With this build I have zero intention of fighting any other magical girls. If attacked, I would just escape. I have S rank agility that will allow me to fly incredibly fast. With C rank warp I can spam teleport as well, which will let me go much faster. With B rank mind, S rank mana reserves, and the ability to pause time to think carefully about the next spot I am going to teleport to I can spam teleport incredibly fast and seemingly without limit.
On top of this, I will be using C rank Luna to make myself nearly invisible. Each time I teleport and jump around any pursuers capable of keeping up with me would need to search the area to find me again.
Teleport will also allow me to escape a strong grappler's holds, gravity wells, or other abilities that might otherwise stop my escape.
If I do sustain damage, I have S rank defense combined with B rank life magic that I can use to heal myself.
Blood can be used offensively if needed. I could command people to kill themselves or turn people into assassins. This would be an incredible weapon against the ruling elite. If for some reason I could not approach the ruling elite myself, I could turn their own servants into assassins.
Using my hybrid outfit I can swap from blood to conjure. With S rank conjure I can use the B rank conjure ability to summon explosives, which would let me go full /pol/ on large populations of subhuman rapefugees and political enemies.
Conjure also allows me to create duplicates of myself, which I can send to do my dirty work for me, so I don't risk myself.
Pip & Pop would be tools that I use to thoroughly scout areas before I attack them. They could also help me locate targets if my targets are on the move.
Blood and conjure magic would ensure that I live a comfy life. I could conjure money and make people do my bidding.

More of a "physical" girl than magical. My strength starts at "lift cars over my head", with adrenaline from combat this can increase further to "swinging around entire trains". Sword doubles this effect for attacks, Arma B and S both double it again. Thematic (arma) doubles all effects of the Arma rite, effectively quadrupling my damage again (doubling both the strength when wielding it and the direct boost to strength itself). Blood A can even further boost my abilities, as can overdrive and phased. Assuming each of those only manages to double my effective strength that's attack damage equal to at least 256x "swing a train" at peak. My sword swings could level mountains. Naturally I also have the Agility, Defense, and Stamina to match, so I'm no glass cannon or slow but mighty glacier. In all likelihood Overdrive and Phased boost both my strength AND my strength-boosting rites (blood and Arma), possibly by more than double each, for a potential strength multiplier in the tens to hundreds of thousands, at which point we are reaching DBZ "power level" fuckery.
Will is also an interesting well. In practice, Will is "bottomless". The greater the challenge, the greater the will to rise to meet it. It doesn't matter that you are fighting a universe spanning cosmic evil, you can only be so cute or so joyous, but will will rise to the challenge.

Train of thought here, the Rites I'd want S rank in are Form and Tech, so I can take the Well of Hope and reach both, or go Benevolence or Cute and take the Hybrid costume trait to reach the one I can't natively. It all depends on which Special Ability I want and which set of Rites I want a free rank in. Hope's Restore ability is hands-down the best of the three. Benevolence has a useful set of freebies, but it's not good enough to outweigh Restore.
So I'm going for Average age and the Well of Hope. That gives me a free rank in Luna (camouflage is handy), Tempora (a few seconds to react is a good ace in the hole), Shift (seeing into probabilities stacks well with Tempora 1), and Astra (lowered magic cost is good, even if it's a double-edged sword). A free rank in Stamina is fine too.
Spending my points, right off the bat there's full rank in Form and Tech. Another rank in Tempora for apparent super speed. Rank in Agility up to A because Always Take Flight. S rank in Reserves, mana for days. B rank in Defense, C rank in Strength and Dexterity.
For a tool, can't go wrong with the classic Staff. Costume, 'Elegant and Strange Age. For companion, I'll choose a Tech-themed Mini Dragon. For my tasks, Clean Up, Help People, and when needed Emergency Rescue.
