Hawaii Gov. Josh Green said he may call for a moratorium on short-term rentals in Maui if the industry doesn't work with the state to ease the housing crisis caused by historic wildfires earlier this year.

The governor unveiled a plan to convert short-term rentals into long-term housing as thousands of fire victims remain in hotel rooms.

Phase I of the governor’s plan calls for engaging 3,000 STRs and transitioning them to long-term rental arrangements. The state will fund the STR rentals to allow individuals and families to remain there for two years. During this timeframe, accessory dwelling units known on the island as Ohana Units, transitional housing, and permanent housing will be constructed.

The challenge is convincing owners of the approximately 2,500 to 3,000 timeshares to offer their homes used as short-term rentals as long-term local rentals while the build happens.

“How do we do that? How do we get 3,000 short term rentals? Well it's not easy because many of them had bookings," Green said. "Also, the amount of money that people pay for short term rentals is extraordinary as opposed to what people actually get for regular rent."

Short-term rental rates are 352% above the cost of the usual base rent. It’s the equivalent of fetching over $17,000 per month for a house that would rent for $5,000 if rented out on the local market.

The state plans to provide incentives while carrying a “nuclear hammer.” Owners of short-term rentals and timeshares can expect offers of targeted tax relief and fair market value as an incentive to rent to the 12,900 Lahaina residents displaced by the fire. Should the incentives fail to motivate enough STRs to become available, Green may impose a short-term moratorium by mid-January, he said.

As of Monday, FEMA sent out thousands of letters to owners of STRs informing them of the offers. Funds for covering the fair market price points and some of the building will come from several partnerships private and public partnerships.

“I have had some people reach out and make made suggestions that they didn't want to rent to local people, and that made me very angry,” Green said, “They didn’t trust that people would leave the units when the program was coming to an end, that larger families would treat the unit with respect, and that's not anything I’ve seen."

The August fires killed 100 people and destroyed more than 2,000 buildings. The cause of the fire is under investigation.

Ukraine missed chance for good deal – Moscow

Kiev has “squandered” its opportunity to negotiate a favorable peace agreement, a top Russian diplomat says

Ukrainian leaders have blown their chance to find a favorable exit from the country’s conflict with Moscow, so any agreement to end the fighting will be inferior to the deal from which President Vladimir Zelensky walked away in March 2022, a top Russian diplomat has claimed.

“Ze’s Ukraine has squandered its chances for such a favorable off-ramp,” Russia’s deputy UN ambassador, Dmitry Polyanskiy, said on Saturday in an X (formerly Twitter) post. “Any possible deal now will be reflecting its capitulation.”

Polyanskiy made his comment in response to a claim by Michael McFaul, a prominent anti-Russia figure in the West, that Russian President Vladimir Putin was never serious about forging a peace agreement with Ukraine. The Russian diplomat was apparently referring to a preliminary deal reached at peace talks hosted by Türkiye in March 2022. Putin later held up the agreement at a meeting with African leaders, saying Ukrainian leaders had thrown it into “the garbage dump of history.”

“It’s already common knowledge that it was initiated by Ze’s negotiators, and its copy was shown by President Putin himself,” Polyanskiy said. “And this story as well as the direct role of the UK and the US in convincing Ze to reject it was corroborated by many witnesses.”

Since that time, Ukraine has lost hundreds of thousands of troops. Ukrainian forces have suffered more than 125,000 casualties just since June, when their failed counteroffensive began, according to the Russian Defense Ministry. With the US and EU struggling to get approvals for additional military aid to Kiev, the Western media narrative on Ukraine’s prospects has turned gloomier.

McFaul, a US ambassador to Russia under then-President Barack Obama, downplayed his influence over the Ukraine crisis, saying, “I’m just a professor far, far away.” Polyanskiy replied that McFaul was being too modest: “We all know your true destructive role in the post-Soviet space.”

The Russian diplomat noted that in a 2012 interview,McFauldescribed himself as a “specialist on democracy, anti-dictator movements, revolutions.”He added that the professor could take credit for Ukraine’s missed opportunityto make peace because of his “constant warmongering” and “misleading US public on the real situation on the ground.”

The chief peculiarities of the custom were the following:[7]

A tenant could pass on part or all of his lands as a fiefdom from the age of 15.

On conviction for a felony, the lands were not subject to corruption of blood.

The tenant could generally dispose of his lands in his will.

In case of intestacy, the estate was passed on to all sons or their representatives in equal shares, with all sons being left equally a gentleman. Although females claiming in their own right were given a second preference, they could still inherit through representation.

A dowager was entitled to half of the land.

A widow who had no children was entitled to inherit half of the estate as a tenant as long as she remained unmarried.[8]

Gavelkind, an example of customary law in England, was thought to have existed before the Norman Conquest of 1066, but was generally superseded by the feudal law of primogeniture introduced by the Normans.[9] Its survival in Kent has been popularly attributed to a concession made to the people of the county by William the Conqueror, although this suggestion is now largely dismissed by scholars as legend.[10][1
