I think its complicated because while it does seem like sexuality is inherent to the person theres ways to guide it in certain directions.
For example I've had bondage and exhibitionist fetishes for as long as I can remember even before I understood why they made me feel the way they do but it was only after puberty with my brain being flooded with testosterone that I started getting off to being the dominant person doing it to someone else rather than the submissive one having it done to me.
If some gay guy were to ask what turned me on before that point and offered to do those things to me I think I would've been receptive to it because of how good it felt to fantasize about them and having that experience would've cemented in my mind being on the submissive side of those fetishes.
