Try to install Lucky Patcher and open it. From there you can just select GC2 and press custom patch. Select "Unlock all songs" there and press Patch. This also unlocks songs that were unused/scrapped. Good luck.

Nope, your information is outdated, Lucky Patcher no longer unlock latest packs(more than 2 or 3 packs won't be unlocked at the time I'm writing this)
