Now this is a bad idea. By all means, include the landed elite in said authority, but there has to be some axis mundi. Unifying diverse polities around some political ideology or unifying idea (other than Christianity of course) sounds profoundly American. When that unifying force is Christianity and the Emperor himself, then it works.

Universal sales tax. Ideally the aristocrats are a temporary/held role or station provided military service and therefore they don't own people, so the king just collects sales tax from citizen transactions. Other than this, no taxes (Tariffs on imported goods a YES though.) There could, I suppose, be a provision for ONE other tax in DEFENSIVE wars only (to prevent the MIC scam going on today) to make sure the country doesn't get invaded, but taxes are one of the most easily abusable powers there are.

No one should have to pay tax. Make it a moral, not a legal imperative to support king and Church, or establish contractual relations between them and their flock.
If you insist on a tax, make it a low, flat tax. Five to ten percent is enough, and will even increase total revenue in the long term. A good father is proud if his children do well, and if you see yourself as the father of your nation, then you will want them to live prosperous and industrious lifes, not give all their money to you so you can build an even bigger monument or palace in the midst of rubble.
If you want to differentiate by wealth, make the wealthy pay more, or only enforce the tax code against them. To do the opposite would be like stealing bread from the poor but not the rich. What justification could there possibly be for that?

Above all, the country should strive to be filled by small bussinesses rather than large megacorps

and more. At that point, you can easily implement universal tax. You do not need to pander to the big corps and the super rich, as your economy doesn't depend on them. The wealthy class in your country will be one that has enough money to live in luxury, but not so much as to become an international power that influences governments, nor one that could afford to throw billions about. Better yet, it will be tied to the land, as it possessed no international branches where it could just move away to the moment it decided it dislikes your taxes.

That's simple: the taxes should be proportional on possession.
The goal is simply to limit hoarding, and to push for a ideology that describe money only as a mean of exchange and living.
So the rate have to be fix. Someone that don't have anything will not have to pay, someone have hoarded a lot of money will have to pay a lot.
That's exactly how things should be. Trade and business should be encourage. But debt, insurance or anything close to speculation should be punished very hardly.
Money is sacred by the way. The autority that rules money is the spiritual autority (according to what tradition you're attached to). The King can't touch it.
