Rome would probably get veto powers and other perks to settle pan-church issues, and keep everyone together, but not the ultramontanist stuff we have today.

The movement bogged down long before then, because the Anglican Communion is a clusterwinnie the pooh of cathprot currents and theologies, and the notoriously dogma abiding orthodox bishops 404'd on seeing there was no coherent principles to smooth out.
