Testing only matters so much as you can solve problems and have new ideas in design. During the height of testing Ferrari would have Schumacher and Luca Badoer test a baseline car and test car. It never made sense to have 10 f1 cars on the circuit 24/7. Having Badoer as a backup with the home team reproducing problems and testing for reliability helped, but it wasn't the end all be all of the sport. Lotus owned Hethel and never had to pay to use it. Sure other teams had to pay to use the track, but they didn't have to pay to staff or maintain it either.
