One of the alleged masterminds and financiers of the 1994 Rwandan genocide has gone on trial at a UN tribunal in The Hague.

Prosecutors say Félicien Kabuga aided and abetted hit squads in the slaughter of ethnic Tutsis, and used a radio station to incite hatred against them.

Some 800,000 Tutsis and moderate Hutus were killed in the genocide.

US Treasury official: Determining price cap on Russian oil begins

US Assistant Secretary of Treasury for Terrorist Financing and Financial Crimes Elizabeth Rosenberg said the process of determining a price for the Russian oil price cap agreement has begun.

Commenting on whether the price has been set for the price cap on Russian oil during a congressional hearing, Rosenberg said, "The process has begun to set the price."

Responding to a question on whether the price had been set, Rosenberg said, "We are in the process, senator, of doing so."

Elsewhere in her remarks, she affirmed that the US will impose sanctions on participating countries that do not adhere to the Russian oil price cap.

When asked if there will be sanctions or penalties imposed on participating countries and entities that do not adhere to the oil price cap, Rosenberg replied, "Yes."

Rosenberg stated that if entities outside of the G7 countries violate these measures and "in some way have a jurisdictional hook to ours," there is a possibility of going after them.

Russian President Vladimir Putin has lately stated that Russia will stop supplying oil and gas to countries that impose price ceilings.

Capping prices, as some Western countries are considering, "would be an absolutely stupid decision," Putin told the Eastern Economic Forum in the Pacific port city of Vladivostok.

"We will not supply anything at all if it is contrary to our interests, in this case economic (interests)," he said. "No gas, no oil, no coal, no fuel oil, nothing."

The G7 industrialized nations pledged to work quickly to establish a price cap on Russian oil imports in order to cut off a key source of funding for Moscow's military activity in Ukraine, according to the group.

Putin stated that Russia will honor its contractual responsibilities and hoped that other countries would follow suit.

Al-Mashat: Saudi-led coalition refuses to alleviate human suffering

Head of the Supreme Political Council in Yemen Mahdi Al-Mashat affirmed during a meeting with United Nations (UN) Special Envoy to Yemen Hans Grundberg that Ansar Allah aims to establish lasting and honorable peace for the Yemeni people.

The top Yemeni figure added that “the injustice inflicted on our Yemeni people by the aggression and the blockade is enormous," stressing that "the Saudi-led aggression is deliberately refusing to alleviate the human suffering in Yemen."

Al-Mashat confirmed that "the payment of salaries to all state employees is essential for the continuation of the truce", affirming that "if Yemenis accepted the truce in its current form that will mean accepting the continuation of aggression and blockade on our dear Yemeni people."

Earlier today, Grundberg arrived in Yemen to discuss the extension of the truce with the Supreme Political Council leadership.

Grundberg met with the President of Yemen's Presidential Leadership Council Rashad Al-Alimi, on Monday, in Riyadh to discuss ongoing efforts to implement and extend the truce.

He updated President Alimi on the latest developments and spoke with him about the UN's truce proposal, according to a statement by the UN.

He also met senior Saudi officials and emphasized the importance of a longer extension to allow Yemenis to make progress on a broader set of priorities and to give them time to prepare for inclusive political negotiations, including a nationwide ceasefire.

"We are at a crossroads where the risk of a return to war is real," Grundberg said.

The terms of the truce in force in Yemen since April 2 and which was also extended on June 2, include ceasing offensive military operations, by land, sea, and air, inside Yemen and across its borders, and facilitating the entry of ships carrying fuel to the ports of Al-Hudaydah, western Yemen.

The White House has clarified that President Joe Biden looked around the room asking for Congresswoman Jackie Walorski on Wednesdaybecause “she was on his mind.”While Biden apparently thought Walorski would be at the White House event, she died in a car accident last month.

Speaking at a conference on food insecurity, Biden thanked a list of lawmakers who sponsored a bill establishing the conference. Walorski, a Republican from Indiana, was among them.

Walorski died in early August, in a car crash that also killed two of her staffers. Republicans have repeatedly asserted that Biden, who is 79 years old, is experiencing cognitive decline. While Biden was known throughout his five-decade political career for verbal slip-ups and gaffes, the president has more recently struggled to read from a teleprompter and become visibly confusedduring multiple public events.

According to a poll taken last month, 59% of Americans are “concerned” with President Biden’s mental health, with 36% saying they are “very concerned.”

South Korea to send weapons to Ukraine through Czech Republic

South Korea will supply Ukraine with weapons worth 75 billion crowns (about $2.9 billion) in transit through the Czech Republic.

These are the Chiron anti-aircraft missile systems and ammunition used to repel attacks by aircraft flying at low altitudes, according to the Czech newspaper Mladá fronta DNES.

The supply, which will be one of the largest during the conflict in Ukraine, is funded by the United States.

The weapon will go to the Czech Republic to the address of "one of the Czech arms companies", then as a gift, it will be sent to Ukraine.

The weapons of South Korea cannot be sent to Ukraine directly because of the official position of Seoul. Back in the spring, South Korea announced that, despite the great interest of Ukraine, it would not supply weapons to the war zone.

“I don’t want to comment on the speculation [that appeared in] the media [about the supply of weapons to Ukraine]. Assistance to Ukraine from the Czech Republic continues. For security reasons, as I said earlier, we will not specify it,” the newspaper quotes the Czech Defence Minister Jana Černochová.

Poland outlines condition for NATO intervention in Ukraine

The bloc’s forces may enter the country if Russia resorts to the nuclear option, Warsaw says

NATO may send troops into Ukraine if Russia deploys nuclear weapons in that country, Polish Foreign Minister Zbigniew Rau told local media on Thursday. The US-led military bloc has repeatedly maintained it’s not at war with Moscow and is not a party to the conflict.

Speaking to RMF FM Radio, Rau was asked how the organization would respond if Russia resorts to the nuclear option. According to the minister, the West would firmly – and in coordination with the US – respond to such an attack.

Should the worst happen, Rau said, NATO’s reaction probably wouldn’t differ much from the steps outlined by US National Security Advisor Jake Sullivan. “It would amount to a conventional response on the territory of Ukraine,” the minister explained.

In this vein, Warsaw’s foreign minister did not rule out that NATO troops could enter Ukraine’s territory. “However, it must also be noted that such a move may be unnecessary, because it is possible to use conventional weapons, such as aviation, or to launch relevant missiles,not necessarily from Ukrainian soil,” Rau added.

On Sunday, Jake Sullivan warned that Washington and its allies would act “decisively” if Russia uses tactical nuclear weapons in Ukraine, adding that it had communicated “at very high levels to the Kremlin” that any use of nuclear weapons in neighboring country would be “met with catastrophic consequences.”

His comments came after Russian President Vladimir Putin last week issued a warning to the West, noting that those who use nuclear blackmail against Moscow “should know that the wind rose can turn around.”

Meanwhile, later Russia’s deputy foreign minister Sergey Ryabkov reiterated that Moscow is “not threatening anyone with nuclear weapons,” citing Russia’s military doctrine that allows the use of such arms only if the very existence of the country is at stake.

EU to make it easier to sue AI companies

The proposal seeks to simplify proceedings for damages where people suffer harm fromrobots, drones and other AI products

The European Commission unveiled new draft rules on Wednesday that would make it easier for consumers to seek compensation from artificial intelligence companies if they’re harmed by their digital products.

The AI Liability Directive aims to simplify legal proceedings for victims if they suffer damage caused by products such as robots, drones or smart-home systems that were rendered unsafe by software updates or other digital services, including AI.

The new rules seek to give more legal clarity not only to consumers, but also to businesses that substantially modify their digital products, thus enabling them to make further investments.

The Commission has also proposed harmonizing national liability rules for AI across the entire bloc, which would further facilitate court proceedings.

The main purpose of the initiative is to create a legal framework that would “ensure that victims benefit from the same standards of protection when harmed by AI products” as they would if they were harmed in any other circumstances, the Commission said.

Consumers would still need to prove that they had suffered damage as a result of AI-powered products under the new rules, but the process would be made easier by the so-called “presumption of causality.” This principle addresses difficulties that victims may face in proving a connection between the product and the harm that was caused.

The proposal also seeks to give the consumer “a right of access to evidence” from companies and suppliers in cases in which high-risk AI is involved.

Commenting on the proposal, EU Commissioner for Justice Didier Reynders noted that, while new technology possesses huge potential, “we must always ensure the safety of consumers.”

“New technologies like drones or delivery services operated by AI can only work when consumers feel safe and protected. Today, we propose modern liability rules that will do just that,” he added.

For the directive to enter into force, it needs to be approved by EU member states and the EU Parliament.

US military aircraft circled Nord Stream incident site in September

US military helicopters habitually and on numerous occasions circled for hours over the site of the Nord Stream pipelines incident near Bornholm Island earlier in September, Flightradar24 data showed.

Earlier this month, a US Navy Sikorsky MH-60R Seahawk helicopter spent hours loitering over the location of the damaged natural gas pipelines in the Baltic Sea near Bornholm for several days in a row, September 1, 2, and 3, in particular.

Denmark's maritime traffic agency and Sweden's Maritime Authority on Monday reported a "dangerous" gas leak in the Baltic Sea close to the route of the inactive Nord Stream 2 pipeline, which experienced an unexplained drop in pressure.

The leak, southeast of the Danish island of Bornholm, "is dangerous for maritime traffic" and "navigation is prohibited within a five nautical mile radius of the reported position," the agency warned in a notice to ships.

Following the incident, German newspaper Tagesspiegel claimed Monday that Berlin is convinced that the loss of pressure in the three natural gas pipelines between Russia and Germany was not a coincidence and suspects a "targeted attack".

The cause of the incidents remains unknown and an investigation is underway. Swedish Foreign Minister Ann Linde said on Tuesday that the disruption was caused by detonations, which indicates that it was sabotage.

The Nord Stream 2 pipeline, which runs parallel to Nord Stream 1 and was intended to double the capacity for undersea gas imports from Russia, was blocked by Berlin in the days before the start of the war in Ukraine.

Flightradar24 showed an unidentified aircraft that did not even have a helicopter icon hovering over the site. However, the aircraft's 24-bit ICAO code included in the description makes it possible to establish the model, which is the US military's Sikorsky MH-60R Seahawk. The code is verified through open resources that collect data on military aircraft.

The US helicopter is also shown by the aircraft tracking service to have flown into the area of loitering over the Nord Stream pipelines from Gdansk, Poland.

On the second day of the loitering, almost in parallel with their US counterpart, a Dutch navy NH9 helicopter was flying in the vicinity of Bornholm Island, and it is expected to have been observing the Americans' activity.

US helicopters also took flights over other Nord Stream pipelines on September 10 and 19 and others stayed over the incident site for hours on the night of September 22 and September 25.

Reportedly, helicopters that made sorties on the night of September 22-23 and 25-26 have especially confusing tracks.

These revelations come after German newspaper Der Siegel reported Tuesday that the US Central Intelligence Agency (CIA) warned the German government there would be attacks on Nord Stream gas pipelines weeks ahead of any incident being reported around the pipelines.

An informed source told the German magazine that Berlin had been told by the CIA a few weeks ago that there would be attacks on the key pipelines supplying a huge portion of Europe's energy from Russia.

The Israeli occupation is closely following the events in Iran, and the Israeli security complex is highly pessimistic about the ongoing protests' success rate, Israeli media reported on Wednesday.

In response to a question about whether the Israeli security establishment was following the events in Iran, Channel 13 military commentator Or Heller confirmed that they are.

"Yes, in light of the news coming from Iran, there is always a desire and a dream for Iran to collapse from within… this dream has persisted since the 1979 Khomeini-led revolution," Heller said.

"Still, after we spoke with all the officials in the security establishment this evening in Israel, I can say the following: the security establishment is pessimistic about the success rates of the ongoing protests in Iran and their consecutive success in bringing about change [in the Islamic Republic]," the Israeli correspondent said.

Iranian Interior Minister Ahmad Vahidi stated on Friday that some social networking sites took an active role in directing the riots and igniting the fires, adding that many elements of the riots were the result of training received using these sites.

The anti-government protests in Iran ended up dwindling, to the dismay of the Israeli occupation, while demonstrations against the riots and in favor of the government increased respectively.

The demonstrators expressed their dissatisfaction with the riots, condemned the actions of the rioters, and called on law enforcement and the judiciary to take decisive measures against the vandals.

The original riot-turned demonstrations took place in the aftermath of a young woman's death that the West rushed to capitalize on, claiming that the Iranian police murdered her.

Afterward, the Iranian police published CCTV footage documenting the last moments of the young Iranian girl, Mahsa Amini, at the police station. The Tehran police said the footage proved that the 22-year-old was not subjected to any violence or physical abuse.

The demonstrations were organized in many cities, namely: Tehran, Isfahan, Kashan, Shiraz, Mazandaran, Yasuj, Bandar Abbas, Qom, Qazvin, Gilan, and Bojnord, among others.

The demonstrators then issued a statement denouncing riots, acts of sabotage, and vandalism that hurt the interests of the Iranian people.

Historic Hurricane Ian has already killed “hundreds” of people in Florida, a sheriff in the hardest-hit region revealed early Thursday — but the death toll is expected to swell as Floridians wake up to assess the true extent of the destruction in daylight.

“This is a life-changing event for all of us,” Lee County Sheriff Carmine Marceno told “Good Morning America.”

“I don’t have confirmed numbers — I definitely know the fatalities are in the hundreds,” he added.

“So far, confirmed in the hundreds,” he said, noting that conditions were too dire for his officers and other rescuers to get a true sense of the disaster.

“There are thousands of people that are waiting to be rescued. And again, cannot get a true assessment until we’re actually on scene assessing each scene, and we can’t access people, that’s the problem,” he said.

The sheriff warned that rescue crews are going to “see things they’ve never seen before” as he noted the masses of drownings.

Lee County Manager Roger Desjarlais had said late Wednesday that the storm was “too strong” for officials to properly survey the damage.

In Volusia County, Sheriff Mike Chitwood predicted the recovery effort would be like “something we’ve not seen in this county ever.”

The City of Kissimmee also warned its citizens early Thursday that cops and fire crews “can no longer respond to calls at this time” to “protect the safety of our first responders.”

With winds that had reached 155 mph — just 2 mph below making it a historic Category 5 — the biggest danger remained flooding that left distressing images of whole areas submerged.

At least one hospital emergency room was shown with water running through it — as was the newsroom of local TV station WINK, which was shown with 3 feet of water in parts of it.

“We are like everybody else,” said Tom Doerr, director of local news and content at WINK News. “We are experiencing the same difficulties like everybody else.”

The Florida Department of Corrections also moved 2,500 inmates from 23 prisons in the hardest-hit areas to facilities “better equipped to weather the impacts of the storm.”

Norway deploys troops after suspected pipeline sabotage

Oslo says the damage to the Nord Stream infrastructure looks “deliberate”

The military has been deployed to protect Norwegian energy facilities in the wake of the suspected sabotage attack on Russia’s Nord Stream 1 and 2 undersea gas pipelines, Prime Minister Jonas Gahr Stoere has said.

“Military forces will be more present and visible near our oil and gas installations,” Stoere told reporters at a press conference on Wednesday.

“The information we have received today further strengthens assumptions that the damage [to the pipelines] is a deliberate act. It has created a very serious situation.”

The prime minister added that “it is crucial that Europe and NATO stand together” on the matter.

Tone Vangen, the senior emergency official in the country’s police, confirmed that security, as well as the monitoring of threats, has been boosted at oil and gas facilities.

The two Nord Stream pipelines, which connect Russia to Germany under the Baltic Sea, lost pressure on Monday, after which numerous leaks were detected. Swedish authorities recorded what they said were two explosions in the areas of gas leaks.

Sweden, Denmark and the EU all said that the disaster was an act of sabotage. The Kremlin, meanwhile, said the disruption of gas deliveries is a big problem for Moscow and argued any allegations that it was behind the damage were “absurd.”

Kremlin spokesman Dmitry Peskov on Thursday suggested it could have been a “terrorist attack” and was unlikely to have been possible “without the involvement of some state power.”

Russian pipeline operator Gazprom said this month that Nord Stream 1 will remain shut down indefinitely due to maintenance, citing problems with the return of repaired equipment because of Western sanctions imposed on Russia over its military offensive in Ukraine.

The Nord Stream 2 was never fully operational becauseGermany halted certification in February, due to the Ukraine conflict.

German foreign intelligence has been providing data to Ukraine

German foreign intelligence service BND has been forwarding satellite imagery, radio and phone intercept data to Ukraine, helping the Ukrainian war effort while Berlin officially stated that it isn't a party to a conflict, according to Germany's Zeit magazine.

The information “can be incorporated into war planning and help the Ukrainian army to assess the combat effectiveness and morale of Russian units or to check their positions,” Zeit wrote.

The magazine, in addition, wrote that German spies gave the US some intelligence from Baghdad during the 2003 Iraq invasion. Berlin, at the time, officially refused to share information with Washington during the Iraq and Afghanistan wars, which frustrated the BND.

This time is different; all the spies, in this "exceptional historical situation," went on to assist the Ukrainians.

Bruno Kahl, the chief of the BND, met with his Ukrainian counterpart at the Munich Security Conference in February, and was in Ukraine when Russia launched its military operation.

Chancellor Olaf Scholz keeps insisting that Germany is not a party to the war in Ukraine, keeping in mind that Berlin has a policy of not commenting on intelligence matters. A legal analysis in May commissioned by the BND writes that its lawyers, according to international law, said that sharing intel does not mean Berlin was a party in the war.

Will Putin, according to the newspaper, look at the legal inferences of these actions?

To divert the reader away from Germany's involvement in the war, Zeit looked to the US and UK as they've been aiding Ukraine "much more offensively" and providing "real-time intelligence information that can be used for dynamic targeting."

Americans were at first hesitant to give Ukraine "granular" information. However, that restriction was lifted recently, according to the newspaper.

The Washington Post published in May a report exposing US "rules" for sharing intelligence, which included that American spies would reveal information to Ukraine which stopped short of their definition of "targeting."

German spies, speaking to Zeit, the Kremlin chose not to fuss over Americans giving Ukraine "much more precise target coordinates."

“Putin knows what the role of intelligence services is. The chancellor and the BND just don't want to talk about it publicly,” wrote Zeit. Moreover, Russia has known about this for “a long time,” as the Ukrainian military is “riddled with Russian informants,” the German magazine added.
