Keeping sex scarce forces more men to get married. Marriage is a stabilizing force for society, one that creates compliant, predictable citizens encouraged to breed the next generation.
It also provides good fodder for blackmail. Both the taboo and legal consequences allow someone in power to keep any newcomers in check…if that's their vice of choice. If not, well, framing's easy.
Also any legalization efforts would rile up women voters, lord knows abortion and birth control won't keep 'em on the leash forever.

Legitimized prostitution and operating business would redirect that cash back into the economy.
The reduced cash flow would deal a heavy blow to criminal organizations.
