Personally, I don't think it will be Tenzin, maybe not even same time period considering not only is the route choice before we inhabit Tenzin, but before the spirit fucks up the timing heavily once.
I wouldn't be surprised if the love route would be both a different character and maybe a season or two later, possibly after Korra got her shit stomped in. Seems like that would be a better place for a romantic story where the player builds her back up, while season 1 is exactly when she's the most deserving of breaking in.

Either it's save corruption, in which case you should try from an older save and catch up, or you didn't look everywhere.
Things to try:
1) Check Police HQ, basically the first new thing is Lin giving you a job.
2) If that doesn't show up, try lowering Korra's resistance by medidating at day (try pushing her to kinkier things just not so kinky that it tells you "korra's resistance increased")
3) In addition to 2), at night you can visit her room and lower her morality too.
After a few times with 2 and 3, if Lin still doesn't give you a job, I've no idea.

Regardless, what worked for me when starting the latest patch was that I think I first went and did Korra's bottom options in both meditation and also night visits or whatever you want to call it, before going to Lin.
I have no idea if you need to do that or not, but that's I think how I did it on the new patch and if things aren't completely fucked then maybe retracing my steps will work for you. If they won't, no idea.
(Also just to be absolutely clear: When you setup the new version, you set up in a fresh, empty folder right? You don't overwrite files? That could cause issues too.)

So with no hope for Book 4 left since you play as Tenzin, I replayed the whole game, and it's pretty amazing, if you forget the fact that Book 4 is a thing, at least the slave route.
I don't know if which book is better, whether book 2 or 3, they both had different appeals. I personally loved how stupidly lovey dovey Book 3 gets to the point you help Toph with her nightmares. The whole wedding and fucking in public was stupid, though, but at least here you had an option, unlike Book 2. In Book 2 the best ending was definitively the Azula ending, even when you end up like Azula's bitch, because Azula do get really lovey dovey as well. The "true" ending is nice and all, but it felt rushed and lacked the development the other 2 routes had, and tried to hamfist both into one. And even though I rather Mai over Azula, her ending was kind of a let down.
I played a bit of Book 4. So far is shit. But I was wondering, first it was funny how MiTY downplayed everyone into female MC shit, but it left me a bit worries about the love route. I'd love to play with any other person than Tenzin, but it raises the possibility of you playing as Korra. Fuck that shit.

I really hope that near the end of the slave route, they finally add a sex scene between Pema and Lin, since good lord, it feels like they've been teasing that since the beginning. Also, I noticed that since the choice to do the slave route happens near the beginning before you possess anyone, that when they finally start doing the love route, they might actually go through with having you possess Korra to do it. I feel like the dev would just cheap out and use that aging potion he introduced in Book 3 to de-age Katara in order to do a sex scene between them.
