There are 5 different versions of the HR748 act:

Doing a search on the page in the browser for each version of the act reveals that only the most recent version (03/25/2020) references "COVID-19". Before that, it was just a short, generic healthcare-related act. Look at the previous versions yourself. Click the "Text" tab and then select an earlier version from the dropdown menu.
Not to say that the House isn't filled with corrupt politicians, just to say that they seem to have gotten their timing right on this one.
