Only one I could think of, moddable ps3.
Until Pete rises from his grave and gets us good vulkan plug-ins for pcsx2 it's the best as an emulation machine, and is one of the last consoles (other than the switch) to offer something that isn' just something on PC but corrupted by the modern industry and shittier

PS3's other OS function was patched out. Now it's just a PC for gaylords.
RPCS3 is making good progress. TLOU1 is already playable but there's still room for improvement.
Just wait another year and play them on PC like a sane person.

HEN exploits a hole in the completely unfixable (by contract) web browser to install Hybrid Firmware. You still can't go full CFW but you can install a good amount of homebrew and pirating games is a breeze (the old HAN method required manual activation to play games, but any game installed under HEN just werks)

Look at exclusives and ask yourself which console has the most exclusives you want to play. That's literally all that matters, unless there are some games that are multiplat on console but don't have PC ports, in which case I guess you should consider which console has the best version of the game in question.
Out of modern consoles, for me that's the Switch. But maybe you have shit taste or REALLY want to play Bloodborne. I don't know if any reason to own an XBONE though.

If you want a handheld i recommend a hacked vita, it's great for emulation.
And depending how good you PC is i recommend getting a cheap hacked PS3 Slim. You can play Demon's Souls, Persona 5, The HD collection of PS2 games and a decent PS2 emulation.

3DS if you want something portable.
PS3 if you want to play a lot of exclusives for it (Red Dead Redemption and Persona 5 come to mind. Nier is getting a PC port.) Emulation is getting better on these consoles though.
PSP/Vita if you really want to play PSX games portable (if PSX isn't a dealbreaker 3DS is better.)
Personally I would say 3DS, but if you have a really nice PC pretty much everything worth playing is either emulatable, or soon to be.

MGS1, 2, and 3 all have such lengthy codec calls that when you factor in just the major story calls plus the ingame cinematics from any one of them and compare that to 4's movies and codec calls, you get comparable lengths of time

Mod a PS2 and play all of the good PS2/PS1 games.
Mod a Wii and play all of the good Wii/Gamecube games.
Mod a 3DS (New version if you can get a cheap one, it has better loading times) and play the good games for that. Get a cheap flash cartridge to play DS games loaded onto a micro-SD.
Emulate PSP games and anything older than the aforementioned systems on your PC.
You might be able to mod shit like the PS3 or an Xbox to play those games too, but I never owned any of those systems so I can't speak from experience.
