This means that every family will produce more children of thier grade than lower, but they will also "raise up" groups that are lower, possibly at the same time) If an A couple were to randomly have an F child due to mutation, this child would still be covered as both parents are legally married and receive full benefits until they became an adult. at that point, they would lose their benefits unless they found someone above their station willing to marry them, or at the very least support them. Sex, or relationships outside of marriage with anyone is not explicitly legal or illegal. However, if the child in the above example was born out of wedlock, they would receive no benefits of any sort(though the parents may of course use their own funds or ask for charities or donations from others of course.)
in the event that a family breaks the rules on the number of children produced, there would be a minor fine or reduction in benefits as punishment. Serially breaking the rules could lead to loosing the marriage licence entirely.(If c woman has more children with A man than A woman, the first few may be minor fines, but eventually the "mistakes" will add up if you attempt to abuse the system.)
I think the above system is as benign as a functional eugenics system can get. It would favor Cuckquean scenarios due to the capacity for more children, and would eventually weed out a number of genetic illnesses without forcibly sterilizing anyone or punishing anyone for being born. instead, it simply rewards good genetic behavior. The more socialist the government, the stronger this system would be so long as the social benefits were limited to family groups.

I've had this question with a friend so I'll ask here for further insight.
While it's a distant plan, I plan on eventually visiting Africa, Asia, and/or South America so I can find nonwhite women to breed. Repeatedly, if possible, to help build up secondary families and ensure I would have some sort of secondary home/vacation spot.
