I use facial expholiation cream when i shave my ass and it works pretty good. Scrubbing hard isn't going to necessarily help but proper expholiation will definitely help. Also make sure to wear clean clothes/sleep in clean sheets and don't sit on rough surfaces for long periods of time right after you've shaven because it can clog up your pores and cause ingrown hairs. Keep in mind even if you do it perfectly some of these things are inevitable and you just have to deal with them

Have you heard of a deodorant stone? It’s essentially just a salt cube that you use under your arms.
