Simply put, under the guise of COVID-19, Allegheny County Council decided to reduce the number of polling stations from over 1,300 to 138 (using 2019 election data which coincidentally is an off year for voting with dramatically reduced voter turnout) to justify their actions. Prior to this announcement they conveniently sent out "applications for mail in ballot" to every registered voter in the county. The number of registered voters in the county is over 875,000 and the typical number of ballots cast ranges from 30-40% of that.
They just announced this change on 4/23/20. This announcement coupled with an entirely new voting system of paper ballots/electronic counting is more than a "nothing to see here" moment.
