Dwarven Prime Minister of the Third French Republic, Jacque Maginot was elected for the position of Prime Minister due to outstanding merit and fitness for the job. Deemed a “genius of economics, mathematics and logistics,” he started out as a businessman, and when running for politics made campaign promises to increase jobs and economic prosperity. More importantly he kept his word after being elected, and the French Economy prospered greatly.

His success is partly due to his nature of making highly accurate predictions and guesses, most of which come true. Of late, he claims that his predictions are that a war in Europe is inevitable. Someone is going to make the first blow and the first strike. But he also predicts that is not at all desirable. War should be done on our terms, on our advantage. Instead of preparing to go to war, Maginot claims we must instead “prepare for war to come to us.” The technology of the age, our geopolitical position, and time all point to the fact that an aggressive or offensive planning would be foolhardy for the nation. We should then instead, prepare ourselves such that any attempt to make offense on us will be as costly as possible. Victory will be achieved not by the storming of capitals or the marching of armies, but by the eternal Rock of France standing firm and the bleeding of our enemies white.

The Third French republic, dedicated to democracy, liberty, and culture has survived through a history of empires rising and falling. Serbia; Serbia would be a member of the periphery powers faction, a faction mostly composed of small weak side-line states and way-behind-the-times third world states. I'm considering advantages and disadvantages for it at this moment, but not sure what they will be just yet. The periphery powers can align with anyone, and have no dog in this race, so they have the most freedom. In addition, unless they are caught directly acting in militant ways, or they declare their allegiances openly, they will never be the target of npc-state attacks. Serbia's historic rivals will be ottoman empire and austrohungary. (but this doesn't mean you couldn't join them, it'd just be more difficult to get them to accept you).

He explains in detail how Chinese misconduct towards Bhutan and towards Buddhist temples has become unacceptable, and that Mongolia has become an unreliable protector since joining Germany (treaty of east and west). 1. Though ambitious Namibia is lacking in Prussian Bureaucracy. It is important to have exact data on the stocks of food and ammunition, to know whether the country may sustain itself in time of crisis or must rely on imports. Furthermore the exact number of citizens in various locations is of utmost relevance to any military efforts.

The promotion of Prussian Bureaucracy and orderly conduct throughout Namibia should ensure that this information is obtained.

2. Poland was an old German rival. It sought to claim lands it had no right to. Surely the War Mongering French would use this as an opportunity to stab the Kaiserreich in the back while it rushed to aid its ally Estonia.

Namibia too had to be ready to defend its own borders and fight the enemies of the Central Powers wherever they may arise. The readiness level of soldiers should be increased. Ammunition produced and the men made ready for war.

3. It was time to send out various scouting groups to assess the terrain in and around Namibia. Drawing up accurate maps, marking valuable spots for oversight and defensive positions would be invaluable in the wars to come. Whether it be because of Poland or for another reason.

1. Set Domestic Agenda: France First!

Prime Minister Jacque Maginot makes a speech today, emphasizing the need for all of France to consider its interests very seriously as turmoils and tensions build up. He warns of the dangers that a half-hearted or misdirected attempt to prepare for these difficulties will be.

As such, he makes it clear what the Agenda of this government will be. The well being of France will and shall be at the forefront of this administration. He condemns the thoughts of "Agressive hostility" that has taken the grip of some other nations, and says that "we shall become a Bulwark that keeps France safe and secure."

2. Set Domestic Policy: Victory through Perseverance

Maginot meets with his cabinet and other heads of government to discuss with them his intentions and plans.

Under no unclear terms does he say this: France should not engage in an offensive war.

Our soldiers are brave, our manpower vast, but the age of swift maneuvers and cavalier's romping throughout Europe is about to come crashing to an end. The advent of technology, he exclaims, will soon rapidly change war as we see it. Machine guns which can allow one man to fire at the rate of a 100 men, barbed wire which can planted like a forest of iron thorns, artillery that can rain death on the heads of men like never before.

An offensive war, even if planned to be 'swift and decisive' will no doubt meet the very same plans the German huns are preparing themselves. Let us not fall into this trap, and throw our men into an "assured meat grinder" but instead, "plan a war on our terms".

A defensive war. A war of attrition. A war in which we will win by not losing, and bleed the Germans white.

War is inevitable, we can but delay it, but for suredly Europe is a pyre waiting to be lit. And so therefore, since we can be assured of German aggression, let us make the focus of our aim to make such aggression as painful and excruciating for them, and as safe and secure for us.

3. Taxation and Finance management

Maginot meets with his finance minister and asks him to formulate a plan to make France more "self-sustainable and centrally strong".

In the event of war, many of the trade relations we enjoy will be cut off and hindered by naval warfare, blockades, and embargo's. Indeed our very colonies, who for now provide us with resources and man power, may become a strain in the requiring of manufactured arms and equipment.

He would like industries to be reorganized and redirected, by whatever means necessary, to the mainland. Such that we have a stronger central industrial basis, here in France, that will not be cut off. He suggests this through the intelligent use of both tarrifts and tax cuts to encourage emigration of certain factories into France.

1. Population likes the idea of being ready, but they don't understand why aggressively revenge-striking against Germany is not a good idea. By only 3 votes, the parliament passes a readiness action, setting regulations that airports must have X amount of fuel on hand, roads must by Y distance apart and Z distance wide, and finally, requests Maginot draw up a detailed plan to build what they are calling 'fortress france'. 1. The riot happened so recently that most of the city is hung over or in need of heavy cleaning up to even be usable, it isn't a total fail, but the rebuild has gotten less than 1% of the way to finished.

2. The bombing raid goes off without a hitch. However, there are 2 issues. 1, the planes, Falkland 1909s, only carry 1 single bomb each, and 2, due to distances involved, they end up having to land in the outback rather than in a city. 2 divisions are suspended for 1 turn, meaning they can't be used for the next 1 turn.

As far as the damage to the city goes, the due to shitty conditions, the bombers can't really see what they're hitting, but the bombs end up hitting a colliery plant, causing a HUGE wildfire that burns so hot that buildings in the city are melting down, and people are cooked alive so hard their skin cracks open visibly, an ancient mosque is leveled, and a hospital is more-than-half destroyed.

3. Naval Battle, Australian Ships, The HMS Boomerang and the HMS Kangaroo, vs a Malay Ship and a Bangladesh ship, Malay: Orang Sebah, Bangladesh: Star of the East. The boomerang is a semi-obsolete fast-assault ship and the Kangaroo is an obsolete ironclad.

Nevertheless, Nicholas finds himself able to provide increasingly beneficial political and economic reforms for the people, albeit without relinquishing his own power. Nation’s Fluff: The Third Rome, the Russian Empire formed itself from the Duchy of Muscovy into the empire it is today through the conquest of its neighbors, be it human or nonhuman. The nobility is itself purely human, with the lower classes consisting of humans, Novgorod Ice Elves, Caucasian dwarves, Uzbekistani dragon-kin and Siberian giants its conquered throughout history. The lower classes found itself under serfdom for the longest period of time, before only recently being emancipated fifty years ago. Throughout the map of Russia are the markings of usable resource deposits, to which there are many. However, what is a priori are the sources of under-used or inefficient use of Russia's vast resources. Russia may have its Trans-Siberian Railroad, but without resources to put on the train to send to factories it is merely useful for troop placement. Many of these areas are extremely rural, the only difference between them now and 300 years ago is their lack of serfdom. Effeciency is the name of the game for the modern world. It is a necessity of which we must improve our resource production. However, before any of that must be done, Russia must first determine amounts and figures; anything else would provide inefficiency and ache upon the budget. He looks to his advisors:

1. "Ministers, let us firstly determine for each province, village, town, and hamlet that contributes to this nation, the necessary and proper amount of modern equipment needed to provide to these areas. This act will surely provide a boost to future efforts to mechanizing the countryside, which will boost resource production and increase the size of both military manpower and the economic workforce."

Another more pressing notion is the matter of troop supply: A dreadful thing that surely must be acted upon. Although our armies are numerous, our supply of weapons is most certainly not. Perhaps its time to remove the thorn in a manner less than painful to Russia, so it might better focus on more pressing matters. Its systems are most certainly backward, ever present for a revolution in this time of unrest, liberality, and nationalism.

Send agitators into Uzbekistan, to agitate the populace there against the government, and in the end hopefully create a Russia-friendly state, hopefully one open to the idea of a 'union' between the Russian and Uzbekistani people. The orang nedam gets hit terribly hard by a naval gun and its engine detonates, the Star of the east sinks like a stone after the ironclad bombs it with a really huge piece of land artillery the ironclad uses as a gun. Its totally obsolete, but rips the even more obsolete star of the east to shreds, as it is a laughably armed wooden ship.

2. Not a total fail, news of it is suppressed in Australia. A man named George Watkins however sets off in a dingy with 2 copies of the telegram and 3 weeks worth of food. The only reason you even know this is that he's a courier for the central telegram office. Where he was going or if he will even make it, who knows.

3. Front line battle, Battle of Jakarta. If you win this battle Malaya is defeated. The good news; Australian forces didn't have to land outside the city and go in, they landed already in the city. The bad news, Jakarta is the city with the giant fire, so 2 entire divisions of Malayan army are present and 1&1/16th a Bangladeshi naval division is present, not to mention other forces possibly on the way to Jakarta.

You can roll a dice to instant-resolve this battle, but it would actually be easier to front line this battle.

Battle is hell, but the put-putting along Albert-1910's armor seems mostly effective at blocking the Malayan soldier's gunshots, for the moment, though it's movement speed is only 4 miles an hour.

Fiat: Due to front line mode actions happening at speeds a lot closer to real-time, responses to front line actions do not have to wait for the agenda and policy decisions to catch up, this is being done so they can be quickly resolved without holding the game up.

Just to clarify, the albert-1910 is the tank you are in, you are driving it, not marching with it. You fire the left machine gun by pulling a trigger on a lever to the left, the right machine gun the same way on a lever to the right, and the center one by pulling a trigger built into the steering set.

Action 1 outcome; The tank's rapid fire guns don't merely fire upon hostiles, who are mostly soldiers and armed civilians, not vehicles tanks or planes, the rapid fire guns make a TATATAT sound as they spit 3 bullets at once per burst, firing 4 bursts before they have to stop for a moment. It is a gruesome sight, even for Gordon Pruit. Heads, Arms, Legs, are torn completely off, torn in half, shredded, burst like a soft fruit, and even more horribly, due to the small open windows here and there on the albert-1910, Pruit can hear the shrieks of 'O DURKA DURKA MUHAMED JIHAAAAAAD' when people get squashed by the tank traveling over them, or the screams of 'ALIL JABIL! JABIL! JAABIIIILLL!' when the tank runs over only part of a wounded person's body. Action 2's outcome; the tank suffers a direct hit as it is turning to go down beard street, a bazooka shot tearing a not-very-big hole in its front right quarter-panel. No actual damage to Gordon Pruit, but the weakening of the armor was so severe that the rumbling of the machine causes the big cracked piece where the damage was to fall completely off with basically no warning. The right gun can now only limitedly turn (but can still fire), there is a large hole in the right front quarterdeck, and Gordon Pruit finds himself facing down Bangladeshi Camel Cavalry, armed with small arms, the riders mostly goblins, who are lead by a minotaur, who watches from the roof of a building.

The camel riders are charging the tank, meanwhile a Duerogar dwarf standing next to the Minotaur is readying some sort of obsolete bazooka for another shot.

The people of Namibia enjoy close relations to their ancestral nation of Germany. They are much akin in traditions, as shown by the Namibian Ranger movement, which borrows heavily from the German Forester traditions, encouraging people to wander out and spend time in the wastes of Namibia.

1. A network of modern hospitals! What an idea. Certainly keeping heavily wounded soldiers on the frontlines for too long would do no good either way and distributing them in facilities across the country would certainly ease the burden on the doctors in question. New hospitals should be constructed throughout Namibia to serve as support for our people.

2. Once war comes around every man would be needed to fight. We must overhaul our agricultural sector to provide more with less workers. The modernization of our farms shall serve both in peace and war.

3. With less than sufficient doctors at our disposal we must look to other ways to protect the lives of our soldiers. Armor has served to protect our people in the past, perhaps it can once more. Begin developing personal armor types to protect our soldiers, be it from shrapnell or a bullet.

Dwarven Prime Minister of the Third French Republic, Jacque Maginot was elected for the position of Prime Minister due to outstanding merit and fitness for the job. Deemed a “genius of economics, mathematics and logistics,” he started out as a businessman, and when running for politics made campaign promises to increase jobs and economic prosperity. More importantly he kept his word after being elected, and the French Economy prospered greatly.

His success is partly due to his nature of making highly accurate predictions and guesses, most of which come true. Of late, he claims that his predictions are that a war in Europe is inevitable. Someone is going to make the first blow and the first strike. But he also predicts that is not at all desirable. War should be done on our terms, on our advantage. Instead of preparing to go to war, Maginot claims we must instead “prepare for war to come to us.” The technology of the age, our geopolitical position, and time all point to the fact that an aggressive or offensive planning would be foolhardy for the nation. We should then instead, prepare ourselves such that any attempt to make offense on us will be as costly as possible. Victory will be achieved not by the storming of capitals or the marching of armies, but by the eternal Rock of France standing firm and the bleeding of our enemies white.

The Third French republic, dedicated to democracy, liberty, and culture has survived through a history of empires rising and falling. Its purpose would be do conduct tests to determine which roles and actions may possibly be better suited for different races, and if certain technologies could be adapted for them.

“To discover efficient allocation of combat roles to certain races, and dispelling of false and inaccurate stereotypes and generalizations of others.”

For example, would giant make better loaders of artillery for their strength and length of arms? Did dwarves make better tunnelers or tunnel fighters? Did or did not elves have certain keener senses than other races.

Were these simply baseless bias and perceptions of different races, or was there some credence in them that could better serve both the individuals as well as the nation as a whole?

Maginot ordered “absolute lack of bias in purely scientific studies, by as multiracial a crew of scientists and experts as possible.”

In addition, the census sought to gather ‘outlier’ species. Did we have any species such as elementals in significant number?

“The results of these studies will not be used to create some sort of eugenics program, to create racial schisms, or forcibly bar some races from duty, but to provide an expanded range of options and open minds to certain members of different races that all make up our beloved France.”

2. Maginot orders the new Engineering Corps to construct a “battlefield simulation testing grounds.” A specific area where tests could be conducted on the effect of weapons, defenses, and the environment. For example, the construction of bunkers and the placement of manequins to determine design effectiveness against sustained artillery bombardment. Areas would be strewn with barbed wire and defenses and then subjected to sustained artillery bombardment and aeroplane bombing, to see what sort of terrain or enviornment soldiers might be expected to perform in.

In addition, an extended simulation of both bunker and trench life would be conducted, where simulated battles and campaigns were to be tested specifically. “I want a team of engineers to live in a fully prepared bunker and trench to be equipped with food, water, ventilation and pumps. Then, after a time, they are to take cover in the deepest section of the bunker while a simulated artillery barrage of planted explosives blows up their water pipes, food stocks, and inland supply roads. The supplies on hand will be meagre, if any, and they will remain there for months on end with interspersed simulated battles from which they must reach their bunkers in time, place on their gas mask on time, and otherwise be given combat training. Failure will cause the individual to be treated as a casualty, and the team shall have to devise if and how they can aquire medical treatment for their simulated fallen comrade.

"I believe that if my engineers were to spend enough time in a ruined hole in the earth from which rain, mud, and all manner of insect of the earth invade with the ever present threat of enemy fire upon them and the only hope they have is to restore these systems, my engineers will be all the more prepared to deal with them in the war to come.”

This experiment will eventually coincide with the census plan to further streamline inter-species teamwork and cooperation within the army. Kuwait would make a suitable ally, and keep Morocco in good graces with the true Muslim powers. he also had his royal lineage to consider, and whether she was beautiful or a hag, he had a duty to find a wife and continue the line of the Sultanate. he would give her the most charming welcome he had given any women.

#2 the Sultan, having used weapons in retaking his country, sees the Munich-1912 as curious machine gun. burst fire is meant for short ranged assault guns, for men who intend to storm building or trench. recoil from burst fire on a machine gun sacrifices accuracy at long range significantly, but implies a denser beaten zone at closer range. the large caliber and heavy weight of both gun and magazine imply of least two men, or a single soldier stronger than a human. perhaps this was meant for penetration of light cover, such as stone and wooden walls, or against armored cars. he suspected this weapon was meant primarily for infantry, rather than against aircraft or mounted on them. these were only guesses. Sultan Juziz orders his best spies to head for German or Spanish colonies, to try to steal from an officer the latest military handbook. to aid in studying how they use their weapons, and understanding their tactics.

The Anglo-French fleet is a combined fleet of UK and French ships which is heading for Australia. They are not hostile towards Namibia, and if allowed to, would simply sail on and away, without firing a shot at Namibia. However at this moment its possible to intercept them if you wish.

If you do decide to attack them, you would be assisted by Equatorial Guinean submarines, but would be switching to front line mode, meaning you would choose 1 person and control them, switching to another 1 single person if you chose to or the person you were controlling died.

If you decide not to attack them, they simply sail on without firing a shot.

1. With British and French bringing gunboat diplomacy to the Australians war seemed inevitable. Clearly these blood hungry barbarians would stop at nothing to put their own interest above that of everyone else. War was coming and the modernized hospitals would be needed sooner rather than later.

2. The French and British were sending their fleets to far away lands. The small land of Namibia however had nothing to stop them. Still there were something that could be done. The Namibians would account for the amount of ships, their state of technology, and possibly most importantly, whether the fleet was transporting an invasion force. If an invasion force was being transported it was furthermore of utmost importance to determine how this was done. If there were dedicated transport ships they would be valuable targets, if however no such ships had been constructed and the vast amounts of soldiers required for an invasion had to be transported on the war ships themselves the crowdedness would seriously limit their capacity to operate effectively and make them ripe pickings. Besides an estimate of how many Divisions of theirs had left the homeland would surely be worthwhile information as well, after all it could leave their homefront stretched thin.

Furthermore the naval staff would draw up a map of ports the British and French used to resupply their ships on their way to Australia. Depending on how large the fleet they were moving was other ships would be sure to follow, after all every invasion force needed to be supplied with weapons, ammunition and food. Something that Namibia could clearly not allow should war break out.

3. Both France and South Africa had attempted to invade Namibia before, this time would be no different. Defensive Structures would have to be set up, coastal batteries raised, trenches dug. Namibia would need to become a fortress itself to fend off attacks from sea, land and air. War was coming and the blood thirsty Imperialists would not find the South West Africans wanting.

India is held in reserve for 2 months. It may still take an isolated few NPC actions, but it will remain reserved for tansen if tansen should return within that time. Tansen may post if an opportunity appears based on whats going on in real life, even if it isn't a full return to regular posting, until the 2 month period expires, after which it is again officially a npc state, and after which it may be claimed by a new player, retaining any and all of tansen's decisions and situation, and retaining the scores present on tansen's most recent sheet.

1. Your country has populations as follows; Dwarves, Elves, Humans, and Halflings. The dwarves live in and around several industrial centers, the elves are a relative minority and mostly live in Monaco (presently not a divided out sovereign state), while the humans and halflings live everywhere else.

This is a no magic setting, so there are no elementals or other such things. There are however a very few wyvern-kin (less than 3% of the population), and a very few dragon-kin (less than 1% of the population) as well as a random microscopically tiny population of basque, ancient gnomes who keep to themselves and mostly live in the most remote 2 or 3 cities in the country.

Dwarven Prime Minister of the Third French Republic, Jacque Maginot was elected for the position of Prime Minister due to outstanding merit and fitness for the job. Deemed a “genius of economics, mathematics and logistics,” he started out as a businessman, and when running for politics made campaign promises to increase jobs and economic prosperity. More importantly he kept his word after being elected, and the French Economy prospered greatly.

His success is partly due to his nature of making highly accurate predictions and guesses, most of which come true. Of late, he claims that his predictions are that a war in Europe is inevitable. Someone is going to make the first blow and the first strike. But he also predicts that is not at all desirable. War should be done on our terms, on our advantage. Instead of preparing to go to war, Maginot claims we must instead “prepare for war to come to us.” The technology of the age, our geopolitical position, and time all point to the fact that an aggressive or offensive planning would be foolhardy for the nation. We should then instead, prepare ourselves such that any attempt to make offense on us will be as costly as possible. Victory will be achieved not by the storming of capitals or the marching of armies, but by the eternal Rock of France standing firm and the bleeding of our enemies white.

Note: There are no computers and nothing yet approaching a computer, any clockwork man would have a sentient pilot, not a computer-brain. Computers, even basic ones, won't be invented until -decades- after the game's timeline ends.

Either version is doable, but you need to develop reliable wireless broadcast (currently in experimental stages only except in 2 countries) to be able to really get much use out of this.
