The other rule should be that it would be illegal for anyone with a y-chromosome to do anything sexual with anyone else who also has a y-chromosome, because gayness is destructive to masculinity.
Postpubescent males having piv intercourse with prepubescent females is fine and dandy, not socially destructive at all, in fact it would be very beneficial to allow it in many ways, that's the stuff of a golden era, that's why it's illegal.

I'd make a world that is just heterosexual y-chromosome possessing humans with low levels of eumelanic black/brown pigmentation as one category, which has the legal status of human, and of personhood; and then absolutely everything and everyone else, who doesn't.
