I don't even know what constitutes proper charity anymore. A black man at a gas station asked me for money not long ago. I did not want to give him any, but did it anyway figuring that is how I should be as a Christian. But then it occurred to me almost immediately afterwards that he would probably use it to buy drugs and that he's probably on welfare which is basically state-enforced charity anyway, rendering any Earthly consequences of my giving meaningless if not outright harmful. It's hard to translate Christ's example to modern day circumstances and I don't know what I should do if such a situation comes up again

I'm gonna tell you what a hieromonk told me during a sermon during my spiritual pilgrimage and I was out in the East. This is my basic summation of it.

>When it comes to charity, always have at least a spare dollar in your pocket for anyone that needs it and give it freely to anyone that asks for it. Even if you suspect them of using it for drugs or alcohol, give it to them anyway. Assume that they will use it for good, and if they don't that is on them not you. For you never know, maybe they really do need it for food or something important.

From my own personal experience, I can tell you I am thankful for the charity of strangers. In Chicago I was a dollar short for my train ticket out of the city. I went to multiple people asking for only a quarter. On my 4th person when I thought all hope was lost, a grumpy looking man gave me a whole dollar even though I only asked for a quarter. He didn't preach at me or anything. He only asked that I help someone when they are in need with money when it is my turn to help. This way before I even came back to Christ.

The point I'm trying to make is true charity is giving them the benefit of the doubt and helping them even if you have doubts about them as a person.

As for state welfare, it what happens when you divorce the church from the state (thanks luther, very cool) and the state has to take up the mantle of charity. It becomes a vicious cycle of dependency on the state which raises taxes which causws people to become dependent on state help which will result in more taxes, etc etc.

Political tangent aside, if you want to know how to kill the "tigger" in a person, you give them the authentic faith and preach the Gospel. Pray will give them order to their chaotic lives. Charity will soften their hard hearts. Love will quench their anger. Your kindness will help them be free from their ignorance so they can think for themselves and encourage them to start families so they can break the cycle of hate and abandonment too many youths are thrown into in our troubled society.

TL;DR

You don't solve the tigger question by acting like a tigger yourself. For the true final solution to the tigger question (much like the Jewish one) is to convert them and turn them into authentic Christians. Only then will they be free from their ignorance.

When you give them a dollar, you give them a chance. How they use that chance is on them. You can also offer to pay for them if you don't trust how they'll spent the money. When someone in a train station asks for a dollar to buy a ticket, I offer to buy the whole ticket for them. If they were true about their intentions, and they need the money, they'll accept.

I see the modern State often usurping "charity" (giving away what you forcefully took from others is hardly charity) to justify its own existence. Many nowadays cry for more taxes and more welfare while not giving a single cent to charity themselves. Whether intentional or not, this outsourcing of charity to the government is one of the greatest ills of our society.

I don't donate to homeless guys I see anymore, irrespective of race. I used to give them food because, heck, everyone down on their luck needs food, but I'd find that they usually throw the food away. For me, therefore, it makes more sense to donate to shelters/missions to kids and teens. Younger people need help and cannot do things alone, I can gauge their intentions (somewhat). I can't gauge the intentions of an older person asking me for money, so why would I do it?
