some company who does produce something of quality.
