They are heretics at best. They have more in common with protestants than they do with catholicism. Wether a bishop announces their excommunication or not does not matter (it would be better of they did, for their sake). Supporting abortion is an automatic excommunication.
They can call themselves catholic like a man can call himself a woman, doesn't make it so.
