It's a free market and the artist can charge whatever they want. There are plenty of people who have enough disposable income to pay $90. For others $90 is a fortnights worth of food & drink.
At the end of the day, commissions are not a necessity; you can always find a different artist for your price bracket. If the said artist raised their prices and it's outside of your price range then you should contact them. Assuming you've commissioned them before. You should be tactful about negotiating prices.
For me, personally; $90 is reasonable if the quality & effort is there.

It's usually done by western artist especially the furfag ones or asian artist that take request from skeb or pixiv who draw well. I would understand if their professions actually involved art as most artist don't make a lot and also risk themselves at getting caught drawing fetish porn but it's always people who took drawing as a hobby where they can't justify being commissioned art at a price where it's less than what they make on their day jobs, hence the $90 and that's not counting the ones that have patreons. Artist in less developed countries charge less and could use the money so commission them instead.
