not really. The teams were usually 20 people max. Engines were more simpler and everything usually had a lot of custom code added whereas now they rarely modify the engine beyond visuals. Everything was built for purpose whereas now everything is thrown together using the previous iterations work, hence why most games are sequels now. Game design took a massive dive in quality in favour of trends. Most of the rulebooks we had such as John Romero's level design rules, Warren Spector's Immersive Sim Rules, Sid Meier's Design rules etc were all thrown out in favour of sticking to what ever markets well and what ever can be monetised. Everything now is psychologically manipulating the player for this illusion of progression, in the past it wasn't progression was real and you felt accomplished when you pulled off something difficult.
We're in a state now where all games coming out are basically the same as each other with no real identifying features beyond theme and visual but they are all designed the same and all function the same. They are so afraid to even move away from what they know sells so they stick to what ever is safe which is re-badge the same shit over and over.
The other problem is that most of our AAA games now are made by the same people who go to the same parties who go to the same conventions who all think the same way. Its a big circlejerk back in the day it still was but you had a lot of fresh talent who came in from other industries- whereas now everyone has game dev qualifications and so always see things with the indoctrined same eyes. You get few exceptions like myself where we throw those doctrines out in protest because fuck working in AAA at this point its not worth it.
To sum up the biggest problem though its down to complacency. Nothing will improve or change so long as the developers and market remains complacent. What made games in the past good was their need to stand out now nothing stands out because its all reliant on brand and social status. (ie. the Apple model).
