Sheepland is a First World country in Europe. It is not in the EU, or any international alliances. It maintains a nonaligned stance. Unlike the rest of the world, Sheepland has no criminal justice system. Wolves are funneled as assets for the Dtate. Once wolves are captured, their abilities are used to serve the state for the greater good. They are paid the same as Sheep, actually even more because their jobs are scarce. The Sheepland millitary and police have no sheep. Only wolves have the abilities to take on those roles.
Every Sheep Act is legal in Sheepland. A Sheep Act is an Act that puts someone above the law of social cooperation, and is a rule most people cannot break under the same circumstances and the same desire. Only Wolves can be punished. The Sheepland Constitution guarantees the State, The Sheep, can never be a Wolf. No death penalty, no euthanasia. Things that are legal in Sheepland that aren't legal in the rest of the world are Copyright Infringement, Possession and Distribution of C-P, Possession and distribution of Animal Crushing vi-deos, Death threats, Minor family violence, and Harassment. For every new law passed, Sheep can volunteer to test the law. If a Sheep breaks a law no other or most Sheep can, they are declared a wolf. Sheepland has a lottocracy system, which ensures that Sheep get to hold public office. There are no cars in Sheepland. They use ships and a railway system. There are private railways. All drugs, including alcohol, knives, bug sprays, UPFs, dish soap, hand sanitizers, protests, are criminal offenses. Corporations engineered alternatives for cleaning and hygeine purposes. There are no loopholes for illegal drugs.
Corporations usually get their CEOs from people on the Wolf Registry. The legal adult age in Sheepland is 13. Sheepland has universal healthcare and autopsies. They have a direct tax system where you choose what you want to pay for. If you opt out of the Healthcare system, you will not receive free Healthcare. The State is not secular, it is atheist. Religion isn't technically banned nor restricted, because it is a Sheep act. Most of the population is atheist.

In Sheepland, it is legal to file a false report on a government site. The Wolves are good at checking if it is real or not. It is legal to falsely call/text emergency services because Wolves will be sent to confirm if the event actually happened. Sheep acts improve technological progression, not leave it stagnet.
