Doesn't weed tend to calm most people down? Is it possible that the calming affect often associated with cannabis be something that could IMPROVE one's driving ability? At least slightly?

Yes. I also understand how it might distract if the driver is stoned out of their mind. But there are multiple levels of how "high" a person can be. And people who have more experience also are aware of how the THC "high" affects their abilities. Some studies even show that this results in the driver slightly compensating for their potential "delayed" reaction time, by reducing travelling speed, which again would clearly show signs of a "cognitive", "functioning" human being. As opposed to others who might act irrational, like speeding because they are afraid of getting yelled at for punching in a few minutes late to work. Stoners be like "Phuk yo 6 minutes. I be there when I get there, son".
