US DoD Orders Preparation of 'Destruction' Campaign Against 'Iranian-Backed Groups' in Iraq

Amid the coronavirus pandemic, it was reported earlier that the US army may suspend military training and impose 'restrictions of the highest level' on overseas missions.

The Pentagon has ordered military commanders to plan for an escalation of American combat resources in Iraq, The New York Times reported on Friday, citing unnamed officials claiming to be familiar with the directive.

According to the report, last week, the US Department of Defence issued a secretive directive to "prepare a campaign to destroy an Iranian-backed militia group that has threatened more attacks against American troops".

Kataib Hezbollah and "Iranian paramilitary forces - members of the Islamic Revolutionary Guards Corps" are named possible targets of planned escalation.

US President Donald Trump, when reportedly made aware of the initiative during a 19 March meeting in the Oval Office, did not immediately greenlight the campaign, but did allow planning to continue.

The United States' top commander in Iraq, Lt. Gen. Robert P. White, has reportedly expressed doubt regarding the feasibility of the Pentagon plans.

White responded to the directive with an internal message suggesting that such operations could be "bloody and counterproductive", and threaten war with Iran. The top commander also noted that a new campaign would require thousands of additional US soldiers be deployed to Iraq, diverting resources from the primary mission: training the Iraqi army to fight Daesh*, the NYT report said.

The general's memo also reportedly stressed that such campaigns would break the existing agreement with the Iraqi government that allows American troops to remain in the country.

The urgency to create a plan for an attack against pro-Iranian militia groups was characterized by unnamed American officials as a move to head off what are claimed to be new attacks from Kataib Hezbollah and other Shiite militias against American troops, the report said. Kataib Hezbollah itself allegedly warned its fighters to prepare for possible US attacks and threatened to retaliate.

The internal army communications cited by the NYT come as concerns grow over the coronavirus pandemic, amid which the US army will reportedly suspend military trainings to curb the spread of the disease.

Globally, the number of confirmed cases of COVID-19 is rapidly approaching 600,00 with over 27,000 fatalities, according to the latest data. The United States has the highest number of infections in the world.

Tension involving the US in Iraq escalated after the assassination of the Islamic Revolutionary Guards Corps' (IRGC) top general, Qasem Soleimani, and Kataib Hezbollah founder Abu Mahdi al-Muhandis in an operation sanctioned by Trump in early January.

Since that time, facilities in Iraq hosting US-led coalition troops have repeatedly come under attack. The Pentagon is blaming Kataib Hezbollah.

Israel strikes Gaza in retaliation for rocket fire

Rocket fire breaks lull in violence as both sides fight the coronavirus.

The IDF struck targets in the Gaza Strip on Friday night in response to the firing of a rocket sent into Israel earlier in the evening, breaking a lull of violence amid the deadly coronavirus pandemic.

“IDF aircraft and tanks attacked military positions and infrastructure used for underground activity by Hamas in the northern Gaza Strip,” the IDF Spokesperson’s Unit said in a statement.

“The attacks were carried out in response to rocket fire launched from the Gaza Strip into Israeli territory earlier in the evening,” the statement added.

Explosions were heard in southern Israel on Friday night after incoming rocket sirens were activated in communities bordering the Gaza Strip. The sirens were activated around 9.30PM in the southern college town of Sderot and neighboring communities including Nivim and Or Haner.

The IDF Spokesperson’s Unit said that one projectile was fired from the northern part of the Hamas-run coastal enclave, with local reports saying the projectile struck an open field.

There were no reports of damage or injuries.

Palestinian media reports later said that Israeli Air Force jets struck several targets in the Hamas-run coastal enclave.

The projectile was the first fired in almost a month when a rocket was fired towards southern Israel but landed inside the Gaza Strip.

In February close to 100 rockets were fired at Israel by the Palestinian Islamic Jihad (PIJ) terror group after gruesome footage of an IDF bulldozer lifting the mutilated corpse of 27 year-old PIJ terrorist after he was killed by IDF fire while planting an explosive device along the Gaza perimeter fence.

Footage from the scene which went viral on social media showed the IDF bulldozer driving at high speed toward a group of Palestinian youth throwing stones to prevent them from retreiving the body. Several people were seen carrying one individual, but the bulldozer was seen lifting Na’im body from the ground before it returned to Israel along with an IDF Merkava tank which had been guarding it.

But the past few weeks has seen a period of calm holding as both sides have focused on halting the outbreak of the coronavirus.

The number of individuals diagnosed with the virus climbed to over 3,035 cases by Thursday afternoon. According to the Health Ministry, while the large majority of cases are mild, 49 people are in serious condition and 10 people have died.

There are at least nine confirmed cases in the Gaza Strip. The World Health Organization (WHO) has warned that Gaza’s healthcare system would not be able to deal with an outbreak of the deadly disease in the densely populated enclave home to nearly 2 million people.

There are 20 coronavirus quarantine facilities in Gaza's south, including empty schools, hotels and medical facilities which are currently housing more than 1,200 people who have just returned to the blockaded coastal enclave.

WHO has established a field hospital at the Rafah crossing with 38 beds, 6 intensive care unit beds and 30 for patients in moderate condition. This slight of hand does NOT get rid of the Fed; it puts the Treasury on the hook for first losses, which means that the Treasury will take the hit INSTEAD of the Federal Reserve. The Federal Reserve is still the bank loaning the money, but puts the Treasury in the position of loosing the money instead of the FED.

It looks to me like if the Treasury did not have the money to pay bank the FED (the loaning bank), THEN the FED will foreclose on the Treasury (which is our Government) and our Country.

The way things sit right now, the FED has been printing money out of thin air, and THEY are on the hook, if anybody is.

By the FED giving the printing press to the Treasury, the Treasury becomes the one printing the money and holding liability for it.

But it’s the alphabet soup of new programs that deserve special consideration, as they could have profound long-term consequences for the functioning of the Fed and the allocation of capital in financial markets. Specifically, these are:

CPFF (Commercial Paper Funding Facility) – buying commercial paper from the issuer.

PMCCF (Primary Market Corporate Credit Facility) – buying corporate bonds from the issuer.

TALF (Term Asset-Backed Securities Loan Facility) – funding backstop for asset-backed securities.

SMCCF (Secondary Market Corporate Credit Facility) – buying corporate bonds and bond ETFs in the secondary market.

MSBLP (Main Street Business Lending Program) – Details are to come, but it will lend to eligible small and medium-size businesses, complementing efforts by the Small Business Association.

To put it bluntly, the Fed isn’t allowed to do any of this. The central bank is only allowed to purchase or lend against securities that have government guarantee. This includes Treasury securities, agency mortgage-backed securities and the debt issued by Fannie Mae and Freddie Mac. An argument can be made that can also include municipal securities, but nothing in the laundry list above.

So how can they do this? The Fed will finance a special purpose vehicle (SPV) for each acronym to conduct these operations. The Treasury, using the Exchange Stabilization Fund, will make an equity investment in each SPV and be in a “first loss” position. What does this mean? In essence, the Treasury, not the Fed, is buying all these securities and backstopping of loans; the Fed is acting as banker and providing financing. The Fed hired BlackRock Inc. to purchase these securities and handle the administration of the SPVs on behalf of the owner, the Treasury.
