f7ea63 No.9718

The year is 2015.

The global economy is about to shatter like a bullet going through glass, and the middle east has exploded in conflict. The 1% richest men have become the most politically powerful, and control the entire world. Meanwhile, Ukraine has become a hot-spot in armed conflicts with the US, Ukraine, and Russian military forces. And all the while, a secret bill is being passed all around the world, to throw out human rights, and entertainment for profits sake. In Europe, and in Northern America, surveillance is increasing more, and civil rights within the continents are beginning to dissapear.

But that doesnt matter to you. You are a tiny nation, residing within another country. Will you take over the inferior countries, or will you fade into obscurity, like many others?

>Name: The Enclave of Eden

>Fluff: But a few decades ago, government officials of the Republic of the Congo discovered an ancient and buried german laboratory dating back to the days of the 2nd World War.

In it was a program unlike anything they could have ever imagined. It was experiments on improving the human condition, the key to creating their so called Master-Race, it was the creation of super humans.

Through a series of selective breeding for healthy individuals with talent and aptitude it, combined with genetic tampering, it promised a new type of human. One with incredible strength, super intelligence, faster, stronger, more durable than any human. Able to think ahead, leap ahead, endure injuries normally fatal to any lesser man.

And so they set to work, harnessing the science of this facility, and matching it with 21st century knowledge. Such did they focus their resources to the project, and hiding it, that they created an entire city above it, deep within the jungle. A place where the scientists, researchers, and test subjects would dwell in utmost secrecy and privacy away from the prying eyes of the world.

Until at last. . .fruition! And the first of the super-humans.

So productive was it that soon a vast majority of available test subjects were doing feats of amazing potential beyond even the wildest dreams of the scientists.

It was not long however, before unexpected ramifications began to appear. Some of the changed individuals with their increased intellect very rapidly learned the process and the science of the technology that modified them, even going further to create theories and methodologies that awed and surpassed the very scientist that started on the program. In particular, one scientist, his codename "Genesis," who successfully underwent the program, has shown an intelligence that continues to grow exponentially.

Eventually the new humans realized that the entire program itself was rather inefficient, and a new method of research could be conducted, under them. Perhaps even a more efficient society. They began to call themselves the "Enclave of Eden."

Fearing what could happen if these Super-Humans ran amock, the government of the RoC decided to placate them, maintaining a tentative peace, hoping to maintain good relations with the enclave. For now.

>1 Terra Preta

https://en.wikipedia.org/wiki/Terra_preta

Terra Preta, or Black Earth, is an extremely fertile soil usually found in and around the Amazon Basin. It was created either by sheer accident or generations of ingenious planning by the natives. In either case, the sheer fertility of the soil allowed them to reach relatively massive population numbers despite being largely unadvanced societies.

…until the whole "Smallpox and other diseases" thing happened of course.

Now while the exact process to make the stuff is unknown, the benefits of (re)discovering it would dramatically increase our agricultural capacity.

And that's exactly what we're doing.

For now.

>Bonus: [Secret to Humanity] You have managed to find out the secret to making superhumans. Unfortunately, they are absurdly expensive to create, enough to bankrupt countries. And if anybody finds out what you've been doing…

1. Let's scale our goals back a bit.

We're really going to need to cut on as much cost as possible if we're to create the first super man.

I think instead of contracting out construction operations, and also increasing risk of our knowledge, we should send out students and intellectuals to study engineering, this research should make it easier and cheaper to build our laboratory.

The entrance hall of the First Bank of Liechtenstein had been constructed in a semi-classical style, marble and pillars were everywhere with dozens of counters to serve the many different people who were applying for loans or seeking to make an investment. A quick look revealed that all of them were occupied, however a friendly looking young woman quickly approached the diplomat.

"Good day sir, I'm afraid all our counters are currently serving someone. If you consider it acceptable however I will be taking care of whatever request you may have personally.".

Upon the word "cerain" the young woman seemed to flinch slightly. She had obviously no idea what was going on but received the feeling that whatever offer or request you were going to make was of a less than legal nature and thus above her paygrade. "Right this way Sir:".

You were lead past the counters and through a number of doors, security growing denser with every door you passed. As was to be expected a government representative was just about the highest sort of guest a bank could receive. Eventually you reached the end of your journey. "Dr. Bauer is waiting for you inside.".

Instead of a formal office bureau you found yourself into a cozy room with dark red carpet. The wood in the fireplace was gently burning, casting a warm light onto the two very comfortable looking chairs that were facing towards it. Dr. Bauer was leaning onto one of the chairs, rubbing his chin as he looked at you.

For a split second he paused, however then Dr. Bauer slowly approached the representative, "I am Dr. Bauer.", he pointed over to the arm chairs, "Why don't you have a seat over there and we talk about the reason why you are here today.".

>Name: Liechtenstein

>Fluff: Located between Austria and Switzerland, Liechtenstein is a German speaking dwarf state in the heart of Europe. While it strives to be very much like Switzerland it is considerably smaller and only possesses a fraction of it's bigger brother's military power, while remaining an even lower crime rate. Liechtenstein's GDP per capita is exceptionally high as a large amount of it's population consists of rich bank owners and those who are employed by them. Thanks to it's incredible high amount of millionares and billionares in relation to the population Liechtenstein's social services are well funded, however due to it's tiny size it remains irrelevant even on a regional scale.

1. Liechtenstein citizens often travel abroad, while only few of them actually live in other countries. It has never been target of any terrorist ploys either. However one should not wait for something to happen in order to act.

A new anti-terror and hostage rescue task force is to be founded and trained. These men are to be equipped with the newest technological means and while they may not be able to withstand an army they will be able to resolve critical instances on a smaller scale.

2. Leviathan was built to investigate the possibility of mining underwater. Let us continue to that research so we can build an underwater mine.

>Name: Leviathan

>Fluff:

Deep beneath the ocean lies a small research base called Leviathan, funded by a now defunct mining company who were investigating the likelihood of mining under the seas. The team there discovered a unique type of shellfish which excreted a substance that caused massive mutations in whatever touched it. The shellfish couldn't survive outside the unique environment around an underwater volcanic vent however and the mutants never went far either.

Overwhelmed by the massive discovery the sole biologist on the team forgot some rather important safety protocols when investigating the substance the shellfish produced and mutated into something monstrous and began to forcibly change the others around her. Less then 24 hours later the entire base was over taken and converted. United in one purpose the underwater base Leviathan begins to stretch out tendrils, seeking new… recruits.

>Name: Multinational Organization Researching New INteGrative Sciences and Technologies to Advance Reality (M.O.R.N.I.N.G.S.T.A.R.)

>Fluff: There are things Man was never meant to know. Secrets of the universe that would simply drive us mad to even know of their existence. Unfortunately, Man is a very curious creature, and we never know when to stop seeking answers. And thus here, within this facility hidden in the Wilderness of Greenland there are studies conducted, studies on physics, robotics, genetics, anything that could be considered a scientific discipline and even some that would be laughed out of a normal research facility.

Locked down with private security, the corporation is practically a small nation in it's own right, everyone within the town that the company resides in is either working as a researcher or support for the researchers, the security of their research paramount, leaving the company is paramount to desertion, any newcomers treated like foreigners and possible spies.

A fair point.

Name: New Richmond

>Fluff: After the end of the Civil War, tens of thousands of Confederates left to self-imposed exile in various colonies within various South American nations. Some became decent sized cities, while others were destroyed during various internal conflicts.

>New Richmond, on the other hand, remained bizarrely independent of any nation. Somehow mildly prosperous.

>And yet, the century and a half has not left the "Confederados" unchanged. Where the first generations kept to themselves, the later ones… intermingled. English blended with Spanish and Brazilian, people referred more to here as home, the actual conflict of the Civil War was simplified as an idealized tale of Tradition and Honor.

While we may not have the same aristocratic structure our ancestors had, we do have a legacy of productive agriculture.

Also, we're sitting on top of land so fertile and full of life, the larger nation we're within blocked it off for preservation, save for the natives that already lived there.

The ambassedor took his seat, placing his suitcase to the side, and spoke to Dr. Bauer.

"I represent certain scientific interests within the Democratic Republic. Our goals and methods are of the improvement of the human condition in our state.

But I wouldn't be here if I were to talk about a humanitarian operation or an olympic athlete program.

We operate on a need to know basis, and I have been cleared to inform you that the research we perform here is of a level of human ability hitherto unseen by conventional science."

Opening up the suitcase, he hands Dr. Bauer a tablet device, with several video feeds and documents. These detail in high definition some of the results of our experimentation, of a man lifting a live elephant with his bare hands, or pulling out sunken ships from lake beds,

"This technology we've developed stands as the most promising we have ever seen, but it's completion requires vasts amounts of funding. It is not complete and the individual in the picture unfortunately. . .was not prepared for some of the side effects of incomplete research.

Otherwise he would have been in my place.

What we need, more than ever, is funding, and I can assure you that if we get it, you will directly benefit from this. Perhaps even you yourself, if I may."
