Hey /vr/, I was looking to building myself an emulation machine
I was planning on running Arcades and consoles at least up to gen 5
Would a raspberry pi be enough?
Should I just salvage a "old" laptop/pc?
What do /vr/?

Not sure about those raspberry pi things. Build a cheap PC with an Intel CPU and you'll be good to go. For bonus points get a CRT monitor or a CRT TV with component inputs and a transcoder and install CRT Emudriver.
If all that's too much a modded wii isn't a bad option.

I currently use a bananapi as my main computer for web browsing, writing etc.
In Android it can play snes just fine, and probably also ps1 seeing how my phone has no trouble with it. Unfortunately, I can't get my usb gamepad to work with the Android system.
In Lubuntu the bananapi recognizes the gamepad just fine, but the graphics drivers are too slow to play anything other than Battle for Wesnoth.
So yeah, do some research on how well the new raspberry pi 2 handles gamepads, and go for it if it does.

Get a Banana Pi/Pro or an Odroid. Better hardware and similar features for a comparable price. Both have videos on YouTube showing their emulation capabilities.

I have one hooked to a crt tv with snes, genesis and nes emus. Pretty close to the real thing if you ask me.

I don't know about anybody else, but some of the emus won't allow WMP to work but Gamecube works every time. If you don't have a GC controller, these work too.

Absolutely not, the Wii is the absolute cheapest device you can get that can display clean 240p signals though component (and if you don't have component inputs the Wii has a built in "VI filter" that gives you comparable quality through composite)

Retroarch Wii has a Final Burn Alpha port and can run about 95 percent of arcade games perfectly, the remaining being games too big to fit into RAM or the very few games that simply run too slow (mostly sega superscalar games)

Would a G3258 + GTX 750Ti be able to handle PS1, PS2, GCN and Wii emulation at 1080p full speed? Thinking of building a mini-ITX emulation system (and server) based on those specs later this year. Pic related, I already have a spare PSU and HDD.

From boot, everything needs to be done from a usb controller in order to be called an emulation machine. I'd look into Kodi unless someone knows of something better?

Not a chance. Due to very recent massive performance increases I can run most Gamecube games via dolphin at 1080 on my i5 760 2.8Ghz @ 3.1Ghz full speed, but only some low-intensity Wii games at full speed. You will be disappointed in that Pentium if you end up getting it.

The only logical definition of the term "emulation machine" is:

That GPU is probably overkill. For emulators you want the fastest possible Intel cpu you can afford. And then you probably want to overclock it.

The Wii is the best cheap option to play on a CRT. You get to also play Gamecube and Wii games on it.
A good option would be setting up Lakka (Retroarch as an OS, basically) on a ODROID -C1. The thing is cheap (37 dollars, but you have to buy an SD Card for the OS, and Wi-fi/Bluetooth USB dongles if you want them) and it runs quite well, it has some differences with a Wii, though.
- It only has an HDMI port, so no CRT TV for you.
- No Gamecube or Wii games.
+ You get access to PS1, PSP and even some Dreamcast emulation (In progress)
+ You get to play CPS3 games (embed related) and those big Neogeo Roms the Wii can't handle
+ You get a wider range of available controllers to use
+ You can use the ODROID to boot Android or Linux as well, with decent results.

A modded original Xbox can do emulation surprisingly well, to the point it can do N64/PS1 emulation decently. Might be worth looking into.

Unless you have access to some emulators I don't; no. It struggles to run anything past 16bit properly. And arcade game support was abysmal.
I mean, I'd like it to, I love using my Wii for NES stuff. I don't own the original console, and it looks amazing with component video. But from my experience it doesn't have the power, or up to date emulators.
