That's a broad fucking stroke of the old brush, but to humanity pepe is just a cartoon frog, not much better or worse than marmaduke. To certain pockets of humanity it's either an old meme, welcome or rejected, and to others it's a ghastly sign of dread as to the sorts of people that use it, but those are very minor collections in the larger population that constitute humanity.
