No, babies can't repent or believe. Sprinkling water on a baby's head isn't a baptism either, it's a pagan ritual. Before baptism, you must repent and believe otherwise you're just a wet sinner. Baptism is also a full-body immersion, not sprinkling of water, to symbolize death burial and resurrection.
