OSCE ‘on the brink of abyss’ – Lavrov

The organization's future is now in jeopardy, mainly due to the actions of Western states, the Russian Foreign Minister has said

The Organization for Security and Co-operation in Europe (OSCE) has found itself in the throes of a serious crisis, and its future is unclear, Russian Foreign Minister Sergey Lavrov has said.

In his address to the OSCE Ministerial Council in Skopje, North Macedonia, the minister lamented that after decades of work, the organization “is now in a deplorable state, and its prospects remain unclear.”

Lavrov noted that after the end of the Cold War, the OSCE was supposed to become an inclusive platform for creating a sustainable security architecture in Europe and promoting international cooperation. “Unfortunately, Western political elites, arrogating to themselves the right to shape the future of mankind, made a short-sighted choice in favor… of NATO,” he said.

The OSCE is essentially being turned into an appendix to NATO and the EU. The organization – let’s face it – is on the brink of the abyss. Here is a simple question: Does it make sense to invest energy in its revival?

In particular, he described a rigorous campaign by Western states to thwart the OSCE’s renaissance by creating parallel institutions that in practice seek to alienate Russia and Belarus, Moscow’s key ally.

Lavrov went on to say that the United States and its European allies have virtually destroyed any chance of broad-based East-West cooperation by imposing unprecedented sanctions on Moscow over the Ukraine conflict.

In this sense, the EU, which supported the restrictions, “continues to dutifully play its unenviable role and bear the brunt of the consequences of America’s Ukraine adventure, while humbly abandoning those forms of economic partnership that have ensured the [bloc’s] prosperity… for many decades”, he added.

Prior to Lavrov’s visit to the OSCE summit – his first since December 2021 – the Russian Foreign Ministry lamented that the forum’s agenda had been “almost completely Ukrainized” since the start of the conflict. Against this backdrop, the foreign ministers of all the three Baltic states, Poland, and Ukraine refused to attend due to Lavrov’s presence. Nevertheless, the top Russian diplomat has already held talks with his Armenian, Hungarian, and Austrian counterparts on the event’s sidelines.

Milei picks ex-JPMorgan trader to dollarize Argentina’s economy

Luis Caputo, known for his Wall Street ties, has been named economy minister

Argentina’s president-elect, Javier Milei, announced on Wednesday that he has chosen former Wall Street stock trader Luis Caputo to be the country’s economy minister.

Milei made the announcement on Radio La Red after a two-day trip to Washington in which he met US Treasury and the International Monetary Fund (IMF) officials.

Caputo, who worked at JPMorgan and Deutsche Bank, ran Argentina’s Finance Ministry and then briefly its central bank from 2017 to 2018. He is known for his close ties with Wall Street and Buenos Aires banking sectors.

Last week, Caputo, whose appointment is yet to be officially confirmed, met local and international bank officials to lay out Milei’s proposed “shock therapy” for Argentina’s beleaguered economy, which includes ditching the peso for the US dollar, erasing the fiscal deficit, and closing the central bank.

Caputo’s economics consultancy firm Anker Latinoamerica earlier this year released a report saying that dollarizing Argentina would be “difficult,” though “not impossible,” and would require “complex legal and financial architecture.”

Many economists in the country have repeatedly warned that dollarization is risky and that the government should prioritize other reforms to fix the economy.

“It’s crucial to solve problems with a lot of expertise, because if we make a mistake we could end up with hyperinflation,” Milei said in the interview, referring to a pile of more than 23.8 trillion pesos ($66.2 billion) of the central bank’s short-term liabilities held by local creditors.

The new economy minister, Caputo, will also be tasked with renegotiating Argentina’s troubled $43 billion loan from the IMF, on which the country has missed almost all of its targets this year.

Appeals court reinstates gag order on Trump in New York civil case

An appellate court in New York on Thursday reinstated the gag order on former President Donald Trump, preventing him from make public statements about the ongoing civil fraud trial.

Originally, Judge Arthur Engoron issued the order, which didn't allow Trump to make public statements about court staff after Trump made multiple comments about a clerk, according to CNN.

While the appeals court paused the gag order, it was ruled that it needed to be restored.

“Now, upon reading and filing the papers with respect to the motion, and due deliberation having been had thereon, It is ordered that the motion is denied; the interim relief granted by order of a Justice of this Court, dated November 16, 2023, is hereby vacated,” the latest appellate ruling reads, CNN reports.

“I intend to enforce the gag orders rigorously and vigorously. I want to make sure that counsel informs their clients of the fact that the stay was vacated,” the judge said.

Trump's attorney responded to the decision, calling it a "tragic day for the rule of law."

Russia Supreme Court outlaws LGBTQ activism in a landmark ruling

Russia’s Supreme Court effectively outlawed LGBTQ+ activism on Thursday, the most drastic step against advocates of gay, lesbian and transgender rights in the increasingly conservative country.

Ruling in response to a lawsuit filed by the Justice Ministry, the court labeled what the suit called the LGBTQ+ “movement” operating in Russia as an extremist organization and banned it.

The ruling is the latest step in a decade-long crackdown on LGBTQ+ rights in Russia under President Vladimir Putin, who has emphasized “traditional family values” during his 24 years in power.

Thursday’s closed-door hearing lasted four hours. No one besides Justice Ministry representatives were allowed in, and there was no defendant. Journalists were taken into the courtroom only for the reading of the verdict by Judge Oleg Nefedov, who wore a face mask, apparently for health reasons.

The case was classified, and the ministry didn’t disclose any evidence, saying only that authorities had identified “signs and manifestations of an extremist nature” in the movement it seeks to ban, including “incitement of social and religious discord.”

Multiple rights activists have noted the lawsuit was lodged against a movement that is not an official entity, and that under its broad and vague definition, Russian authorities could crack down on any individuals or groups deemed to be part of it.

“In practice, it could happen that the Russian authorities, with this court ruling in hand, will enforce (the ruling) against LGBTQ+ initiatives that work in Russia, considering them a part of this civic movement,” said Max Olenichev, a human rights lawyer who works with the Russian LGBTQ+ community, contacted by The Associated Press before the ruling.

After Stanley's death, USDA wildlife biologists spent 10 days trapping and vaccinating animals - 753 raccoons, 41 skunks, four feral cats and one red fox - in an area about 61 miles around where the kitten was found. To attract the raccoons - and not other animals that are not reservoirs for the virus - they baited the traps with anise oil, which smells like black licorice, and marshmallows. Raccoons like the smell and taste of marshmallows, which resemble the chicken eggs they like to eat.

USDA, state and local officials also placed 18,000 vaccine packets in parks, along storm drains, around trees and bushes, and near walking paths in the woods in a five-mile radius. The oral rabies vaccine baits come in two-inch sachets similar to a ketchup packet and are coated with fishmeal to attract raccoons.

"As they chew on it, they are bathing their mouth and tonsils with the vaccine, and that starts the immune reaction," Chipman said.

Federal officials have been trying to control the spread of rabies in raccoons using the oral vaccine since 1997. The USDA drops about 10 million doses of oral rabies vaccine a year from planes and helicopters in a band of 16 states stretching from Maine to Ohio and south to Alabama and Texas. The goal is to stop the spread of the raccoon rabies beyond this "hot zone," officials said.

The combined surveillance and vaccination efforts of the CDC, USDA and state health departments have contributed to a 50 percent reduction in the number of rabid raccoons in the United States, Wallace said.

The vaccine distribution program typically reaches about 30 to 40 percent of an area's raccoon population, Chipman said. But Omaha has a large number of raccoons, with density as high as 104 raccoons per square mile in some parts of the city, he said.

Stopping the spread

Officials won't know until early next year whether they have stopped the virus from spreading. The incubation period of the virus ranges from one week to three months. Stanley was discovered Sept. 26, so if other animals had been bitten or scratched, they might not show symptoms until December.

The ultimate measure of whether the efforts have worked is through the testing of dead animals for the virus. Testing in Omaha is limited by how many dead raccoons animal control, the local humane society and wildlife rehabilitation groups turn over to scientists. On the basis of what officials have seen happen in the East Coast, between 1 and 5 percent of dead animals should be testing positive for rabies if the virus has gained a foothold in the Omaha area. So far, none of the more than 250 dead animals tested have had the virus.

"If we can test [a total] of 500 animals over the next few months through this surveillance program and all are negative, then there is likely no spread in local wildlife," Wallace said. "We won't know for sure until around February."

Officials credit the pet owners' quick action, the astuteness of the veterinarian who recognized the need to have the kitten tested, and the input of a state lab that was recently awarded CDC funding to conduct the genetic sequencing that prompted the emergency response.

It remains unclear how Stanley became infected.

One possibility is that the virus had been spreading undetected in the Omaha area and that a wild animal had bitten and infected the kitten. But a decade of rabies surveillance in states between Ohio and Nebraska had found no rabies cases, according to the CDC.

More likely, officials said, the kitten - or a pregnant cat - was bitten and infected by a raccoon in the southeastern United States, where the virus most closely resembles the genetic fingerprint found in Stanley. Then the kitten or his mother somehow made their way to Omaha.

"Had my husband not resuscitated him," Madeline Wahl said, "we likely would have buried the kitten in our yard and not known about him being rabies positive."
