you mean ueda? he said he formulated SEL, at least the anime, in a way so that the american audience would have a different enough interpretation than the japanese audience as to create a conflict between them when they discussed it. but i guess both were brainlets so neither really got what it was trying to say about reality/society/humanity, what it was trying to warn about the future of technology and trasnhumanism.
wikipedia, the free enkikelopedia, says that there's something about ueda putting uniquely japanese values into SEL as a jab at the post-WWII developments but i wasn't able to corroborate that in the sources listed or by studying the anime myself, but i'm american so i guess that's kinda the point that i wasn't able to see it.

Yeah, I remember reading that comment of his in an interview as well, but he doesn't explicitly mention that he was disappointed on any audience, only that he expected differences in interpretation, so we can only infer his disappointment.
It's funny, I think he thought at least the japanese viewers would be able to understand Lain instead of glorifying her in the same way as the characters in the anime.
