Yeah, this is a problem. And if Q is admitting that only 40% of their intel is going to be declassified, the missing 60% is going to function as a wedge against the New Republic. Admitting the existence of the secret will shatter the possibility of public trust.

Another problem. The only reason we reached this point is because the 99% of "good" agents KNOWINGLY obeyed illegal orders. Even the best government employees are collaborators, and I don't see that any of them have earned a reprieve.

Yes, this. The current system of government does not only allow for corruption, it PROMOTES corruption. So even if we're able to clean-out the current crop of crooks, another cartel will simply take their place. Fundamental changes to the government are needed: reestablish common-law courts, revoke titles of nobility ("sovereign immunity") for government employees, allow for the private coinage of money, abolish direct taxes (that is, all taxes), reestablish voting requirements, and so much more.

If all the crooks within the government were to be arrested and sentenced, there would be no government employees left. All of them, literally ALL of them, are accessories and accomplices to ongoing felony activity.
My local LE was involved in the conspiracy to frame and murder the civil rights activists protecting the Uranium-1 scandal. There is no possibility that they are innocent - the violated 18USC241, destroying evidence, intimidating witnesses, altering public records, and conspiring to commit murder - and proof of their guilt is already within the court system. They're guilty, each of them, but there is no chance that any of them will face justice.

My only hope is that "the movement" gets away from the Q-team, and becomes fully grass-roots. Public awareness of their crimes will legitimize a new worldview, one in which government employees are rightfully recognized as nothing but scum. Within this framework, it's possible that a New Union will arise, and we will get our Liberty back.

Won't work. And if you follow the accepted strategy Q has promulgated, it's obvious that they're going after the little fish first. The little fish will continue to protect the big fish. An example:
The former governor of my state was embezzling, and he was accidentally caught by a reporter. Immediately, all federal, state and local LE clammed-up about pay,ents they received from the now-defrocked governor. A coverup ensued, where the former-gov would not be investigated if LE was also not investigated. Some local citizens noticed the former-gov dumping bags of evidence at the local landfill, and notified the local Sheriff's office. What did the Sheriff do? He helped the former-gov coverup the destruction of evidence. This is the same Sheriff who covered-up the manufacture and sale of machine guns, by his deputies and officers in another municipality. Same Sheriff who covered-up bribery and embezzlement within the dept. Same Sheriff who covered-up the sale of narcotics from evidence.
The sad truth is ALL government employees are corrupt, and only a very few of them deserve clemency.
This happens ALL THE TIME, and there is no chance that it will change.
