I'd actually argue the opposite. The more congested the traffic the better the drivers get because they have to be or they would be paying tons in insurance. You just see the worst of the worst because there are so many damn people in one spot.
But all I can say is that I didn't drive through during rush hour on purpose and the drivers in Sapporo weren't much different from the country around the city. And buy country I mean rural areas.
