You don't. Using runes in divination is a modern idea. There is nothing to indicate that runes where ever used for that purpose.
They were used in magic, carved on pieces of wood or bone or walrus tusks, etc., and in stone.
You also have bindrunes (multiple runes making up a single runic character) and various forms of "cipher runes", used to solve riddles, puzzles, secret messages, or esoteric magic (love magic and curses).
You are better off with tarot cards, astrology, palm readings, etc., than putting any faith in modern ideas about runes.
