Because you assume that their stated goals of "improving society" are the actual goals of either the supporters or the policy-proposers. Let me break down what everyone's goal is:

Imagine someone setting up one of those box-and-stick traps with a carrot as bait. Virtue-signalers grab the carrot and spring the trap because they want everyone else to see them value the carrot as they supposedly should. The Conservatives laugh and jeer at how dishonest the trap is promising food and delivering destruction and take satisfaction in that rather than disarming the trap. And the Policy-Proposers rub their hands together, having disarmed both the good-sense of the Virtue-Signalers and the Conservatives into allowing their flimsy trap to work beautifully.
In short, don't believe anything they say, only seek out what their objectives are. They will say literally anything in order to convince idiots to take the carrot, or other idiots to waste their energy commenting about the falseness of the carrot. Communists don't believe in honest communication but only acquiring power by any means necessary. Determine what it is they want, and assume everything they say to you beyond that is an attempt to get you to do what they want - either participate, or not participate. And you will be mostly correct.

The state always ups the ante about what it considers 'appropriate force' and then humanity responds with their own version of the state by mimicking 'appropriate force'. This is well known that as the police state encroaches and uses more force so does the 'criminal element' or whomever the state has declared a criminal element. Technically you can't be a criminal element unless you are outside the purview of the state you are always part of that same state. That is sort of the meaning of state…one body.
