We're all fairly mechnically-inclined people that love to know how things work, so I immediately found the idea appealing. No absolutely not, PSA makes fantastic rifles, every bit as good if not better than more expensive options.
As for building, they probably meant buying a pre-made lower and combining it with a pre-made upper. Which is laughably easy and still technically counts as a build. But if you wanna buy a stripped lower and an internals kit and assemble it yourself though, definitely go ahead. It's honestly not that hard and mostly just putting stuff in in the correct order. There's not much you can do to fuck up like you can with building an upper or milling an 80% lower.
Also make sure to check if the upper you buy says it comes with the charging handle and bolt carrier group, if it doesn't you'll need to buy those too.
And just to let you know how things will go as a first time buyer; you're gonna have to have the lower receiver shipped to a local gun shop to do what's called an FFL transfer. So during the PSA checkout process you'll select a local gun shop to have it shipped to. Then you'll go there in person, show them proof of your order and ID, and fill out a background check sheet. Assuming you pass you'll be charged a FFL transfer fee (check sites of your local shops to find who charges what), then the receiver is yours to walk out the door with.

Yes, the United States has spent untold trillions to bolster and maintain a fighting force capable of exerting it's will, but we aren't a third world shithole just yet. The poor here may not be able to afford every meal, but they have an iPhone and an internet connection. Hell, your blender is probably bluetooth capable and rocking a 1080p camera at the minimum. It'll only take one of those getting a great shot of a neighboring apartment complex getting leveled by a JDAM to cause government support to evaporate, and rebels to grow overnight. That's before we talk about if UN nations try to pass sanctions. It won't do a damn thing, but it'll at least keep what the state is doing fresh on the minds of people who have to live under it.
These times will most certainly be tumultuous, but it'll be a fresh experience watching livestream hangings.

The fundamental flaw in this event is that there was no threat. They showed up, made some noise for a few hours, scared some pantshitting libs, and then went home. The despotic government will continue with its plans.

The Yellow Vests ultimately failed, but it goes to show how effective mass action can be. Paris was effectively paralyzed for weeks. Millions in financial damage was inflicted. I suspect though, if the French were an armed people, things would have popped off, rather than fizzled out.
