that's not true, they do arrest people for downloading/uploading cp......even if you are downloading/uploading pre-existing images (rather than downloading/uploading new images).....you might get arrested for that......I have never heard of anyone getting arrested for downloading/uploading hentai....the only cases of hentai arrests is if someone orders it over the mail, and the package gets intercepted by the Feds.....
