Babylon in the New Testament is the nickname of the Empire that was occupying Judea at the time, that is, the Roman Empire. When Peter says he was writing from Babylon, he didn't mean the city that was already ruined for centuries or some country that didn't exist yet on the other side of the pond. He meant Rome.
