What makes you say that? Seems to me that this was a case of collateral damage leading to a collapse. Architects try to design their buildings to handle a certain amount of extra load but I think we can all agree that it would be unreasonable to expect every commercial building to be designed to withstand either a collision with a plane or another building or building's worth of material falling on it.
